UAE: Dubai eGov't Reinforces Relations With Gov't Depart's In Line With Efforts To Upgrade eServices
Dubai eGovernment has recently launched a questionnaire that will help determine the degree of satisfaction of government departments with the Government Resource Planning (GRP) System, the core system used by Dubai eGovernment that focuses on main IT systems instead of scattering data over various support systems. Through this project, Dubai eGovernment seeks to gather feedback from participating government departments regarding the system’s services, which will help Dubai eGovernment upgrade and improve the quality of services being offered.
The initiative will also help Dubai eGovernment measure the level of awareness among government employees regarding the eServices available and the frequency of use of the services. In addition, the questionnaire serves as a new communication channel for Dubai eGovernment to interact with all Dubai Government departments, underlining the important role of communication in cultivating the relationship among different branches of government.
Commenting on the project, Ahmed Mohammed Bin Humaidan, Director General, Dubai eGovernment, said: "This project is part of our commitment to constantly communicate and collaborate with government departments of the emirate, which will help us deliver a truly integrated range of eServices and best practices across all levels of government according to the highest quality and performance standards. The questionnaire will also help us work more productively with other government departments as it will enable us to better evaluate the impact of our programs and subsequently successfully implement measures that address gaps and promote the seamless electronic transformation of the emirate."
The online questionnaire will focus primarily on the quality of services related to the GRP System. It will also target all government authorities in Dubai that apply the GRP System, which includes 25 government departments and 15,000 users of this system.
Dubai eGovernment will implement this project through four stages. The first will be the collection of data related to GRP System and identification of criteria through which the users’ satisfaction is measured. The second stage will involve the development of two sets of questionnaires in Arabic and English targeting two sections of system users. The first questionnaire will be for government employees who work with certain systems of GRP including financial, salaries, and human resources issues; the second questionnaire will be for employees working in "Self Services" in GRP, including e-Recruitment and e-Supplier portals. The third stage is the implementation of the electronic survey, which is done by providing participants access to the online questionnaire. The data gathered will then be analysed, which will be the fourth stage of the process.
Dubai Government departments adopt the GRP (Government Resource Planning) offered by Dubai eGovernment as it facilitates effective and efficient management of government resources and human capital, and provides departments with an integrated suite of services for all resource management (human, financial and material).
GRP is based on the accrual accounting system, and reinforces decentralization and self-service within management. GRP offers a framework for planning and local development and saves considerable financial resources for the government as a whole.
