Companies in Dubai will be able to conduct the bulk of transactions involving work permits online, according to a Ministry of Labour circular.

The Ministry of Labour in cooperation with the Dubai Naturalisation and Residency Department (DNRD) has started issuing online work permits in an effort to develop its electronic services.

According to a circular issued last week that came into effect immediately, Dr Ali Bin Abdullah Al Ka'abi, Minister of Labour, said the online service is the first among many steps towards enabling e-government.

"We want to develop the linkage between government departments to provide quick, easy and high quality service for the people," said Dr Al Ka'abi.

To date about 300,000 work permits have been issued across the country this year, according to ministry statistics. There are some 135,000 establishments in Dubai.

Brigadier Mohammad Al Merri, Director General of the DNRD, said: "The Ministry of Labour and the DNRD are main partners. Hence, we formed a joint team to develop services for businessmen in Dubai."

Electronic work permits are to be sent directly to the DNRD and the applicant will receive an SMS notifying him of it. The message will contain a reference number to be given to the DNRD. As part of the new service, companies will also be able to process their applications through the internet as they will be notified electronically that the ministry has agreed to approve their applications, a procedure that was earlier done by post.

However, in certain cases which the ministry decides to reject, parties will still be notified through the post, according to Humaid Bin Deemas, Assistant Undersecretary at the Ministry.

"The new procedure will save time and effort for people as they only need to pay one visit to the ministry," said Bin Deemas. The service is expected to reduce applicants' flow to the ministry by 50 per cent, according to studies conducted.
