Tanmia, The National Human Resources Development & Employment Authority is celebrating the launch of its website www.tanmia.ae. The website is designed to bolster Tanmia's efforts of enhancing Emirati participation in the labour market.

Tanmia currently provides personalised services through its expanding network of branches. This website represents another step towards broadening Tanmia's outreach by providing ‘self-service' to those employers and jobseekers with the ability to transact through the Internet. Capitalising on the “anywhere, anytime” power of the Internet, it is entirely in line with UAE's drive towards e-government.

Visitors of the website can access information about Tanmia, its objectives, services, branches and other relevant information. It also allows users to download electronic forms, including preparing and printing the new Employment Contract for UAE nationals. Links to other websites are also available.

The website is a useful tool for experts, researchers, and specialists who now have the opportunity to access statistics and research reports related to the UAE labour market.

While Emiratis can register directly online and search for suitable job opportunities, the website supplies additional services that include:

  • Generating CVs in English and/or Arabic
  • Matching qualifications, experience and personal preferences stated in the CV with job vacancies posted on the website.
  • Communicating with employers and applying for posted vacancies
Employers wanting to employ Emiratis may register on the website and perform the following functions:
  • Search using keyword among CVs posted on the website
  • Post vacancy details in English and/or Arabic
  • Generate a fit-to-job spec from the database of candidates against posted vacancies
  • Schedule interviews and record results
On the occasion of the launch, His Excellency Matar Humaid Al Tayer, Minister of Labour and Social Affairs and Chairman of Tanmia and the Board of Trustees referred to Tanmia's strategy aiming at bridging the gap between the educational externalities and the labour market requirements especially in the context of accelerating technological progress and the global economy. He stated: “I am pleased that the launching of the website witnesses the completion of the first phase and commencement of the second phase. I look forward to seeing employers and our Emirati job seekers make productive use of this website and contribute to its improvement by voicing their suggestions.”

The software architecture

Tanmia contracted IBM to develop its website, after extensive technical and supplier evaluation revealed that they were the organisation that could deliver the requisite system and service from end-to-end, encompassing development, deployment, sturdy security and backups. www.tanmia.ae is being deployed through IBM's e-hosting services, a joint venture with the Dubai Internet City. The website has a unique software architecture that allows intelligent bilingual conversion and skill-matching, and a word based engine that provides powerful search options. The IBM Domino platform provides users flexibility to choose the most convenient means of communication – whether fax, email or internet; privacy and confidentiality; rock solid reliability and freedom from intrusion and viruses, thanks to the technical superiority of its Universal Server Farm (USF) services.

About Tanmia:

Tanmia's mission, established in November 1999, is to enhance employment of Emiratis in the private and public sectors. The authority's network of offices in Abu Dhabi, Dubai, and Fujairah, will soon expand with the formal inauguration of its Sharjah office, followed by offices in other UAE cities.

Tanmia develops and implements its strategic plans in collaboration and partnership with stakeholders in both private and public sectors. Its short-term objective is to create effective labour market mechanisms that facilitate access to suitable jobs for Emirati jobseekers and provide opportunities for career development.

The medium-term objective concentrates on using training programmes and career guidance to increase the qualification and skill levels of Emiratis seeking jobs. The long-term goal is to match the educational externalities with labour market requirements.

Tanmia provides web-based employment self-service but also welcomes those wishing to visit Tanmia offices and avail of personal assistance in employment as well as training services. Emiratis can improve their skills through customised training programmes developed to enhance the jobseeker's opportunities in meeting the specific needs of employers.

The Career Guidance Centre is staffed by experts knowledgeable about the nature and skill requirements of jobs in the various sectors of the economy, helping Emiratis define their personal career paths and enhance their skills in job acquisition.

The Centre for Labour Market Research and Information (CLMRI) supports decision and policy makers by providing studies, statistics and reports related to the labour market.
