The Kingdom of Bahrain participated last Monday in the First GCC Conference for eGovernment in Oman and will last till the 23rd December, aiming to provide opportunities for the Gulf Cooperation Council's (GCC) Governmental Authorities to exchange experiences in the eGovernment services and applications field.

The First GCC Conference for eGovernment came under the recommendations of the first meeting of the GCC's eGovernment Agencies and programs held in the Kingdom of Bahrain which has proposed to have an annual conference to share common experiences and successful projects among all the Gulf States, instead of a separate conference.

An exhibition of eGovernment projects and products for the Gulf States in order to take benefit from each other, accompanied by the conference and in line with the eGovernment Excellence award including all GCC countries, as each of the Gulf state will make the award according to the local level, and then the winners will qualify to participate in the Gulf Award which encourage all Gulf States to provide excellent eGovernment services and IT projects to its citizens.

The third meeting of the eGovernment agencies and programs of the GCC countries is scheduled to be held after the end of the conference, where the first meeting was held in the Kingdom of Bahrain, and the second in Riyadh, Saudi Arabia. The future joint project in the eGovernment and IT field among the Gulf State will be discussed during this meeting aiming to strengthen the citizenship and serve all the Gulf States citizens. Oman has taken the lead and organized the first GCC eGovernment Conference and Exhibition last Monday, in the presence of a major international level that highlights the norms and principles in order to agree upon and apply as a guide to the states members in implementing the IT projects and eGovernment telecommunication.

A delegation from eGovernment is participating in the Gulf Conference along with a number of the Kingdom's government and ministries, most of the executive managers from the ministries and authorities overseeing the various eGovernment programs across the GCC, and a number of decision makers, academic specialists in IT and communications from around the world.

In this regard, Mohamed Ali Al Qaed, Chief Executive Officer of eGovernment, said during the Kingdom of Bahrain's participation: "This First eGovernment Gulf Conference is to provide a great opportunity to review the most prominent achievements for projects and eGovernment programs in the GCC countries, to create a platform for positive dialogue among workers in the eGovernment and the beneficiaries of those projects."

It was scheduled that Mohammed Ali Al Qaed, CEO of eGovernment, to present on Monday the Kingdom of Bahrain eGovernment's experience, reviewing the models, challenges and new tools that can be applied, in addition to address the areas of cooperation between GCC with regards to the development and implementation of joint projects established to deliver integrated services to the citizens of GCC countries. Al Qaed will address the skills of public sector employees in the use of IT and communication, including capacity building project, the importance to raise awareness through marketing campaigns and special awareness on the eGovernment's programs.

The main topics to be addressed within the agenda of the First eGovernment Gulf Conference are the exchange of experiences and ideas in eServices, discussing the challenges of eGovernment implementation of plans on reality as well as the agreement on providing a minimum public eServices by the GCC Countries with priority given to health, education and social security services as well as explore the possibilities to establish a unified portal for ePayment.

(The eGovernment Excellence Award) held on the sidelines of the First eGovernment Gulf Conference in order to exchange experiences in the development of IT and communication filed among the GCC and aiming to achieve several objectives in the eGovernment field, to assess performance and enhance efforts by creating a positive competition culture among the GCC States, so the award is to be an ideal opportunity for participating countries to measure the elements of quality and assess the level of efficiency of eGovernment services to the public, in addition to raise the GCC States between the world's advanced countries in the field of eGovernment and improve its rankings .

The Kingdom of Bahrain is participating through all the winners of the eGovernment Excellence Award which was held in May this year, including: Tender Board (eTendering project), Electricity and Water Authority (service pay electricity bills and water), the Ministry of Health (website of the Ministry of Health), to the Social Insurance Board), General Organization for Youth and Sports (GOYS) (governance of information systems services), Ministry of Industry and Commerce (eInvestor), Ministry of Interior (Najem Project), and the Ministry of Labor (the control system documentation).

In addition, the eGovernment Authority will participate in the award in four projects, which are: (eBirth service), (the Kingdom of Bahrain's eGovernment portal), (integrated platform to provide eServices), and (draft institutional structures) in the category of best project for eGovernment.

An exhibition of leading Gulf eProject, will take place during the conference to review the best Gulf successful experience that have been implemented in the field of eGovernment programs at both the regional and international levels, in addition to exchange ideas, experiences and technical solutions that can be applied in the provision of eServices to achieve excellence and innovation. The Ministry of Interior, Ministry of Health, Ministry of Industry and Commerce, Ministry of Electricity and Water, the Shura Council, the Tender Board, the General Organization for Youth and Sports (GOYS), the General Organization for Social Insurance, will take part in the eGulf exhibition along with the eGovernment.
