She also stated that various accredited international scientific bodies confirm the existence of many definitions of e-government. In the year 2002, the United Nations defined e-government as 'the use of the Internet and the World Wide Web to provide broad information and government services to citizens.
Also in 2003, the Organization for Economic Cooperation and Development (OECD) presented the following definition of e-Government as the use of information and communication technology, particularly Internet access for better governmental services.
A number of researchers in the field of e-government stated different definitions for the term: some defined it as a means for improving the public sector and government, while others defined it as a means for achieving reform and change of processes, structure and culture of government. There are also those who consider it as an improvement of communication between the government and the citizens in order to achieve greater democracy.
And finally, some researchers define e-government as another technology-based tool to increase commercial revenues, improve performance and create a competitive advantage among governmental departments.
Ms. Sabra also added that the Arab Organization for Administrative Development has adopted a definition of e-government, as a broad use of information via the Internet and mobile communication technologies to transform and sustain better relations with citizens, businessmen and amongst various governmental institutions.
E-government has two classifications: interactive and service-based (from/to).
The Director of Public Relations and Media in the conference Hassan Al- Fardan said that the good use of information technology has come a long way in bringing about substantial improvements in productivity, which lead to greater efficiency and effectiveness in both the public and private sectors and the various institutions and companies. The public sector went thru a radical shift in the way in which government interacts with citizens, companies and organizations, by enabling the efficient, responsive and transparent interaction with the government.
He also added that the participation of Ms. ONG Lih Ling spared in this conference is a valuable addition and room for participants to take advantage of her accumulated experience in this area. Ms. ONG will discuss the launch of e-government framework that enables effective governance and transparency, as well as review of case studies from the experience of Singapore. He also said that ONG has a long history of professional worth it by holding the position 'Director of the Department of Capacity Development' services in Singapore and the Infocomm Development Authority of the International Development Association/ Media Office of the President of the Government.
In addition, she is also the Director of the Center of Singapore e-Government, which is the command center partnership between the Infocomm Development Authority of the National University of Singapore, which was formed for the purpose of executive education programs of the government in information technology. Ms. ONG has 20 years of experience in the IT industry, which makes her one of the experts in the management of information technology in the public sector.
