The Rourkela city administration in tandem with Rourkela Municipal Corporation (RMC) has geared up for preparations of best Smart City Proposal (SCP) and city vision to find a place in the first list of 20 Smart Cities.
Although the second stage of competition in the category of ‘City Challenge’ poses a tough contest, the local administration is undeterred.
Sources said now each of the shortlisted smart cities has to prepare exceptional SCP and city vision based on creativity of municipal officials and other stakeholders with greater public participation. Among other things, the SCP and city vision should include development priorities and aspirations of citizens, available resources, sustainable and innovative solutions for problems with increased use of technology, e-governance to improve services and area-based development proposals.
RMC Commissioner D P Mohapatra said the Corporation is working on submission of SCP and vision document before December 15. He said suggestions on visionary ideas and smart solutions received from public are commendable.
Rourkela ADM and RMC administrator K Sudershan Chakravorty said after interacting with students, academicians, technocrats, professionals, public and officials of Government departments, they are analysing the need for present and future development projects and fill the gap between available resources and demand.
Efforts are underway to incorporate innovative ideas and solutions into the drafts for SCP and city vision. The draft for SCP will focus on area-based strategies having components of retrofitting, redevelopment, Greenfield development and PAN city development initiatives,” the ADM said.
Under retrofitting, infrastructure and facilities in and around the congested daily market area covering 500 acres would be modified and renovated to enhance quality of life.
Under redevelopment, housing for all schemes would be launched in 50 acres of land at Madhusudanpali and Gopabandhupali slums. Vacant areas would be covered with necessary Greenfield development projects. Under PAN City initiatives, solutions based on priorities would address issues of solid waste management, sewerage system and augmentation of drinking water supply.
Meanwhile, the Comprehensive Development Plan (CDP) is also nearing to become a statutory document and the flexibility promised in the CDP Land Implementation Policy will boost growth of housing sector.
Rourkela Development Authority (RDA) sources claimed the CDP as a legally enforceable mother document for planned growth and land use will also enhance the city’s competitiveness in the second round.
