The Delhi government has asked the New Delhi Municipal Council to select a consultant for its projects proposed under the central government’s Smart City scheme.
After an instruction from the Union Ministry of Urban Development, the NDMC, which services nearly 40 sqkm including the Lutyens’ Zone with imperial structures, has been told to float a request for proposal for detailed project report (DPR).
“The NDMC has been told to either select a consultancy firm from among the 11 enlisted by the Union ministry or select its own experts,” said an official. It has also been given an option of hiring a “hand-holding agency” for preparing the report.
The NDMC’s report, to be submitted in the next three months, would compete with proposals from agencies of 98 other cities for the slot of top 20 proposals.
“The top 20 project reports would be taken up first in the country and the central government would also release Rs 200 crore for these 20 smart cities,” said an official.
Once the NDMC sends its report to the MoUD, it will be vetted by experts of the central government and foreign consultancy firms to pick the best proposals for the Smart City scheme.
The Delhi government earlier set up a High Powered Steering Committee headed by Chief Secretary K K Sharma to implement Prime Minister Narendra Modi’s favourite Smart City project in the NDMC area.
Projects related to e-governance, transport infrastructure, skywalks for pedestrians, BRT corridors, pollution control, solar power generation, water and sewage treatment and battery-run vehicles are likely to be proposed by the NDMC, through the HPSC, to the central government as part of Smart City Plan.
“The committee is working out the mechanism for implementing projects through the local bodies in the city,” said an official.
The Chief Secretary has been holding meetings to ensure optimal use of the central funds the issue and the documentation work has been launched by the Committee, which does not have any politician in it.
“Over the next five years, Rs 200 crore worth projects would be implemented in the NDMC area each year through a Special Purpose Vehicle (a limited company headed by a CEO) mode. Half the funds would come from the central government and the rest from the Delhi government or the civic agency itself,” said an official.
The Smart City DPR which will contain the model chosen by the NDMC for its project, whether retrofitting or redevelopment or Greenfield development or a mix of these.
The groundwork for preparing SPVs, which will be limited companies with a CEO, will also be done by the civic agency with help from consulting firms. The NDMC area which has been selected to be developed as a Smart City encompasses a large chunk of Chief Minister Arvind Kejriwal’s New Delhi constituency.
