Boosting e-governance to citizens in Goa, chief minister Laxmikant Parsekar on Friday launched a series of e-services in the two departments of revenue and transport as part of the launch of the 'Digital India week' from July 2 to July 7.

Parsekar launched the "single window system for land conversions" of the revenue department which is initiated by the North Goa collectorate and also launched three more e-services of the transport department. These include the online tax payment system, smart card-based registration certificates and re-launch of the smart card motor driving licenses. All these e-services have been created by Goa Electronics Limited (GEL).

Speaking at the launch of the e-services, Parsekar said that Goa launched e-services much before other states and has not only added more new services, it has also refined some of the existing e-services.

Parsekar said that citizens must take benefit of the various e-services as there is ease of transaction, speedy delivery of the services and total transparency.

The transport department launching the online tax payment system for three services will benefit a large section of citizens. The three services are payment of road tax for transport vehicles, payment of passenger tax for stage carriage buses and payment of dealer level deposits. The online portal can be accessed at https://egov.goa.nic.in//echallanpg/.

The transport department already has six e-services and the launch of three additional e-services will make it nine e-services.

There are about 1,16,252 vehicles in Goa which pay road tax annually. Henceforth, they need not come to the RTO office. Considering the above figure of transport vehicles, it amounts to about 60 persons not having to come to the RTO office daily to pay that tax. They can pay from the comfort of their own offices.

Passenger tax is paid by stage carriage buses and they have to come to the department twice every month to pay it. Now they can also pay online from their homes or offices.

The third service is dealer-level deposits. Dealers register new vehicles with the department but for this they have to maintain cash balance with the transport department. Now, they can do this payment online, directly through National Electronic Funds Transfer.

The issue of smart card registration will also be a boon. Earlier, once the registration was done, it took some time to print the RC books, then laminate and issue it. That took between three to four days. But once people collected their documents from the RTO office, they used to forget the RC books. Now the RC smart card will be issued on the same day.

Director of transport Arun Desai said the transport department has plans to launch another two e-services. For all vehicles other than transport vehicles, the department will shortly start SBI portal with its cashier. All payments can be made with a credit card or debit card.

Importantly, the department is also starting e-challans. Enforcement officials will issue e-challans on the spot through handheld devices. After the e-challan is issued, the record of the offence will be transferred to the RC book or the motor driving license and the full record of past violations and fines imposed will be recorded in RC book or motor driving license.
