COLIS, a web-based computer application developed by the local unit of the National Informatics Centre (NIC), is set to be adopted across the state. Chief minister Devendra Fadnavis will inaugurate the updated version of COLIS, renamed as eDisnic, in the city on Friday at the collector's office.

COLIS (collector's information system), which has won several awards in the e-governance category, was adopted in 2014 by the state information technology department to make it suitable for all the districts.

"We are happy that the project will be adopted by the state. The NIC has made certain changes to make it possible for other districts to log on to the application and carry out the processes. The city has reduced pendency of revenue court cases," Chandrakant Mugali, district information officer at NIC (Kolhapur), told TOI.

The application was first rolled out in Kolhapur in 2011. It has proven to be user-friendly both for the administration and litigants as it minimized the tedious paperwork and increased transparency without putting any additional burden on the government treasury. Kolhapur's 89 revenue courts, 76 circle officers, 12 tehsildars and six sub-divisional officers were connected to the system to deliver immediate response in any land dispute case.

The advanced version has added more facilities for the revenue department such as management information system to monitor the revenues collected at each village in a particular district, connectivity for the godown management, central warehousing corporation and minor applications at the tehsil offices.

"In the new version, the assigned person can enter the data or information and generate reports in Devanagari. The new software can be added seamlessly and put to use within short period of development time," Mugali said.

Fadnavis will be in the city on Friday to inaugurate the new collectorate building as well as address a daylong workshop of government officers regarding the Swachh Bharat Abhiyan.
