He hoped that the bill will be passed in the Lok Sabha session scheduled to begin on February 5.
The minister was speaking at the valedictory function of the 17th national conference on e-Governance here on Friday.
He further said that once the Public Procurement Bill is passed, all the procurement procedures of the Central and state governments will be done online and can be viewed by anyone.
“The Centre has been allotting `3 crore every year to each state for e-governance initiatives. This is an era of paperless offices and the mindset of people should also change accordingly. E-governance is the key to inculcating transparency, openness and a corruption-free system of public administration in the country. The major reason why people push for Lokpal Bill is that they are fed up with the delay in getting various services. The Time Bound Delivery of Goods and Services Bill will address these issues,” the minister said.
Narayanasamy pointed out that the Second Administrative Reforms Committee chaired by Minister Veerappa Moily has submitted 15 reports with 1,094 recommendations and the government has agreed to 90 per cent of the recommendations.
“Every year, the Union Government spends Rs 2 lakh crore for the procurement of goods and services. Once the Public Procurement Bill is passed in Parliament, people will be able to know what is actually happening in the procurement system,” he added.
Speaking on the occasion, Kerala Governor Nikhil Kumar said e-governance will enhance the efficiency of governance. He further said that, as of now, only nine states in the country are actively promoting e-governance initiatives, and “the time has come for the other states too to join the league”.
Kerala Planning Board Deputy Chairman K M Chandrasekhar said the enemy of e-governance is corruption. “If corruption is high in an administration, the effect of e-governance will be less,” he said.
Meanwhile, Thrissur district has won the gold award for the best district-level initiative in citizen-centric service delivery in the country for its System for Attumanal Neutral Distribution (SAND) project.
The Kerala Motor Vehicles Department has won the award for the best stall.
Union Secretaries J Sathyanarayana, Sanjay Kothari, Arun Jha, Excise Minister K Babu, state secretaries P H Kurian and K S Sreenivas spoke on the occasion.
