The CSC scheme is being implemented under the National eGovernance Plan (NeGP) for bringing all government services at the doorstep of rural citizens.
Sanjay Panigrahi, CEO of Srei Sahaj, a wholly-owned Srei Infrastructure Finance Ltd, told Business Line the fresh bids were invited after one selected private agency was removed. The State has initiated a fresh bidding process to identify a new Service Centre Agency for the 22 districts.
Srei Shaj has already obtained, through an earlier bidding round, the right to roll out 3,340 CSCs in four districts of the State . It has so far established 1,045 CSCs in the State.
It has also got contracts for establishing CSCs across five other States – West Bengal, Uttar Pradesh, Odisha, Assam and Bihar. Out of 28,000 CSCs, it has rolled out 26,078 in 107 districts across six States.
The Union Department of Information Technology has been rolling out the scheme across the country through the State Governments as a public-private partnership.
3-tier
The scheme is based on a three-tier structure. At the top tier, there is the Tamil Nadu e-Governance Agency to provide policy level support to the SCAs.
At the second level are the SCAs, the key driver of the business. They are to establish and operationalise the CSCs at the village level in their specified areas. They will also provide the e-platform for both Government and private services to rural consumers.
At the bottom tier is the village level entrepreneur , who is appointed by the SCA to run the business centre and cater to the rural consumers within a cluster of three villages.
