State to open revenue circles in each gram panchayat

The State Government has decided to open Revenue Circles in each gram panchayat in the schedule areas to accelerate the process of disposal of land related disputes. This was decided at a review meeting chaired by Chief Minister Naveen Patnaik here on Wednesday.

Patnaik who was reviewing the progress of the e-governance in the Revenue Department on Wednesday asked the department authorities to take steps for functioning of Registration and Tehsil offices under one roof. The Registration Offices should be shifted to the premises of Tehsils to help the people to solve the land related problem at one go.

In order to avoid litigations and corruption, registration, mutation and settlement of land would be done under one roof and Chief Minister has asked for digitalisation of all land records, said official sources.

Since the land records are not in proper shape, it was decided to set up modern Record Room in each Tehsils and to computerise all the land right under the Land Records Modernisation programme.

According to official sources, it was decided to complete computerisation of all the 177 Registration offices and to scan and maintain State Legacy Datas for facilitating on-line issuance of Encumbrance Certificate for 13 years to the public from October. The programme is a part and parcel of the e-Registration. Besides, there is a proposal to create at least 6 RI circles in each block.

It was decided to prepare digital maps through Hi-tech satellite survey, instead of Cadastral Maps. However, since the scanning map is not acceptable in court of law, revenue authorities have been directed to provided the public cadastral maps instantly till the new system is put in place.

With the e-registraion programme has already been started, the Chief Minister directed the Revenue authorities to install Broad Band facilities in all the Tehsil offices to enable the public access to their land records through internet for better transparency.

It was also decided to set up an autonomous Training Institute at Bhubaneswar for the field officers and employees of the Revenue Department for regular training on revenue matters.
