Haryana is among the first States of the country to have made the State Wide Area Network (SWAN) fully operational with a total plan outlay of Rs 102.62 crore.

While stating this here today, a spokesman of Haryana State Electronics Development Corporation Limited (HARTRON) said that under the network, State headquarters has been connected with all district headquarters and that of blocks,sub divisions, tehsils and sub tehsils for providing facilities such as inter and intra data transfer or sharing, voice over Internet Protocol (IP) and video.

Various offices of the departments like Finance, Revenue, Transport, Excise and Taxation, Panchayat, Urban Development, Women and Child Development, Agriculture, Education, Social Justice and Empowerment, Food and Supplies and Industries have been connected on this network, he added.

Moreover, all the courts and jails of Haryana have been connected on this network and trials of accused were now being conducted online through video conferencing, said the spokesman, adding that more than 200 offices of Haryana Police including Police Stations, which were earlier connected on Haryana Police Wide Area Network had now been connected on this network, which is being extensively used by Haryana Police. The video conferencing facility set up under SWAN was being frequently used by the departments.

He said that 800 offices had already been connected on SWAN till date and another 500 offices of various departments, such as Transport, Health, Food and Supplies, Information and Public Relations, head offices of Departments, Boards, Corporations located at Panchkula and Haryana Police were being connected on this network under its third phase.

The spokesman said that a State Data Centre (SDC) for Haryana was also being set up at New Secretariat, Haryana, Chandigarh at a cost of Rs 12.38 crore. The main benefits of the project included the central data repository, secure data storage, online delivery of services, citizen information/services portal, State internet portal, disaster recovery, remote management and service integration.

He said that the project of State portal and State Service Delivery Gateway (SSDG) was also proposed to be implemented at an estimated cost of Rs 1092 lakh aiming at utilising the National e-Governance Plan (NeGP) Core Infrastructure. It would help in using SDC, SWAN, CSC Infrastructure.

The spokesman said that HARTRON had also initiated smart card technology in the State to ensure proper distribution of essential commodities from fair price shops. Under the project, the paper based ration cards would be replaced by the smart cards and about 54 lakh eligible families of the State would be issued smart ration cards as per their category.

Common Services Centres (CSCs), which are one of the core infrastructures under NeGP would also be set up in the State. These centres had been envisioned as the front-end delivery points for Government, private and social sector services to rural people in an integrated manner. HARTRON would implement the scheme in Haryana under public private partnership model, he added.
