With the objective to make the government procurement practice transparent, cost-effective and efficient, National Informatics Centre (NIC), the Government of India, had designed and developed a secure web-based online tendering solution for the Government of Orissa. NIC-GeP software (National Informatics Centre - Government e-Procurement Project) is a mission mode project under the National e-Governance Plan of the Centre. The major system modules comprise online creation of tenders, publishing in the web, online participation by the bidders and award of contracts.
The project has been guided by Commissioner-cum-Secretary, IT Department, P.K Mohapatra and Senior Technical Director and State Head, NIC, S.K Panda. A team of IT scientists from NIC comprising A.K Hota, technical director and group head, Tapan Prakash Ray, Scientist-‘D’, and Nihar Ranjan Biswal, Scientist-‘C’ have been working full time for the successful roll-out of the project.
In the past one year, 5,519 tenders worth Rs 13,773 crore have been floated online, said Nihar Biswal. This has not only saved the government exchequer a lot of money, but also brought in wider participation among bidders and reduced cycle time of tendering to a great extent, he added.
