Tamil Nadu and Andhra Pradesh have emerged among the top five e-governed states in India in 2008-09. Himachal Pradesh, Delhi and Haryana have secured second and third positions.
Interestingly, Delhi has slipped two ranks from No 1 last year whereas, small states like Himachal Pradesh and Haryana were positioned well this year.
The survey was based on the assessment of each state’s IT vision and implementation, especially how user-friendly the system is. It also considered allocation for IT in the last financial year of 2007-08.
The Union Budget for 2008-09 had increased the allocation to the department of information technology by 12 per cent to Rs 1,680 crore.
Officials at the e-governance department, Govt of Karnataka told Express, “Although different agencies have given different positions to the state, it should be noted that Karnataka has implemented many projects that are still in pilot position in other states. The state has not campaigned much about its strategies, because of which implementation has not happened properly. As the government has specific targets, we will bounce back in the next few months.’’ It was evident that despite having good IT skill resources with the government, it has not used them properly. In the last one year, the e-governance department has not taken any pro-active steps to revitalise the system.
According to the national e-governance survey, e-governance still has a long way to go in India. At the moment, there are many pilot projects and some working properly. Many departments are duplicating work as they build multiple citizen databases like census, voter IDs, PAN records, food and civil supplies data, thus wasting thousands of crores of rupees on these projects.
