While stating this here on Sunday, a spokesman of Haryana Department of Electronics and Information Technology said that new initiatives were being implemented under the leadership of Chief Minister, Bhupinder Singh Hooda to make Haryana number one State in information technology so as to cope with the changing scenario.
He said that the industrial portal would enable investors to upload documents which could be managed in collaborative environment, where different versions of these documents would be maintained. Also, it would have the facility to ensure that these documents are processed through a workflow for approvals in an electronic form. He said that a Composite Application Form (CAF) has been developed. CAF workflows for processing industrial applications would be further extended to the participating departments and organizations including Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Pollution Control Board, Labour Department, Excise and Taxation Department, Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam. The development and implementation of the project has been out sourced, he added.
He said that a digital trunking system, integrated with automatic vehicle location system, was being implemented for police control room, Gurgaon. This system would replace the existing simplex wireless systems of police with the digital trunking system so as to improve the quality of voice and introduce dynamic grouping of calls or multi-group calls and selective calling options capability.
He said that with a view to keep track of location of its vehicles and to press them in action instantly, an automatic vehicle location system would also be integrated with the system. It was intended to provide a seamless integration with other public telephone systems and wireless system in the National Capital Region (NCR). This would not only allow the public to report an incident of crime or unrest immediately upon its occurrence, but also ease the process seeking police related public information, such as status of passport or driving license issued. The said project would be implemented within six months after the release of the purchase order by HARTRON. He said that for better management of law and order situation in the State, the State Government has already established Police Wide Area Network connecting all range headquarters, district headquarters, police stations and State Crime Record Bureau (SCRB), Madhuban.He said that the State Government has planned to promote a healthy interface between its procurement agencies and suppliers through e-procurement.
Therefore, a software has been developed and being implemented by Supply and Disposals Department. He said that the export of software from Haryana has increased from Rs. 890 crore in 1999-2000 to Rs. 14,000 crore in 2006-07. Haryana has improved its ranking in the country by six positions, from fifteenth to ninth position, in the last two years as per the latest e-Readiness Assessment Report released by Department of Information Technology of the Government of India. The State has formulated its e-Governance roadmap and capacity building roadmap.
The SWAN project was being implemented for connecting all offices upto block level with a project outlay of Rs. 102.62 crore. State Network Management Center at new Secretariat, Chandigarh and its horizontal offices, all 22 District Network Management Centers (DNMC) at each District Head Quarter, Haryana Bhawan New Delhi including 79 horizontal offices of Finance, Revenue, Panchayat, Local Bodies, Excise and Taxation and Transport located at respective district head quarters have been made operational under Haryana State Wide Area Network. The video and voice transmissions among these locations have been successfully demonstrated and being used. He said that out of 127 Block Network Management Centers (BNMC) located at each block, sub-division, tehsil,sub-tehsil, 116 have been made operational under this network. The remaining BNMCs as well as 168 horizontal offices of the above said departments located at each block, sub-division, tehsil and sub-tehsil would be made operational shortly.
