The minister for information and technology Shri Kailash Vijayvargiya while addressing a meeting of the advisory committee of the department yesterday said that action to set up common service centers in the state would be initiated soon under the e-governance plan. These centers would help rendering fast services to the common man in the field of education, health, entertainment besides providing various data and high level videos. He informed that as many as 9232 common service centers (e-kiosks) would be set up in the state. Also, employment would be made available to 16 thousand individuals indirectly through this project. Applications are being received for this work, he added.

Shri Vijayvargiya said that a grant of Rs. one crore 30 lakh has been sanctioned by the union government for Madhya Pradesh under the national e-governance plan. Moreover, e-governance road map and blue print been approved by the state government has been sent to the union government for its approval. Further, 24 ministers, 15 IAS officers and 30 CEOs / deputy CEOs have been imparted training on e-governance in the Indian school of business, Hyderabad through National institute of smart governance of the union government under the project.

The minister further informed that an amount of Rs. 120 crore has been sanctioned by the union government under the state wide area network (SWAN) project for Madhya Pradesh. Under the project, all the block headquarters to the concerned district headquarters, district headquarters to the concerned divisional headquarters and divisional headquarters to the capital will be linked. This network will be utilised to transfer the data of the state government's various projects. Eighty percent POP (point of presence) buildings out of total 340 POP have been already been constructed in the districts, tehsils and blocks.

Shri Vijayvargiya further mentioned that treasury activities are being undertaken through computers in all the treasuries and sub treasuries of the state. The project was honoured with the Golden Icon award in the national e-governance conference held in Bhopal in the year 2007. Apart from this, a smart card project has been implemented in all the regional transport offices of the transport department. Also, video conferencing studios, data centers, and PGR divisions have been set up in mantralaya and in all the districts. This activity has enabled the departments to initiate immediate action as regard to the implementation of their departmental schemes besides exchange of information. The facility is functional in mantralaya and 46 districts leaving apart Damoh and Neemuch districts, where the process is underway.

Moreover, Shri Vijayvargiya said that an order to implement e-tendering was issued by the state government on September 07, 2006. The e-tender project has been implemented for purchase and its related activities in the government departments and websites of all the department have been launched for this. At present e-tendering project is being implemented by Narmada valley development, public works and energy departments and a letter has been written to other works departments and corporations to implement the e-tendering project. He further said that a new IT policy of the state government which was issued in the month of April 2006, has developed keen interest among the infrastructure developers and IT companies for investment in Madhya Pradesh. Also, 212.63 acre land in village Badwai of Bhopal, 13.814 hectare land near Indian institute of information technology and management in Gwalior and 90 acre land in village Purva of Jabalpur have been allocated to the department for developing software technology park. Request for qualifications (RFQs) have been issued for all these projects and SEZ category has been given by the union ministry for Industry for these projects.

It was informed in the meeting that MP online portal has been developed for the citizens residing in the remote areas to get government's services without their presence in the concerned offices. Various forms and information are being provided to the citizens through e-kiosks in the state. Moreover, a software has been developed to provide facilities such as payment of electricity bills, PSC application forms and facilities being provided by the urban administration department.

The minister Shri Vijayvargiya further observed that e-krishi vipdan scheme has been prepared for networking of the krishi mandis in the state and the pilot of the scheme was proved successful. The project is being implemented in 64 places successfully and it is being extended to all the mandis of the state. The additional director of the department Shri Anurag Shrivastava threw light on programmes and responsibilities of the department on the occasion. The MLAs Shri Bhagwat Singh Netam,Shri Jalam Singh Patel, Shri Arjun Palia and Shri Shantilal Dhawai were present in the meeting.
