"The State Wide Area Network (digital link on which e-governance services will ride), the CSC and data centre are expected to be fully operational by the end of 2007. Together they will provide a platform for the National e-Governance Plan. While the SWAN has already been sanctioned, the Empowered Finance Committee has given its views pertaining to CSC and it will now be placed before the Cabinet. We hope that the process will be completed by April-end," a Government official said, on the sidelines of a summit on Infrastructure and e-Governance organised by Cisco and the National Institute for Smart Governance here.
The Government is planning to roll out Common Services Centres or IT kiosks in 1,00,000 villages as part of the ambitious National e-Government Plan. The plan is to establish such kiosks in one lakh villages in a "honeycomb model," which means one out of every six villages would house a common service centre where people can avail a host of services, including searching for land records, getting grievances addressed, procuring caste certificate for jobs or even checking their children's results online.
"We expect the capital and the operational expenditure for the CSCs to be about Rs 6,000 crore spread over five years," sources added.
The NEGP is aimed at improving the quality, accessibility and effectiveness of Government services to citizens and businesses with the help of Information and Communication Technologies (ICT), and consists of components and various mission mode projects (MMPs) to be executed over a four-year period. The MMPs comprise projects under the Central Government, State Departments, and those that which are integrated, that is, spanning multiple Ministries, Departments or agencies.
