He was one of the experts who shared their experience on e-government, here Tuesday with participants of the Knowledge and Information Communication Technology for Development (KICT4D) conference, a side event of the 30th annual meeting of the Islamic Development Bank's board of governors. "If we miss the train, who knows when the next train is coming," said the engineer, who estimated that Medina's e-government project will cost a total of 475,500,000 Euros.
Already covering 60 government agencies, the project is now in its third phase which lasts until 2007, Mohammed said.
He said within the e-government planning, a new generation of performance indicators should be also included.
Indication of financial returns on investment alone will not do but it should also gauge the contribution to the nation's knowledge and intellectual capital.
Malaysian National Computer Confederation President Datuk Dr. Raja Malik meanwhile listed some of the key lessons learned in Malaysia's e-government experience.
He said that a "big picture" architecture and framework was still lacking, adding that "most IT initiatives lack testing plans and administration of tests."
However, he said e-government in Malaysia was moving into the next stage -- management in the context of IT governance.
Malaysia is using its national and Public Service ISP blueprints as the basis for implementation, he concluded.
