The Commonwealth of Virginia has become the first state in the US to host an e-government platform that allows local government users to simultaneously query multiple state databases.

The new web-based query application, called the Human Services Interface (HSI), was built by Menlo Park, California-based Mitem in an attempt to reduce case processing time, associated worker costs and paper files for users. According to the company, the platform was initially created for social workers in Virginia localities to verify citizen eligibility for services, which previously had been done through a paper-based application process involving checking and compiling records from agencies. Mitem claims the new service will replace this procedure with one online request.

HSI also helps to detect fraud or erroneous data through a social security search

"We project time savings of 30 to 50 minutes per case reviewed through the use of this significant new application," noted Branka Al-Hamdy, IT strategic planning for Arlington County. "This will lead to annual state-wide savings for local users of 500,000 -720,000 hours in case worker time, or $15-19m dollars per year, and $1-1.8m in annual paper and ink savings."

HSI is built on Mitem's integration engine, MitemView, and is to be hosted by the Virginia Information Technologies Agency (VITA) under Virginia's "g2g Enterprise Services Interface" (GESI) initiative, which aims to provide a vehicle for local governments to retrieve data from multiple state systems.
