Govern Software – the leading developer of enterprise-wide land management software for local government – is pleased to announce that the Town of Southampton, New York is the first to go live with its E-payment solution. Citizens of Southampton can now pay their taxes, conveniently, from the comfort of their own homes. No more trudging out on a cold winter’s day, dealing with traffic or waiting in lines, residents can simply log onto the Internet and at anytime of the day or night pay their bills online, in real time! With real time, their accounts are adjusted immediately. Just like using an automatic teller at the bank, they can click back to the initial Web page, and view their new balance right away. If they make a call to the town hall, the clerk sees the new updated balance. There is no need to wait until the next business day for a database to be updated.

“Our goal was to implement a system that would allow our taxpayers to pay their bills using credit cards” says Town of Southampton’s Tax Receiver Vincent Gaudiello, “through the comfort and convenience of the Internet”. A satisfied customer of Govern for almost 20 years, the town of Southampton knew exactly who to turn to for such a system.

Live with the E-payment Internet component since December 20th, 2004, the town has already processed approximately $321,000 worth of credit card payments online. To date the implementation and use of the online payment component has been “very, very successful” says Gaudiello, “we are especially pleased with the real-time aspect of the system. This is a unique solution!” Unlike competing online payment systems where monies collected, throughout the day, are stored in a database and downloaded to the tax receiving system, only at the end of the day, Govern’s E-payment Internet component instantly records the online payment. Paid is immediately stamped and flagged in the system. “It is as if another cashier worked for the town except that taxpayers themselves key in their own payments” observes Gaudiello.

Govern’s E-payment component is designed to increase the efficiency of processing economic transactions. By reducing the number of steps and the number of paper documents involved, it streamlines and simplifies the payment process. It also provides a fast and effective method of tracking payments, facilitating data analysis and, as Gaudiello observes, a cost-effective way to serve the needs of taxpayers and property owners.
