Tennessee ranks well in comparison to other states when it comes to business climate and entrepreneurial encouragement, but is in the bottom 10 when it comes to education, technology, environment, health and public safety.

That's according to "America's Best Cities & States: The Annual Gold Guide to Leading Rankings" - a study published by the National Policy Research Council, a Washington D.C.-based think tank. The guide ranks Tennessee 38th among all states in its "Best of the Best" list. The state ranked 44th in education, 44th in technology, 41st in environmental indicators, 42nd in health and 45th in public safety measures.

The state ranked 13th in the entrepreneurial and small business environment and 11th in the infrastructure category.

Among the listing's top 50 cities, Nashville came in 39th, and ranked 11th for small business climate, 12th for infrastructure, and 16th for local government. The city ranked 46th for health and welfare indicators.

Memphis ranked 49th in the overall category, but seventh in the infrastructure category, ninth in government,

But the climate for small businesses and entrepreneurs is among the top quarter of all states. And its state government is ranked among the top five, including best in the nation marks for its "e-government" services.
