Governor Richardson said Friday his administration will not move forward with a fee-financed electronic government system until a legislative study committee can consider the proposal.

The Legislature put $150,000 into this year's state budget to continue work on the so-called e-portal. The system would serve as a gateway for individuals and businesses to access information from government agencies through the Internet. However, there's been a dispute over legislation for the management and oversight of the e-portal. The dispute also involves the administration's plan to make it a self-funded operation by charging fees for retrieving some public records electronically.

The New Mexico Press Association and the New Mexico Foundation for Open Government opposed an e-government portal bill that died during this year's legislative session. It would have established a "tier pricing" system of different fees depending on the user and the purpose for which they want the public records.
