The District of Columbia's Office of the Chief Technology Officer (OCTO) posted its newly reconstructed, constituent-friendly web site designed to give citizens, businesses, and visitors more online services and information. Among the new features are e- Services that offer nearly 100 online transaction capabilities, translation into seven languages, and a new Kid's Capital Site, providing information, biographies and games for children. "What's now available at dc.gov is probably the country's best example of giving the citizens what they want online," states Filnet CEO, Chris Baltazar. "Unlike e-Tailers such as Amazon or E-bay, everybody at some point has to do business with the government. The District of Columbia decided to give the citizens the opportunity to do a lot of business with the city online."

Filnet, Inc., headquartered in Washington, DC, provided the web design, content management and web architectural support underlying the revamped dc.gov site. The company successfully redesigned and increased the prominence of 29 online applications and implemented a new look, feel and navigation to the entire dc.gov web presence. The company has 11 additional applications under development for the portal. Filnet also put into service multiple content management systems, provided the capability for translation into seven different languages, and a mechanism to communicate special alerts such as closures and emergencies to citizens automatically.

Filnet analyzed the dc.gov search logs and usage patterns to construct a profile of visitors' needs. The company also compiled comments that site visitors provided in online forms that requested feedback. Using this data and knowledge gained from five years of experience working with OCTO and other city agencies, Filnet retooled the city's portal to offer citizens what they wanted.

The newly designed site includes a top 10 list of the "Most Popular Online Services," which will change according to visitor usage, and "Featured Sites" to provide easy access to the most requested online applications. Other enhancements include real-time information on events and activities in the city as well as previously launched services that allow citizens to renew driver's licenses and vehicle registration, pay tickets, register for or renew Master Business Licenses, and even get alerts of city agency, school and street closures, among other enhancements that Filnet provided.

In the 2002 Brown University E-Government Survey, the District of Columbia ranked number eight overall among U.S. cities. This benchmarking survey ranks U.S. cities on 25 e-Government initiatives that are recognized as the standard for online citizen services.
