Florida has abolished an independent state technology office in a move that reverses steps it took four years ago to centralize IT management.

The legislature wanted to entirely abolish the office and its functions, but Gov. Jeb Bush (R) vetoed that bill. Instead, the legislature approved funding to make the office a new division in the Florida Department of Management Services.

But the position of state CIO, as well as companion IT policy functions, was eliminated.

An axiom of state and local politics is that the larger the state, the more difficult it is to coordinate IT policy and strategy across the so-called enterprise of state government.

Part of the reason is that the larger agencies are powerhouses whose bureaucracies can dwarf even the governor’s office. Any effort by state leadership—governor, lawmakers or the state CIO—to tackle IT governance head-on is admirable in and of itself. It’s rare that there is ever highly centralized control of IT governance in any of the super-size states.

Cyber Security Industry Alliance (CSIA), the only public policy and advocacy group dedicated exclusively to cyber security, last week released a report, "Making Telework a Federal Priority: Security is Not the Issue", which calls for increased adoption of telework by the federal government. The paper highlights telework as a viable strategy for ensuring continuity of federal operations during a disaster and calls on the Office of Management and Budget (OMB) to ensure all agencies include telework plans in their contingencies and continuity of operations (COOP) plans.

The Labor Department is the first to get to green.

Of 26 major agencies tracked by a presidential scorecard, the Labor Department is the first to garner the highest rating, green, in the five categories deemed priorities by President Bush.

“We are very proud of what our department has accomplished,” Labor Secretary Elaine Chao said.

Regulations implementing a law that gives agencies limited authority to enter share-in-savings contracts are expected to be completed less than a month before that authority expires.

Final rules for using share-in-savings agreements to procure technology, as allowed by the 2002 E-Government Act, likely will be issued in September, said David Safavian, administrator of the Office of Management and Budget's Office of Federal Procurement Policy. The law required regulations to be published in September 2003.
