A.1 Potsdam, Brandenburg, Deutschland: Projekt "Proketta" – Erhebung von Prozessketten zwischen Wirtschaft und Verwaltung
Technologie gefördert wird. Hintergrund des Projektes ist, dass die Erfüllung von IMP für Unternehmen hohe Bürokratiekosten verursacht. Durch die Optimierung von internen Arbeitsabläufen sowie einem medienbruchfreien Daten- und Informationsaustausch zwischen Unternehmen und der öffentlichen Verwaltung können diese Kosten reduziert werden.
Die Erhebung der Geschäftsprozesse erfolgt durch Interviews und Workshops vor Ort mit Mitarbeitern der öffentlichen Verwaltung und Unternehmen. Diese werden dann im weiteren Projektverlauf zu Prozessketten zusammengeführt und notationsunabhängig in einem Prozesskatalog aufgenommen.
Das dreijährige Projekt startete am 01.04.2012. Kooperationspartner sind derzeit u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

P.1 eGovernment Review, Ausgabe Januar 2013: COMPATeGov – Kompetenzmodell für E-Government
In der Ausgabe Januar 2013 der österreichischen Zeitschrift „eGovernment Review“ erscheint ein Artikel zum am IfG.CC entwickelten Kompetenzmodell für E-Government. Darin wird das Kompetenzmodell kurz skizziert sowie dessen Anwendungsmöglichkeiten für die öffentliche Verwaltung dargestellt.
Das Modell wurde aufgrund der Erkenntnis entwickelt, dass für die Nutzung der Potenziale der Verwaltungsmodernisierung mit Informationstechnik neue und interdisziplinäre Kompetenzen erforderlich sind. Diese Kompetenzen wurden im Rahmen des COMPATeGov-Projektes systematisch identifiziert und zu einem Kompetenzmodell verdichtet. Darin sind 28 unterschiedliche Kompetenzen aus verschiedenen fachlichen Disziplinen zusammengefasst, welche u.a. in Anlehnung an den Europäischen Qualifikationsrahmen (EQF) bewertet sind.
Das Kompetenzmodell kann beispielsweise dafür genutzt werden, um Fort- und Weiterbildungsangebote zu entwickeln, welche gezielt diese erforderlichen Kompetenzen stärken. Im Rahmen des COMPATeGov-Projektes wurden solche Schulungsangebote bereits erarbeitet. Ebenso wurden Methoden entwickelt, wie das bestehende Angebot von Fort- und Weiterbildungen im Bereich E-Government verbessert werden kann.

This book takes issue, both empirically and theoretically, with the problem of building e-government systems for the delivery of public services. In its contributing chapters it variously explores a range of phenomena that appear when Information and Communication Technologies (ICT) encounter the current administrative routines and the established institutional and normative framework of the public sector.
It is commonplace that the rise of the Internet offers the public sector a great deal of opportunity for change, and visible changes have indeed taken place in recent years. If we take even a cursory look at the public services delivered by governments to citizens in most Western democracies, we are likely to be surprised at the extent to which the production and delivery of such services are now dependent on ICT. Technology reaches out everywhere across an increasing range of public sectors, affecting the performance of core government functions and having an influence on the very legitimacy of public institutions. Nowadays the presence and operations of ICT in public sector are visivble (though perhaps not obvious) to any citizen who happens to engage in transactions with a state agency through a computer and the Internet – paying a tax or a fine, registering a vehicle, requesting a birth certificate, or applying for planning permission.

V.1 Grand Wailea, Maui, Hawaii, 07.-10.01.2013: 46th HICSS (Hawaii International Conference on Systems Sciences)
Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, und Sirko Hunnius, wissenschaftlicher Mitarbeiter, haben auf der 46. HICSS (Hawaii International Conference on System Sciences) ihr eigereichtes Paper mit dem Titel „Competency Requirements for Transformational E-Government“ auf dem Minitrack „E-Government Education, Training and Professionalization“ präsentiert.
Kernelement von E-Government ist das Potenzial, den öffentlichen Sektor mit Hilfe von IT zu transformieren. Durch IT entstehen neue Formen der Zusammenarbeit (wie z.B. Shared Service Center, One-Stop-Government) und organisationsübergreifende Netzwerke, so dass es möglich ist, Aufgaben effektiver und effizienter auszuführen. Die Umsetzung in der Praxis ist jedoch voraussetzungsvoll. Empirisch zeigt sich, dass Kompetenzen oftmals nicht ausreichend vorhanden sind, um die Potenziale von E-Government zu realisieren. Die Forschungsergebnisse basieren auf Umfragen zu E-Government-Kompetenzen bei Führungskräften und Fokusgruppenworkshops. Hierauf aufbauend wurde ein Kompetenzmodell abgeleitet, welches über die Notwendigkeit reiner IT-Fähigkeiten hinausgeht. Deutlich wurde, dass ein „Mehr“ an fachlichem Wissen und IT-Fähigkeiten bei Weitem nicht mehr ausreichend sind, um den neuen Kompetenzanforderungen gerecht zu werden. Erforderlich sind beispielsweise Fähigkeiten, Fertigkeiten und Wissen u.a. in den Bereichen Projekt-, Prozess- und Risikomanagement. Der Vortrag endete mit einer Diskussion über die Rahmenbedingungen und deren Implikationen für das Personalmanagement im öffentlichen Sektor.
Die Hawaii International Conference on System Sciences (HICSS) ist eine jährliche Konferenz für Wirtschaftsinformatik und Informationstechnologie für Akademiker und Fachleute. HICSS gilt als eine der weltweit renommiertesten internationalen Konferenzen für IS/IT. Das grundlegende Ziel dieser Konferenz ist es, ein Forum für den Austausch von Ideen, Forschungsergebnissen, Entwicklung und Anwendungen bereitzustellen. HICSS vereint hochqualifizierte interdisziplinäre Profis in einer interaktiven Umgebung.

V.2 Gemeinde Seddiner See, Brandenburg, Deutschland, 12.01.2013: Vortrag „Geschäftsprozessmanagement in der Kommunalverwaltung“ auf der Vorstandsklausur der SGK Brandenburg
Auf der Vorstandsklausur der SGK (Sozialdemokratische Gemeinschaft für Kommunalpolitik in der Bundesrepublik Deutschland e.V.) Brandenburg am 12. Januar 2013 hielten Friederike Thessel und Katrin Walter, wissenschaftliche Mitarbeiterinnen am IfG.CC, einen Vortrag zum Thema Geschäftsprozessmanagement und Prozessorientierung in Kommunalverwaltungen.
Katrin Walter zeigte zunächst in ihrer Einführung den Umsetzungsstand von E-Government in Brandenburg auf. In Brandenburg wurden, auch auf kommunaler Ebene, bereits zahlreiche und auch erfolgreiche E-Government-Lösungen umgesetzt, wie z.B. Maerker Brandenburg oder mobile Bürgerdienste in Potsdam. Jedoch handelt es sich häufig um isolierte Einzelprojekte, die keine große Verbreitung gefunden haben. Eine (ebenen-)übergreifende Gesamtstrategie ist noch nicht sehr erkennbar, auch werden vorhandene Basisinfrastrukturen, wie das Landesverwaltungsnetz, häufig zu wenig genutzt. Dabei könnte vernetztes E-Government dazu beitragen, dass kleine Kommunen erhalten werden.
Friederike Thessel stellte die Bedeutung des Geschäftsprozessmanagements für die öffentliche Verwaltung heraus. Standardisierung von Prozessen, sektorübergreifendes Prozessverständnis und ein einheitliches Wissensmanagement sind wichtige Voraussetzungen für eine prozessorientierte Verwaltung. Ebenso bilden sie die Grundlage, um neue Organisationsformen zu entwickeln, umzusetzen und dann in den vernetzten Leistungsstrukturen arbeiten zu können. Anschließend präsentierte Friederike Thessel das Projekt PROKETTA. Im Projekt werden Vorschläge erarbeitet, wie Prozessketten zwischen Wirtschaft und Verwaltung für staatliche Informations- und Meldepflichten standardisiert werden können. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Prozessketten mit hohen Bürokratielasten werden identifiziert und erhoben, um dann gleiche, wiederkehrende Prozesselemente zu Referenzmodellen zu entwickeln. Die anschließende Diskussion zeigte, dass gerade kleinere Kommunen kaum bzw. keine Ressourcen haben, um Prozesse zu erheben und zu standardisieren. Eine zentrale Frage war auch, wie implizites Wissen der Mitarbeiter gesichert werden könnte. Denn wichtig ist, dass die erstellten Prozessmodelle auch direkt bei der täglichen Arbeit genutzt werden können. Daher wird im Projekt mit dem Geschäftsprozess-Manager eine Anwendung entwickelt, mit der die Prozessketten visualisiert werden können. Hierdurch soll es allen Beteiligten erleichtert werden, die neuen Prozesse umzusetzen und im Arbeitsalltag zu nutzen.

V.3 Ankündigung/Announcement: Nächster Prozessmodellierungs-Workshop am IfG.CC am 28.02.2013
Das IfG.CC veranstaltet monatlich einen Prozessmodellierungs-Workshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben. Der nächste Workshop findet am 28.02.2013 statt.
Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren. Erfahrungsberichte und Diskussionen von und mit erfahrenen Prozessmodellierern runden die Veranstaltung ab.
Die Teilnahme ist nach einer vorherigen Anmeldung für Beschäftigte der öffentlichen Verwaltung bzw. öffentlichen Unternehmen kostenlos. Die Teilnehmerzahl ist begrenzt.

V.4 Ankündigung/Announcement: Nächster Mobile-Services-Workshop am IfG.CC am 14.03.2013
Das IfG.CC veranstaltet alle zwei Monate einen Mobile-Services-Workshop. Für Beschäftigte der öffentlichen Verwaltung besteht die Möglichkeit, sich in kleiner Runde über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen zu informieren. Der nächste Workshop findet am 14.03.2013 statt.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Teilnehmer des Workshops erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“. Erfahrungsberichte aus bereits umgesetzten Projekten runden die Veranstaltung ab.
Die Teilnahme ist nach einer vorherigen Anmeldung für Beschäftigte der öffentlichen Verwaltung bzw. öffentlichen Unternehmen kostenlos. Die Teilnehmerzahl ist begrenzt.

V.5 Ankündigung/Announcement: Nächster Shared-Services-Workshop am IfG.CC am 14.02.2013
Das IfG.CC veranstaltet alle zwei Monate einen Workshop zum Thema "Shared Services". Beschäftigte der öffentlichen Verwaltung erhalten Antworten auf Fragen wie z.B. Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Was macht den Organisationsansatz Shared Services aus? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung? Der nächste Workshop findet am 14.02.2013 statt.
Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.
Die Teilnahme ist nach einer vorherigen Anmeldung für Beschäftigte der öffentlichen Verwaltung bzw. öffentlichen Unternehmen kostenlos. Die Teilnehmerzahl ist begrenzt.

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.
Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.
Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

IT in Entwicklungsländern/ICT for Development (ICT4D)

Der Einsatz neuer Technologien, insbesondere von Informationstechnologie, kann die wirtschaftliche, politische und gesellschaftliche Entwicklung in Entwicklungsländern unterstützen. Unter dem Begriff ICT4D (Information and communication technology for Development) wird die Erforschung von Wirkungen und Potenzialen von IT und E-Government in Entwicklungs- und Schwellenländern verstanden. Ein Schwerpunkt bei ICT4D ist die Frage, unter welchen Bedingungen IT-Anwendungen zur Armutsreduzierung beitragen können.
Dabei erscheint es jedoch nicht sinnvoll, im Sinne einer verengten E-Government-Sicht lediglich möglichst viele Leistungen der öffentlichen Verwaltung online verfügbar zu machen. Vielmehr sollten auf der Basis von IT Instrumente entwickelt werden, mit denen Länder und Regionen wirtschaftlich (wieder-)belebt werden können. Dabei werden zwei Schwerpunkte verfolgt – zum einen die technischen Voraussetzungen zu schaffen, damit Einwohner und Unternehmen IT nutzen können, zum anderen Know-how zu entwickeln, um IT effizient zu nutzen und darüber Entwicklungsprozesse zu unterstützen.
In dieser Ausgabe des Infobriefs geben wir anhand ausgewählter Meldungen aus Entwicklungsländern einen Überblick, wie der Einsatz von IT Entwicklungen in den Bereichen Gesundheit, Bildung und Industrie unterstützen kann. Es wird aber auch deutlich, welche Defizite es noch gibt bzw. wo in den kommenden Jahren erhöhter Handlungsbedarf besteht.

2.1 Ruanda: 3,200 ICT Teachers to Train Others
At least 3,200 teachers who completed a one-year ICT training course conducted by Rwanda Education Board (REB) will, this academic year be deployed to various schools countrywide.
The teachers will have the responsibility to train other teachers from their respective schools, a strategy the government has designed to promote and build teachers capacity to effectively teach computer skills or ICT.

2.2 Jamaika: Govt using ICT as a Tool for Development
Minister of Science, Technology, Energy and Mining (STEM), Hon. Phillip Paulwell, has said that the Government is committed to providing Jamaicans with access to information communication technology (ICT) as tool for development.
As part of the effort, the Ministry is partnering with the Education Ministry to grant access to thousands of students across the island.
“We are trying to create a far more inquisitive and enquiring mind; somebody who can use the information that is so ubiquitous to enable growth and development for him or herself but more importantly, for our country," he stated.

2.3 National eHealth strategy, missing link in Nigeria’s telemedicine
Over the past decade, medicine has witnessed significant change with the utilisation of communica-tion and technology tools to transmit, store, and retrieve digital data for clinical purposes.
With emerging electronic health (eHealth) aimed at integrating clinical care management and providing web-based health information and patient care including remote monitoring and healthcare, eHealth solutions have emulated e-commerce and e-government strategies in using internet-based networked technologies to provide healthcare services.
As few health institutions deploying eHealth tools to provide efficient health services, the absence of a National eHealth Strategy to facilitate a systematic, coherent and sustainable implementation of telemedicine and eHealth in the country, medical experts say, has made the development of eHealth and integration into the nation’s healthcare delivery system difficult.

2.4 Studie: Frauen in Entwicklungsländern bei der Internetnutzung benachteiligt
Einer von US-Chiphersteller Intel in Abstimmung mit dem US-Außenministerium, dem internationa-len Frauennetzwerk World Pulse und der UN-Organisation UN Women erstellten Studie zufolge wer-den Frauen in Entwicklungsländern beim Internetzugang benachteiligt. Die Studie “Women and the Web“ zeigt auf, dass Frauen in Entwicklungsländern durchschnittlich 25 Prozent weniger Zugang zum Internet als Männer haben. Die Kluft zwischen den Geschlechtern steigt in Regionen wie südlich der Sahara auf fast 45 Prozent.
2200 Frauen in Städten und stadtnahen Gebieten aus den Ländern Ägypten, Indien, Mexiko und Uganda wurden für die Studie zu ihrer Internetnutzung befragt. Die Ergebnisse wurden im Rahmen einer zweitägigen internationalen Arbeitstagung des US-Außenministeriums und der Organisation “UN Women“ vorgestellt.

2.5 Bangladesh: Greater access to ICT
Information Minister Hasanul Haque Inu's eagerness to bring down the country's internet cost at the grass-roots level subscribers certainly deserves appreciation. The minister's interest is to see that access to the information and communication facilities becomes wider to the extent where the digi-tal divide between the rich and the poor can effectively be dismantled. Indeed, this is not just a pious wish but one that is most practical in the interest of the country. Malaysia, a country with comparable development indices until the 70's of the past century, had experienced a phenomenal rise with Mahathir bin Mohamad, the country's fourth prime minister, opening its door to the modern information superhighway. Bangladesh missed a chance of getting connected with the rest of the world when an elected government refused to accept the offer of free connection with submarine cable although later that opportunity was availed of, but at a cost.

2.6 Indonesia announces progress of national e-ID
Indonesia’s Ministry of Home Affairs has revealed the progress of its Electronic Identification Card (e-ID) project — 110 million e-ID cards of nearly 173 million have been printed out. Of that number, 90 million cards have been distributed to citizens.
“By the middle of this year, all the e-ID cards must be distributed to all eligible residents so that the electronic data can be used for the upcoming 2014 elections,” said Minister of Home Affairs Gama-wan Fauzi. […]
The E-ID cards project was launched in August 2011 to issue citizens with identity cards that store biometrics and biodata. The initiative is as part of the government’s effort to remove duplication and errors in the national population database that arose from the previous paper-based identification system.

2.7 Tanzania: Zanzibar e-govt project to cut treatment costs
Zanzaibar President Dr Ali Mohamed Shein has said that the Information and Communication tech-nology project will help minimize the number of patients going abroad for treatments.
Dr Shein made the remark at the launch of ‘e-Government’ project which has cost 19m USD at Maz-izini as part of the celebrations to mark 49 years of Revolution in Zanzibar.
He said the aim of the government is to see specialist doctors provide treatment and screening ser-vices by collaborating with their colleagues abroad by using the technology.

3.1 Satellitenbilder für den Bevölkerungsschutz
Das Zentrum für satellitengestützte Kriseninformation (ZKI) ist im Januar 2013 in den Regelbetrieb gestartet und bietet über ein Kooperationsprojekt zwischen dem Bundesministerium des Innern und dem Deutschen Zentrum für Luft- und Raumfahrt e.V. (DLR) Dienstleistungen für die Geschäftsbereichsbehörden des BMI an.
Die Nutzer des Kooperationsvorhabens können rund um die Uhr hochaktuelle Satellitenbildkarten beispielsweise für den Einsatz im Bevölkerungsschutz anfordern. Das Zentrum für satellitengestützte Kriseninformation deckt damit den stetigen Bedarf an aktuellen Geoinformationen für Entscheidungen in der öffentlichen Verwaltung.

3.2 Berlin will kostenloses Internet
Eine flächendeckende, kostenlose Internet-Versorgung ist der Traum vieler Städte. Konzepte gibt es viele. Jetzt will Berlin das freie WLAN für alle voranbringen. Kreative Ideen kommen von der Initiative der Freifunker.
Auch der rot-schwarze Senat hat das WLAN-Projekt in dieser Legislaturperiode wieder entdeckt. An viel besuchten Orten soll das Netz schon im kommenden Jahr stehen. Geld ausgeben will Berlin dafür nicht und setzt stattdessen auf private Unternehmen. Den Traum vom stadtweiten kostenlosen Internet lässt Senatskanzlei-Chef Björn Böhning aber gleich platzen: Geht nicht. WLAN-Router senden nur schwache Wellen aus, die Wände kaum durchdringen. Man bräuchte zu viele dieser Geräte.
Flächendeckendes WLAN, das hat noch keine deutsche Stadt geschafft. Am engsten dran kommt wohl Aachen mit dem "Öcher Netz". Den Betreibern zufolge ist es eines der dichtesten und größten WLAN-Netzwerke weltweit. Trotzdem decken die mehr als 3000 Hotspots nicht ganz Aachen ab. Kostenlos sind zudem nur ausgewählte Internet-Angebote, ansonsten kostet ein Tagesticket vier Euro.

3.3 Bayerns Regierung plant "Digital Bavaria"
Bayerns Wirtschaftsminister Martin Zeil (FDP) hat die Strategie "Digital Bavaria" (PDF-Datei) in München vorgestellt. Mit diesem Konzept soll die Digitalisierung Bayerns vorangetrieben werden. Eines der Projekte fördert die Anbindung aller Regionen Bayerns an das Breitband-Internet, denn dieses bildet laut Zeil das "Rückgrat der Digitalisierung". Eine Milliarde Euro seien dafür bereits fest im Haushalt eingeplant. Für die weiteren Projekte sollen nach den Plänen des Ministeriums 250 Millionen Euro bereitgestellt werden.

3.4 Bundesregierung setzt Qualitätsstandards bei Geodaten des Bundes
Die vom Interministeriellen Ausschuss für Geoinformationswesen (IMAGI) beschlossene Technische Richtlinie Bundesgeoreferenzdatengesetz (TR BGeoRG) ist am 28. Dezember 2012 in Kraft getreten. Die TR BGeoRG regelt die Anforderungen an die Datenqualität, die von den geodatenhaltenden Stellen des Bundes u.a. für die von ihnen erhobenen oder erstellten geotopographischen Referenzdaten sichergestellt werden sollen. Die Qualitätsstandards wurden im Einvernehmen mit den Vermessungsverwaltungen der Länder festgelegt, um einheitliche Standards in Bund und Ländern zu erhalten.

3.5 Niedersachsen: Landkreis Harburg: Start der ersten 115-Kommune in 2013 – Bekanntheit der Behördennummer steigt
Mit dem niedersächsischen Landkreis Harburg tritt die erste Kommune im Jahr 2013 dem 115-Verbund bei. Damit haben rund 250.000 weitere Bürgerinnen und Bürger mit der einheitlichen Behördennummer einen direkten Draht in die Verwaltung.
Das Kooperationsmodell der 115 ist auch im Kreis Harburg ein gutes Beispiel dafür, wie sich die Verwaltungen in Deutschland auf allen Ebenen fortlaufend vernetzen. Der Landkreis setzt beim Aufbau seines Services auf interkommunale Kooperation. Mit seiner 115-Patenstadt Oldenburg und dezentralen Mitarbeitern in den Gemeinden kann so der Kreis in Zukunft seinen Bürgerinnen und Bürgern den qualitativ hochwertigen 115-Service bieten. Ein Beispiel, das nach Auffassung der IT-Beauftragten der Bundesregierung, Staatssekretärin Cornelia Rogall-Grothe, Schule machen sollte: "Natürlich hoffe ich, dass der Start im Kreis Harburg beim weiteren Ausbau der 115 in Niedersachsen hilft und viele weitere Kommunen und auch das Land selbst dem Beispiel folgen werden."

3.6 Brandenburg: Neues digitales Geländemodell erleichtert Planungen und verbessert Katastrophenschutz
Nach mehrjährigen Vorarbeiten verfügt Brandenburg mit dem hochgenauen dreidimensionalen digitalen Geländemodell DGM2 über ein neues effektives Planungsinstrument für das gesamte Land.
Mit seiner hochpräzisen Höhen- und Lagebestimmung für jeden Quadratmeter Brandenburgs werde das neue Geländemodell viele Planungs- und Umweltanalyseprozesse erheblich erleichtern, sagte Innenminister Dietmar Woidke bei der Vorstellung des Modells am 25.01.2013 in Potsdam. „Straßenplanung, forstwirtschaftliche Auswertungen, Bodenerosionsforschung und nicht zuletzt der Brand- und Katastrophenschutz profitieren von den neuen Möglichkeiten.“ Der Landesbetrieb Landesvermessung und Geobasisinformation (LGB) werde das neue Instrument aber auch zur Verbesserung der eigenen Produkte und zur Entwicklung neuer Produkte nutzen.

4.1 Great Britain: Shared services 2.0: this time it's serious
Whitehall departments' back-office functions are to transfer to two independent centres under a strategic plan for shared services published by the Cabinet Office just before Christmas. Next Generation Shared Services estimates that departments can save £400m-£600m a year through a "coherent shared services strategy", with departments' transaction costs falling by between 25% and 40%.
The plan admits that "there have been many public pronouncements of failure and some, less public, successes in this arena". It says the initiative "needs to go further in terms of service and deliver greater savings faster" as shared back offices play their part in the government's efforts to cut the deficit.

Ina Corydon, Deputy CEO of the Municipality of Copenhagen, Denmark, explains the role of city government in supporting Denmark’s national digitisation strategy.
Denmark’s latest e-government strategy, ‘Joint Public Digital Strategy: The Digital Road to Future Prosperity 2011-2015’ released in August 2011, challenged government agencies to use new technologies to step up from providing information and services, to creating genuine engagement with citizens. The municipality of Copenhagen, the largest in Denmark, has risen to this challenge by providing a more personalised and collaborative user experience.

4.3 European Union: Will opportunity knock for eHealth in 2013?
This year looks set to be an interesting one for eHealth in Europe, as the European Commission tries to inject more pace into the area. Although it has been actively promoting eHealth in the region for over a decade, initial progress has been slow, only really picking up after the launch of 2010’s Digital Agenda.
Health is a key component of that wide ranging, and ongoing, programme, but two eHealth initiatives that bookended 2012 could start accelerating progress. The year started with the Commission’s decision to set up an eHealth Network of national authorities, one of whose tasks would be to drive uptake of technologies like tele-monitoring and e-prescriptions.

4.4 Switzerland: 11 cantons enable their voters residing abroad to vote online in March 2013
The Federal Council approved the requests of 11 cantons to use an electronic voting system for their voters living abroad in the referendum of 3 March 2013.
The following 11 cantons have already successfully tried their electronic voting systems: Bern, Lucerne, Fribourg, Basel-Stadt, Schaffhousen, St Gallen, Graubünden, Aargau, Thurgau, Neuchâtel and Geneva. This means that 161 947 voters residing abroad are given the opportunity to vote online; this number corresponds to 3.17 % of the total Swiss electorate (5.1 million voters) and to one-third of the maximum number of voters allowed to electronic voting (10 %), according to the Federal Ordinance of 24 May 1978 on Political Rights.

4.5 Spain: Government approves key initiatives for the development of a cloud strategy
The Spanish High Council for eGovernment, in its meeting held in January 2013, announced that the Spanish Public Administrations Network (SARA) constitutes a strategic project and the basis for the Spanish Public Administration private cloud.
The meeting was chaired by the Ministry of Finances and Public Administration, thus giving the project and the above announcement an unprecedented political backing.
SARA is the platform for delivering cloud services for the Public Sector, with the objective of bridging the existing digital divide. The actual economic crisis is pushing the government to adopt more efficient methods in order to fully use the capabilities of Information Technology in its processes and services, through, in this case, the cloud computing delivery model.

4.6 Estonia: Liia Hänni: E-Tiger Treading Quietly
Liia Hänni, program director at the e-Governance Academy and a former Cabinet minister, has said that while the state scored a number of successes in the area of information society last year, in 2013 it should set new goals and catch up on questions where it has lagged behind.
Hänni examined a chapter in the Cabinet's governing program named “From E-State to I-State” that aims to shift e-development focus towards citizens. The chapter has 33 steps from affordable, ultra-fast internet for every home to creating a "characteristic face" and positive international image for i-Estonia.

Center aims to reorganize country's data storage system to meet international standards, provide training in IT areas such as cloud computing and mobile development, and help startups and small companies find partners.
A group of IT professionals have opened a research center for information and communication technology (ICT) in Thailand to aid the country's ICT masterplan, Smart Thailand.
The center's director, Thanachart Numnonda, said the center is aimed at reorganizing the country's data storage system to meet international standards, The Bangkok Post reported. This is because Thailand is lacking a quality ICT database to help policymakers develop the IT masterplan, he explained.

Three new "capabilities for e-training" labs have been opened at Riffa Club as well as Al Qadisya and Sanad Youth Centres.
They are the outcome of co-operation between the General Organisation for Youth and Sport (Goys) and the eGovernment Authority and part of a national project to eliminate computer illiteracy and build an information society.
A celebration held at Riffa Club to mark the occasion was attended by Goys president Hisham Mohammed Al Jowder, eGovernment Authority chief executive Mohammed Al Qaed, officials and representatives of civil society institutions.
Mr Al Qaed said that the programme aims to train 5,000 citizens of all ages every year. He added that around 4,700 citizens were trained in 2012 through seven electronic labs across the nation.

5.3 Chinese navy uses telemedicine in major missions
Telemedicine has enabled Chinese medical workers to provide timely medical support for both offshore and blue-water military missions.
Medical workers from the No. 425 Hospital of the People's Liberation Army (PLA) have participated in the Chinese Navy's escort missions in the Gulf of Aden and Somalia waters many times, and created many records in maritime medical support in the history of China's armed forces.

5.4 Laying the groundwork for G-cloud in Australia
With an annual budget of US$2 billion, the State Government of New South Wales is taking the first steps towards implementing a state cloud. A new private cloud pilot is underway to test the waters before full-scale migration.
The Government of New South Wales is moving towards managing the cost of running ICT infrastructure while delivering agency-wide savings.
In October 2012, the State Government launched a private cloud pilot to help agencies migrate to this platform. This pilot underscores continued interest in cloud services — while enabling end-users to benefit from a pay-per-use model and utilise scalable services.
This cloud pilot, led by the New South Wales (NSW) Department of Finance and Services, lays the foundations for a broader adoption of cloud services over the next three years.

5.5 Vietnam launches e-customs procedures
The Vietnam Customs officially launched its electronic customs (e-customs) procedures nationwide as part of the agency’s 2020 development strategy which aims to reduce the manual and checking of goods from the current rate of 15-20 per cent to under 10 per cent by 2015, and further decrease it to 7 per cent and below by 2020.
According to Deputy Head of the General Department of Customs’ Reform Board Tran Quoc Dinh, the initiative comes after seven years since the country first introduced e-customs procedures in customs offices located in Hoh Chih Min city and the northern Hai Phong City.

The City of Toronto's website has been named one of the best municipal websites in the world, according to the Digital Governance in Municipalities Worldwide report.
The City of Toronto's website ranked first in content and second overall behind Seoul, South Korea's municipal website. Toronto improved from tenth place to second in the 2009 report for digital governance. It was the third most usable municipal website in 2011, but did not make the top 10 cut in privacy and security or social engagement.
