1.1 Ausgewählte Aktivitäten / Selected IfG.CC activities
A.1 Europa: Studie zum Vergleich einheitlicher Behördenrufnummern in den EU-Ländern
Das IfG.CC führt gegenwärtig im Auftrag des Bundesinnenministeriums eine Studie zur Umsetzung einer einheitlichen Behördenrufnummer in den EU-Staaten durch; erste Zwischenergebnisse wurden im Januar präsentiert. Ziel der Studie ist es, festzustellen, inwieweit die EU-Mitgliedsstaaten bei der Implementierung einer einheitlichen Rufnummer zur Verbesserung des Bürgerservices vorangeschritten sind. Daraus sollen Good Practice identifiziert und Handlungsvorschläge für eine länderübergreifende Umsetzung im europäischen Maßstab abgeleitet werden. Gegenstand der Erhebung sind neben technischen Infrastrukturen auch organisatorische Fragen, wie z.B. Betreibermodelle.
Die ersten Ergebnisse basieren auf umfassenden Internetrecherchen und Dokumentenanalysen sowie Interviews. Bei der Datenanalyse wurde deutlich, dass in den meisten Ländern über eine einheitliche Rufnummer eher allgemeine Informationen zu Leistungen von Behörden erfragt werden können. Nur in wenigen Ländern können fallbezogene Informationen abgerufen oder Anträge per Telefon gestellt werden. Ein wesentliches Ergebnis ist, dass Länder, die zwar in diversen EU-Rankings im eGovernment auf den vorderen Plätzen stehen, bei der Umsetzung einer einheitlichen Behördenrufnummer nicht besonders gut dastehen. Das ist insofern verwunderlich, weil der Telefonkanal explizit ein wesentlicher Bestandteil bei der Umsetzung einer Mehrkanalsstrategie ist, die seit Jahren in der eGovernment-Fachwelt propagiert wird. Damit bestätigt sich der Eindruck, dass die EU-Länder wie auch die EU Kommission selbst in ihrer Ausrichtung wie auch in ihrer Projektförderpolitik den telefonischen Zugang als eher traditionelles Medium betrachten und damit seine Bedeutung und seine Modernisierungswirkung insgesamt unterschätzen.
In der nächsten Phase des Projekts werden mittels Fragebogen und Interviews vertiefende Informationen zu den einheitlichen Behördenrufnummern in ausgewählten Ländern erhoben.

V.1 Universität Potsdam, WS 2009/2010: Masterkurs „Public Management in an Information Age: An Introduction to eGovernment”
Im lfd. Wintersemester 2009/2010 bietet das IfG.CC einen Masterkurs zum Thema "eGovernment und Verwaltungsmodernisierung " im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam an.
Insbesondere wird in dem Kurs eine organisationstheoretische wie auch modernisierungsbezogene Einbettung des Themas vorgenommen. Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt.
Einen besonderen Schwerpunkt wird das Thema IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management bilden. Im Seminar werden auch verschiedene Anwendungs- bzw. Politikfelder behandelt, wie Gesundheit (eHealth), Landwirtschaft (eAgriculture) oder Bildung (Telelearning). Das Wissen wird überwiegend fallstudienorientiert vermittelt, Exkursionen zu "Good-Practice"-Verwaltungen runden das Seminar ab.
Im Rahmen verschiedener Master-Programme, wie dem MPM an der Universität Potsdam, bietet das IfG.CC bereits seit einigen Jahren Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an den Kursen teilgenommen.

V.2 Potsdam, Universtität, 12.01.2010: eGovernment-Vorlesung für Bachelor-Studenten
Am 12.01.2010 hat Prof. Schuppan eine Einführungsvorlesung zum Thema eGovernment im Rahmen des Public Management-Kurses für Bachelor-Studierende der Universität Potsdam gehalten.
Nach einer Klärung der Definition von eGovernment wurden die Teilnehmer in die Geschichte der Informatisierung der öffentlichen Verwaltungen eingeführt. Kernelement der Vorlesung bildete die Darstellung der wichtigsten Organisationsprinzipien des eGovernment und Ansätze der prozessorientierten Verwaltung. Des weiteren wurden einige eGovernment-Projekte beispielhaft vorgestellt, an denen die Herausforderungen bei der Umsetzung illustriert wurden.
Hauptziel des Vortrags war es, den Teilnehmern einen ersten Einblick in das Thema zu geben, grundlegende Begrifflichkeiten zu klären sowie wichtige Umsetzungsanforderungen aus einer Public-Management-Sicht darzustellen.

V.3 Berlin, BMLEV/DStGB, 20.01.2010: Vorträge zu "eServices für die Entwicklung ländlicher Räume
Am 20.01.2010 fand in Berlin eine Vortrags- und Diskussionsveranstaltung zum Thema „Beiträge von eServices für die Entwicklung ländlicher Räume" statt. Veranstalter waren neben dem Städte- und Gemeindebund Brandenburg, dem Deutschen Städte- und Gemeindebund (DStGB) das IfG.CC. Die Vorträge fanden im als Begleitveranstaltung zum „Zukunftsforum Ländlicher Entwicklung" des Bundesministerium für Ernährung, Landwirtschaft und Verbraucherschutz (BMELV) statt. Das IfG.CC war vertreten durch die wissenschaftlichen Mitarbeiterinnen Heidrun Müller und Friederike Thessel.
Im Vortrag von Frau Müller ging es darum, die Erfahrungen, Möglichkeiten und Anforderungen von breitbandbasierten Services im ländlichen Raum aufzuzeigen.
Dazu wurde zunächst die Breitbandversorgung aus verschiedenen theoretisch-konzeptionellen Perspektiven betrachtet, wobei vertieft auf den Zusammenhang zwischen den Investitionen in den Breitbandausbau und der Zahl der direkten und indirekten Arbeitsplätze eingegangen wurde. Dazu gibt es bereits einige internationale Studien, die jedoch nicht alle eine direkte ökonomische Wirkung der Investitionen feststellen konnten. Im zweiten Teil wurden verschiedene internationale Breitbandstrategien mit der Entwicklung in Deutschland verglichen, wobei Länder, wie Finnland, ausgewählt wurden, die explizit den Breitbandausbau in ländlichen Regionen fördern. Im dritten Teil wurden Fallbeispiele für umfassende Breitbandinitiativen, wie ConnectKentucky und eSchwechat vorgestellt. Bei beiden Initiativen wurden neben der Infrastruktur auch eServices entwickelt und getestet. Beide Konzepte sind auch Beispiele für den vom IfG.CC bereits im Jahre 2003 entwickelten Ansatz „Electronic Regional Governance“, bei dem es darum geht, verschiedene strategisch ausgewählte eServices aus unterschiedlichen Politikfelder (z.B. Gesundheit, Bildung, Logistik etc.) so zu orchestrieren, dass die Entwicklung einer Region gefördert wird. Abschließend wurden einige Handlungsempfehlungen für die Umsetzung eines solchen Ansatzes gegeben und auf die Rolle der Wissenschaft bei der Umsetzung eingegangen.
Frau Thessel stellte in ihrem Vortrag heraus, wie verschiedene eServices bei der Versorgung älterer Menschen genutzt werden können. Anhand von konkreten Szenarien arbeitete sie heraus, wie insbesondere ältere Menschen mit bestimmten eServices versorgt werden können, wenngleich diese immer auch in Kombination mit „menschlichen“ Service verbunden sind. Schwerpunkt des Vortrages waren eServices in den Bereichen Pflege/Medizinische Versorgung, Wohnen und Kommunikation. Ziel ist es, mit Hilfe dieser Dienste älteren Menschen ein längeres, selbständiges Leben in der eigenen Wohnung zu ermöglichen, sie bei alltäglichen Verrichtungen zu unterstützen und Hilfe in Notfallsituationen zu bieten.

V.4 Salzburg, Universität, 28.01.2010: IfG.CC bietet eGovernment-Kurs für Führungskräfte an
Das IfG.CC bot am 28.01.2010 erneut im International Public Management Master-Kurs der Salzburger Universität einen eGovernment-Kurs für Führungskräfte an.
Thematisch ging es um die transformatorische Wirkung von eGovernment, die sich auch zunehmend empirisch abzeichnen. Aufgezeigt wurden neue institutionelle Trends der Informatisierung und sowie deren weiteren Wirkungen auf die Strukturen der Verwaltung. Mittels Fallstudien wurden eine kritisch-analytische Sicht auf das Thema eingenommen und entsprechende Gestaltungspotenziale herausgearbeitet.
Das berufsbegleitende Salzburger Masterprogramm hat die Vermittlung aktueller Führungskompetenzen und Management-Tools zur Bewältigung gegenwärtiger Herausforderungen im Public Sektor zum Ziel. Die Teilnehmer des Masterkurses arbeiten v.a. in verschiedenen österreichischen Bundesministerien.
Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und eGovernment-Wissen für angehende Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden.

V.5 Berlin, Afrikakreis, 28.01.2010: Vortrag „Information and Communications Technologies in Africa: Challenges and Prospects for Development“
Auf Einladung der Society for International Development und der Initiative südliches Afrika e.V. (Inisa) in Berlin hielt Prof. Schuppan am 28.01.2010 einen Vortrag zum Thema „Information and Communication Technologies in Africa: Challenges and Prospects for Development“. In seinem Vortrag zeigte Prof. Schuppan die Potenziale und Risiken bei der Umsetzung von eGovernment und der Nutzung weiterer IT-Anwendungen in Afrika auf. Klar wurde, dass es mit einem einfachen Nord-Süd-Konzepttransfer nicht getan ist, sondern die kulturellen, organisatorischen und weiteren politischen Ausgangsbedingungen im besonderen Maße zu berücksichtigen sind. Mit anderen Worten, um die IT-Wirkung und -Potenziale in Entwicklungsländern zu verstehen, müssen zunächst eine ganze Reihe von Nicht-IT-Fragen geklärt werden. Übergeordnete Frage ist, ob IT und eGovernment zur Armutsreduzierung beitragen kann. Bezogen auf eGovernment sieht die generelle (angenommene) Wirkungskette wie folgt aus: eGovernment kann zu Good Governance beitragen. Effizientes, effektives und verantwortungsvolles Regieren und Verwalten hat positive Auswirkungen für die wirtschaftliche Entwicklung, was wiederum Armut – bei entsprechender Verteilung – reduzieren kann. Vielfach gibt es auch direkte unmittelbare Potenziale, die allein schon durch Informationsbereitstellung in vielen Ländern Afrikas fehlen. Ob Marktpreise für Kleinbauern, Wettervorhersagen oder Information über Verwaltungsleistungen, sie können bereits unmittelbar positive Entwicklungswirkung entfalten, die nicht zu vernachlässigen ist, auch wenn Informationsbereitstellung meistens nicht mit technischen Innovationen verbunden ist.
Das Thema IT und Entwicklung sowie eGovernment for Development gehören zu den Forschungsschwerpunkten des IfG.CC. In der Vergangenheit hat das IfG.CC hierzu nicht nur ein Projekt in Lateinamerika in Zusammenarbeit mit der GTZ ausgeführt, sondern auch Gutachten zum Thema eGovernment-Potenziale in Afrika südlich der Sahara für den Deutschen Bundestag angefertigt. Neben seiner Beteiligung an eGovernment-Projekten in Entwicklungsländern hält das IfG.CC auch regelmäßig (Weiterbildungs-) Seminare für Führungskräfte aus Entwicklungsländern.
Wichtige Ergebnisse zum Thema sind bereits international veröffentlicht wurden. In dem Beitrag „E-Government in Developing Countries: Experiences from Sub-Saharan Africa“, der in der US-amerikanischen Zeitschrift Government Information Quarterly 2009 erschien, werden umfassende und empirisch fundierte Überlegungen dargestellt. Das Institute for eGovernment (IfG.CC) mit Sitz im Stadtzentrum der Brandenburger Landeshauptstadt Potsdam bietet interessante Arbeitsfelder für Studenten und Absolventen der Verwaltungs-, Politik- und Sozialwissenschaft, der Betriebswirtschaft und der (Wirtschafts-) Informatik in internationalen Projekten. 2. Schwerpunktthema des Monats: eHealth in Australien / Key issue of the month: eHealth in Australia

Australien ist neben den skandinavischen Ländern, Kanada und den USA eines der dynamischsten Länder im eHealth-Bereich. Für die strategische Ausrichtung und die Koordination der Projekte ist die National E-Health Transition Authority (NETHA) verantwortlich, die von den Bundesstaaten/Territorien und der australischen Regierung eingerichtet wurde.
In den vergangenen Jahren wurden zahlreiche Einzelprojekte entwickelt und umgesetzt, diese sollen zukünftig zu einer Gesamtlösung (eHealth-System) integriert werden. Einen Schwerpunkt bildet dabei das Management von Patienten- bzw. Gesundheitsdaten. Als problematisch bei der Umsetzung des Gesamtansatzes erweisen sich allerdings u.a. die fehlenden rechtlichen Rahmenbedingungen (z.B. bei der Einführung einer einheitlichen ID-Nummer für das Gesundheitswesen), die fehlende Interoperabilität der Lösungen, die Sicherheit von Patientendaten sowie die Akzeptanz der eHealth-Lösungen durch das medizinische Personal und durch die Bürger/Patienten.
Im Vergleich zu Deutschland ist die Gesamtentwicklung jedoch in Australien weit vorangeschritten. Daran zeigt sich auch, dass die Koordination der Akteure und der Projekte durch eine organisationsübergreifende Institution wichtig ist, wodurch verhindert werden kann, dass eine Vielzahl von Einzellösungen ohne strategische Gesamtausrichtung nebeneinander existiert. In Deutschland sind, wie bisher in Australien auch, bedingt durch die Struktur des Gesundheitswesens, viele Projekte regional begrenzt. Fehlende Geschäftsmodelle und offene Finanzierungsfragen (u.a. durch die Krankenkassen) führen dazu, dass vielen Lösungen nur eine kurze Lebensdauer „beschieden“ ist. Außerdem be- bzw. verhindern unterschiedliche Interessen und Differenzen über Funktionalitäten von Lösungen oder Ausrichtungen von Projekten (z.B. bei der elektronischen Gesundheitskarte) Erfolge im eHealth-Bereich.

2.1 Australia: Group demands funds, plans before e-health law
The Australasian College of Health Informatics (ACHI) has criticised legislation enabling the creation of an individual health identifier for all Australians, claiming that it establishes a framework for a system that has not yet been adequately planned and "may never exist".
The government hopes that a unique healthcare identifier number could be assigned to patients and providers to improve the management of patient information. Medicare has been working with NEHTA to test and implement the identifiers. The Department of Health and Aging released draft legislation to enable the vision late last year.

2.2 South Australia Health plans statewide e-health records
South Australia's health department has put the finishing touches on detailed plans to replace its complex network of electronic health record systems with one integrated platform to serve all patients.
The state went to market for the Enterprise Patient Administration System (EPAS) component of what it described in tender documents as "Australia's first fully integrated statewide electronic health record system", dubbed careconnect.sa.

2.3 Digital Regions Initiative To Improve Regional Health Services In Australia
On January 12, the Rudd Government announced four additional projects for the Digital Regions Initiative.
“These projects will change the way essential services are delivered to regional, rural and remote Australian communities,” the Minister for Broadband, Communication and the Digital Economy, Senator Stephen Conroy said.
“The initiative will ensure Australians living outside our major metropolitan centres benefit directly from improved access to digital health services, online educational opportunities and improved emergency and disaster response.”

2.4 Australia: Government scraps e-prescribing project
The Federal government has abandoned an electronic prescribing project started last year, claiming that its health reform agenda has changed the course of the project.
The open tender call was launched in May 2009, one month before the National Health and Hospitals Reform Commission released its 123 reform recommendations, and called for advice in the creation of an “e-prescribing and dispensing of medicines benefits realisation and implementation plan”.

2.5 Australia: Government says e-health will deliver a safer system
The federal government says its proposed e-health system will improve patient safety and free up GPs.
The system, currently under design, will see patient records stored in one national database that can be accessed by different health professionals.
The government hopes to see the opt-out system up and running in ten years, and says more than $1 million has been put on the table to get it started.

Patient care will be improved and inefficiency in the health system will be cut by new e-health legislation soon to be introduced by the Rudd Government.
A visit to Medicare Australia demonstrated first hand how the secure e-health system currently being developed will work for patients and health care professionals. The demonstration clearly showed how useful tools like electronic health records, medications-management systems and electronic clinical messaging (discharge, referrals, pathology, and prescriptions) will help improve delivery of health care – particularly when patients are being cared for by multiple providers.

2.7 Australia: Doctors to pay for e-health upgrades
Minister of Health Nicola Roxon says doctors rather than the government will foot the bill for upgrading IT systems during the move towards an integrated national e-health system.
The minister toured the offices of Medicare in Canberra to look at the various tools that will be encompassed in e-health legislation the government plans to introduce soon.

The Rudd Government needs to boost its leadership and learn from other countries implementing e-health strategies, according to a leading healthcare industry CIO.
Malcolm Thatcher, CIO of Queensland-based Mater Hospital, said the government needs to recognise and implement enablers for e-health, including the management of health identifiers, secure messaging, common terminologies, patient privacy and industry incentives and recognise that e-health is a complex challenge.

Das Projekt müsse beendet werden, sagte Wirtschafts-Staatssekretärin Almuth Nehring-Venus am 11.01.2010 im Wirtschaftsausschuss des Berliner Abgeordnetenhauses. Das System habe nicht so gestaltet werden können, dass es für einen privaten Netzbetreiber attraktiv gewesen wäre. 4.1 Deutschland: Kritik an zentraler Einkommensdatei häuft sich
In Deutschland müssen alle Arbeitgeber ab dem 1. Jänner 2010 die Einkommensdaten ihrer Beschäftigten an eine zentrale Speicherstelle melden. Der Elektronische Entgeltnachweis (ELENA) betrifft die bis zu 40 Millionen Beschäftigten in Deutschland. Bei Gewerkschaften, Politikern und Datenschützern stößt die neue Datenerfassung schon vor dem Start auf Kritik. Basis des neuen Projekts ist das ELENA-Verfahrensgesetz, das im März 2009 in Kraft trat.

4.2 Deutschland: Arbeitsministerium will bei Elena nachbessern
Nach Kritik am Datenerfassungs- und Vernetzungsprogramm "Elena" will das Bundesarbeitsministerium nachbessern. "Wir werden nur die zur Berechnung von Sozialleistungen zwingend erforderlichen Informationen speichern. Der entsprechende Datenfragebogen wird in Kürze überarbeitet", sagte ein Sprecher von Bundesarbeitsministerin Ursula von der Leyen (CDU) den Zeitungen der WAZ-Mediengruppe (Samstag). Eine direkte Zuordnung von Streiktagen eines Beschäftigten soll dabei unmöglich gemacht werden.

4.3 Germany suspends e-health card project
The roll-out of Germay’s national e-health smart card has been put on hold, with a review to be carried out of security and confidentiality. Germany’s new health minister, Philipp Rösler, has decided to suspend the introduction of the planned electronic health card system.
The national ehealth project is one of the largest in Europe and intended to eventually provide every German citizen with an electronic card carrying their health data, medical history, prescriptions, and insurance status.

4.4 Deutschland: Elektronischer Personalausweis: Hart im Zeitplan
Mit der Ausgabe der neuen elektronischen Personalausweise (ePA) und ihrer eID-Funktion ist auch der Aufbau einer Infrastruktur verbunden. Damit die eID vom Bürger zur Authentisierung in E-Commerce- und E-Government-Anwendungen genutzt werden kann, benötigt der User außer dem ePA einen Kartenleser und eine spezielle Software, den sogenannten Bürgerclient. Im Hintergund müssen zudem ein oder mehrere eID-Server die sichere Abwicklung der Authentisierungsvorgänge zwischen dem Kunden und Dienstanbieter übernehmen. Zur Infrastruktur gehört auch ein Portal, von dem der Client heruntergeladen werden kann und das Unterstützungsleistungen sowie FAQs anbietet.

4.5 Deutschland: Zweifel an der Internetkompetenz der etablierten Parteien
Bitkom schlägt Internet-Staatsminister mit Kabinettsrang vor
Nur 44 Prozent der Deutschen trauen der Bundesregierung ausreichend Internetkompetenz zu. Deshalb habe die Piratenpartei einen Achtungserfolg bei der Bundestagswahl 2009 erzielt, meint der IT-Branchenverband Bitkom. Die IT-Branche in Deutschland beklagt, die Menschen hätten nach den Debatten über Internetsperren, Onlinedurchsuchungen, Überwachung und Urheberrecht kein Vertrauen mehr in die Internetkompetenz der Parteien im Bundestag.

5.1 EU: Spain will promote the new Transplant Directive and “e-Health”
The new European Directive on organ donation and transplants and the promotion of “e-Health” will be two of the strategic topics of the Spanish Presidency of the EU, according to the presentation by the Minister of Health and Social Policy, Trinidad Jiménez, before the Health Commission of the European Parliament.
To promote “e-Health”, which consists of the application of new information technologies to medical care, a ministerial conference has been called in collaboration with the European Commission, which will be held in Barcelona between 15 and 18 March.

5.2 Romania–Austria agreement on national computerization
Minister of Communications and Information Society Gabriel Sandu and Director General of the Federal Chancellery of Austria Manfred Matzka signed on January 22 in Bucharest an Agreement on cooperation in the line of national computerization.
The goal of the Cooperation Agreement is the implementation of cooperation activities between the MCSI and the Chancellery, by the concentration of technical, financial and human resources to the effect of developing joint programs for overcoming the digital divide, as well as technological cooperation programs, consultancy and technical training services in the field of information technology.

5.3 UK: Government launches one-stop shop for data
A major new website has been launched to the public which gives anyone who wants to use it unprecedented and free access to government data in one place. The site called data.gov.uk contains more than 2500 sets of data from across government. All of the data is non-personal and in a format that can be reused by any individual or business to create innovative new software tools, such as applications about house prices, local amenities and services, or access to local hospitals.
Stephen Timms, Minister for Digital Britain, Sir Tim Berners-Lee, the inventor of the World Wide Web and Professor Nigel Shadbolt from the University of Southampton, worked together to launch the website.

5.4 Foreign ministers of Estonia and South Korea discussed co-operation
Foreign Minister of Estonia Urmas Paet discussed the development of political, economic, science and information technology co-operation between Estonia and South Korea with South Korean Foreign and Trade Minister Yu Myung-hwan during his visit to the Republic of Korea, reported BC the Ministry of Foreign Affairs of Estonia.
During their meeting, the foreign minister of the Republic of Korea was first and foremost interested in the utilisation of information technology in the Estonian public sector. Foreign Minister Urmas Paet stated that there is a great deal of untapped potential in economic and trade relations between Estonia and South Korea.

5.5 Latvia approves personal ID cards
Latvia’s government has given the green light for introducing electronic identification cards for its citizenry, a decision that will ultimately help Latvia embrace the electronic age to a far greater extent.
The cards, or eIDs, “will not only secure citizens’ identification while traveling abroad or receiving government or municipal services, but also authenticity in the electronic environment,” the government said in a press release. Latvia will be the last of the three Baltic countries to introduce the eID, which first appeared in Estonia several years ago.

5.6 UK: Government launches new IT strategy
The government launched a radical overhaul of its IT strategy which it says will save the public sector £3.2bn annually in IT costs. The new initiative aims to facilitate greater sharing of resources across the public sector in the use of hardware and software where departments have traditionally taken a more siloed approach.
Government CIO John Suffolk told Computing: "The technology has matured to allow us to do this now it will mean we can cut costs and deliver public services better." The strategy aims to create a government cloud, meaning that public sector bodies will be able to get IT services from a secure online network rather than having to buy off the shelf themselves.
Over the next few years the government will embark on a scheme to consolidate hundreds of datacentres owned by the public sector down to 10-12 secure resilient centres. This small group will be used to host the government cloud, saving £300m by reducing power use by 75 per cent.

6.1 2010 UN E-Government Rankings Released
South Korea has led the world in how governments have used ICT to give citizens and businesses better access to public services during the economic downturn, according to a United Nations survey. Korea edged out the United States in the 2010 UN E-Government rankings, marking the first time an Asian country has topped the bi-annual table.
The survey, which was completed in December 2009, charted the role e-government has played in increasing public trust, boosting transparency through the free sharing of government data, and speeding up public service delivery and regulatory reform at a time of economic crisis. Korea rose five places on the last rankings, in 2008, ending the dominance of Scandinavian countries. Denmark and Norway, second and third, respectively, in 2008, fell to fifth and sixth. Sweden, top in 2008, fell out of the top 10 altogether.
Australia was the only other country in Asia Pacific to feature in the UN’s ‘Development’ table, which measures “the capacity and the willingness of the public sector to deploy ICT for improving knowledge and information in the service of the citizen.”

6.2 What’s wrong with e-government in China?
Rather a lot, it would appear. A review of China’s government web sites by the China Center for Information Industry Development (CCID) reached some damning conclusions earlier this month. The first is that China’s e-government efforts have failed to provide efficient public access. The second is that too many web sites fail to provide enough information that is of any use. Ouch.
Roughly US$100 billion was spent on fulfilling China’s web government strategy between 2001 and 2005, during which time the number of government web sites exceeded 10,000. But a lack of standards led to the creation of information islands and e-government development began to bottleneck.

6.3 India: Cabinet approves setting up of national knowledge network
The union cabinet has approved setting up of a National Knowledge Network (NKN) that will connect all major educational institutions like the Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs) and top universities for exchange of information and research.
The architecture of the NKN will be scalable and the network will consist of an ultra-high speed core (multiples of 10Gbps and upwards), to provide a nation-wide ultra high-speed data-network highway. The network will connect around 1,500 institutions and the setting up of core network is expected to be completed in a span of two years. The government's decision to set up such a network was announced in 2008-09 and an initial amount of Rs 100 crore was allocated to the department of information technology, ministry of communications and IT for this.

6.4 USA: E-Government Score Remains at All-Time High
Citizen satisfaction with offline U.S. government services has gone down, but satisfaction levels with federal government Web sites stand at an all-time high, according to The American Customer Satisfaction Index (ACSI) released on January 26. The ACSI's E-Government Satisfaction Index shows e-government scores at 75.2 on ACSI's 100-point scale for a second consecutive quarter, the highest it's been since the index began in 2003. Year over year, the Index improved 1.5 percent. Meanwhile, satisfaction for offline government services dropped 0.3 percent to 68.7.
What do these numbers mean? Citizens feel good about online government services, as the U.S. government has developed and enhanced federal Web sites -- specifically e-commerce and transactional sites -- and career and recruitment sites. In other words, people prefer to go online for services rather than wait on the phone for information or stand in line at a federal office.

6.5 Vietnam aims for strong telecom industry
A plan to develop a strong telecommunication industry, set to be approved this year will boost the use of information technology in government agencies, Prime Minister Nguyen Tan Dung said on January 15. Addressing a conference in Hanoi, he said an efficient e-government in Vietnam would facilitate the administrative reform process and increase transparency within government agencies.
He also ordered the Ministry of Information and Communications to improve training and infrastructure for the telecommunication industry, as well as develop strong telecom companies that are able to compete in the global market.

6.6 Singapore and China forge public sector training alliance
China and Singapore have struck a deal that will see the two governments share their experiences in public administration and training. The Memorandum of Understanding (MOU), signed by China’s State Administration of Foreign Experts (SAFEA) and the Singapore Cooperation Enterprise (SCE) at the end of last year, will also see the two agencies hold training programmes for other countries looking to learn from how China and Singapore have modernised public services.
The partnership will focus on training government officials in disciplines such as urban planning, e-government, human resources and transportation.

6.7 Brunei: EGLF puts focus on flagship projects
The first e-Government Leadership Forum (EGLF) for 2010 has introduced the prioritisation of projects where several flagship projects will be identified with emphasis on improving project management structure through the setting up of steering committees to oversee the projects.
The flagship projects will be selected based on its characteristics, namely multiple-agency, connectivity, interactivity and transactional as well as providing the highest impact to the government and public. Three of the flagship projects identified are the Business Licencing System, ePayment and Government Employee Management System (Gems). To date, there are 35 approved projects since March 2007 with EGLF's major milestone achievement being the launch of the e-Government Strategic Plan 2009-2014 last year.
