1.1 Halbzeit im EU-Projekt Rural eGov

Das EU-Projekt Rural eGov hat mit Ablauf des Monats Oktober 2007 die Hälfte der auf 24 Monate geplanten Laufzeit erreicht. Das Projekt hat das Ziel, den Qualifizierungsbedarf in der Nutzung von eGovernment-Diensten für kleine und mittlere Unternehmen im ländlichen Raum in den fünf europäischen Ländern Deutschland, Griechenland, Großbritannien, Polen und Slowenien zu erheben und entsprechendes Trainingsmaterial zu entwickeln.

In den ersten 12 Monaten des Projektes wurde zunächst ermittelt, welche Online-Services von KMU im ländlichen Raum benötigt werden und welche sie schon nutzen. Dazu wurden in jedem der beteiligten Länder mit Vertretern der KMU und von öffentlichen Institutionen, die Leistungen für KMU anbieten, Workshops durchgeführt, bei denen einzelne Services präsentiert und die Teilnehmer u.a. befragt wurden, welche dieser Services sie bereits kennen und nutzen.

Als Ergebnis wurde festgestellt, dass die KMU in ländlichen Regionen insgesamt über gute Fähigkeiten im Umgang mit PC und Internet verfügen und auch wichtige Services kennen und nutzen. Gleichzeitig wurde aber auch festgestellt, dass zwischen den KMU in den am Projekt beteiligten EU-Staaten z.T. große Unterschiede bezüglich der Computerkenntnisse sowie der Kenntnisse und Nutzung der Online Services bestehen.

Auf der Basis der erhobenen Ergebnisse wurde im weiteren Projektverlauf Trainingsmaterial und -szenarios entwickelt. Damit sollen diejenigen KMUs, die noch keine eGovernment-Services in Anspruch nehmen (können), qualifiziert werden.

In den nächsten 12 Monaten des Projektes werden in einzelnen Regionen der beteiligten Länder Pilotschulungen durchgeführt. Diese Pilotschulungen dienen auch dazu, das erarbeitete Trainingsmaterial zu evaluieren und ggf. weiter an die konkreten Bedürfnisse der KMU anzupassen. Im Endergebnis soll dann getestetes Trainingsmaterial vorliegen, das zur weiteren Qualifizierung der Mitarbeiter von KMU in ländlichen Regionen eingesetzt werden kann.

1.2 New York City call 311

Ende November führte James Griffin, wissenschaftlicher Mitarbeiter beim IfG.CC, Gespräche mit dem Department of Information Technology and Telecommunications (DOITT) der Stadt New York, USA.

Gegenstand war die einheitliche Behördenrufnummer 311, welche von der Stadt New York betrieben wird und die als Vorbild für die geplante 115-Nummer in Deutschland gilt. Über die Telefonnummer 311 können öffentliche Leistungen der Stadt beantragt sowie Informationen über staatliche Leistungen erhalten werden.

Die Gespräche dienten vor allem dem Aufbau eines langfristigen Dialogs und Erfahrungsaustauschs zwischen dem IfG.CC und dem DOITT und werden Ende des Jahres fortgesetzt. Im Ergebnis sollen fundierte Fallstudien zu den Erfahrungen in den USA entstehen, die auch die realen Umsetzungsprobleme widerspiegeln.

1.3 EU-Projekt ASAP: Abschlusskonferenz in Ludwigslust

Im Rahmen des EU-Projektes ASAP fand vom 07.11. bis 09.11 in Ludwigslust (Mecklenburg-Vorpommern) die Abschlusskonferenz mit insgesamt ca. 70 Teilnehmern aus sieben Ländern statt. Die Konferenz war auch für Nicht-Projektpartner offen.

Schwerpunkt der Konferenz wardie Vorstellung von Empfehlungen und eGovernment-Lösungen für die Entwicklung von ländlichen Gebieten als Ergebnisse der einzelnen ASAP-Projekte.

Das IfG.CC stellte eine im Rahmen des Projektes eine erarbeitete "Toolbox Rural eGovernment" vor, die verschiedene Einsatzmöglichkeiten von eGovernment und eHealth-Lösungen für den ländlichen Raum zusammenfasst. Dabei ging es um Good-Practice-Analysen, die im Hinblick auf erreichten Nutzen, Betreibermodelle und Übertragbarkeit beurteilt wurden.

Die Konferenz wurde ergänzt durch eine Studientour in den Landkreis Ludwigslust. In Zarrentin wurde den Teilnehmern u.a. der im März im dortigen Klostergebäude aufgestellte Bürgerkiosk vorgestellt. Zu diesem Kiosk liegen auch erste Evaluierungsdaten vor. Informiert wurde zudem über die geplante Eröffnung eines Kooperativen Bürgerbüros in Zarrentin. In Dömitz wurde den Projektpartnern ein Schulkomplex vorgestellt, in den die Regionale Schule, eine Grundschule, ein Gymnasium und eine Allgemeine Förderschule integriert sind. Die Präsentation wurde durch Informationen über das Schüler-transportsystem in Mecklenburg-Vorpommern.

2. Schwerpunktthema des Monats: "Telemedizin in den USA"
=========================================================================
Unter Telemedizin versteht man den Einsatz und die Nutzung von Informations- und Kommunikationstechnologien, um Leistungen der medizinischen Betreuung zu erbringen, unabhängig davon, wo sich das medizinische Personal, die Patienten, die Dokumentationen der Informationen über die Versorgung oder die Geräte befinden. Beispiele für Anwendungen sind Telekonsultationen, Telemonitoring (Fernüberwachung von Patienten), Ferndiagnose oder Distance-Learning im medizinischen Bereich.

Erste Einsatzmöglichkeiten wurden in den 60er Jahren u.a zur Überwachung der Vitalfunktionen im Rahmen der bemannten Raumfahrt der NASA entwickelt. Versuche zum Einsatz von Telemedizin für eine bessere medizinische Versorgung der ländlichen Bevölkerung (Übertragung der Daten via Satellit) fanden bereits in den 1970er Jahren statt. Bedingt durch ein ungleiches Kosten-Nutzen-Verhältnis - es fehlten v.a. die nötigen Kommunikationsinfrastrukturen und die entsprechenden medizinischen Ausrüstungen - kamen die Entwicklungen vorerst zum Erliegen.

Bedingt durch die Krise des Gesundheitssystems sowie den Entwicklungen im Bereich der Informations- und Kommunikationstechnologie erlebt die Telemedizin in den USA seit den 1990er Jahren einen Boom.

Basis für eine flächendeckende Anwendung von Telemedizin in allen Bundesstaaten ist eine ausreichende Breitbandversorgung, die derzeit durch eine Vielzahl staatlicher Förderprogramme forciert wird. Koordiniert wird die Entwicklung durch die Federal Communications Commissions (FCC) und ihr Rural Health Care Pilot Program. Ziel des Programms ist die Einrichtung von Gesundheitsnetzwerken, um in 42 Staaten und 3 den USA zugehörigen Gebieten mehr als 6.000 Gesundheitszentren miteinander zu verbinden.

Diese Gesundheitsnetzwerke können die medizinische Versorgung der Patienten in allen Landsteilen - auch in den abgelegenen oder ländlichen Gebieten - sowie in Not- und Katastrophenfällen u.a. durch schnelle Diagnosen oder den Kontakt zu weit entfernt arbeitenden Spezialisten gewährleisten.

2.1 Initiative Launched to Increase Telehealth in Rural America

To significantly increase access to acute, primary and preventive health care in rural America, the Federal Communications Commission dedicated over $417 million for the construction of 69 statewide or regional broadband telehealth networks in 42 states and three U.S. territories under the Rural Health Care Pilot Program (RHCPP).

Broadband deployment is one of the commission's top priorities -- particularly in rural America. And nowhere is the need for broadband greater than in rural healthcare, where isolated clinics can save lives by using advanced communications technology to tap the expertise of modern urban medical centers.

2.2 Oregon: Health care connectivity gets $20M boost

A coalition of organizations has landed a $20 million grant from the Federal Communications Commission (FCC) to link more than 300 Oregon health care facilities in urban, rural and frontier communities through broadband connections.

The FCC allotted the money over a three-year period to establish the Oregon Health Network. When completed, this network will connect Oregon hospitals, clinics, county public health offices, physicians, mental health, dental and optical clinics, and health education institutions, including community colleges, with a level of interactive service and access unavailable in most rural communities.

2.3 Guam included in telemedicine initiative

Guam is included in an initiative launched by the Federal Communications Commission to increase access to health care through broadband "telemedicine" services. The FCC dedicated over $417 million for the construction of 69 statewide or regional broadband telemedicine networks in 42 states and U.S. territories including Guam.

According to the FCC, broadband deployment is one of its top priorities and nowhere is the need for broadband greater than in healthcare, where isolated areas like Guam can save lives by using advanced communications technology to tap the expertise of modern urban medical centers in the mainland.

2.4 Telemedicine project will link Hawaii, other Pacific island regions

A federal grant of up to $4.9 million will be used to build a broadband network linking about 96 rural and urban healthcare providers throughout Hawai'i and the Pacific island region. The project's area extends about 6,200 miles from the U.S. Mainland through Hawai'i to American Samoa, Guam and the Commonwealth of the Northern Mariana Islands to serve a population spread across 11 islands.

Once the network is running, rural healthcare providers will be able to tap the expertise of modern medical centers, concentrated in urban areas, at speeds of up to 1 billion bytes of information a second.

2.5 Western North Carolina: Program brings top doctors to rural areas

Patients in rural areas will be able to tap the nation's top doctors over the Internet with a new $400 million government program, an official from the Federal Communications Commission said in Cherokee. The FCC selected Western North Carolina as the first U.S. region to get a grant under the Rural Health Care Pilot Program.

The program, announced in Washington in November, would expand access to underserved communities with a broadband telemedicine network in 42 states and three U.S. territories. The Eastern Band of Cherokee Indians, Western Carolina University and the Jackson County Department of Public Health will work together in administering $3.6 million over the next three years to develop the program in rural WNC.

2.6 North Louisiana served with eHealth initiative

An initiative for implementing electronic data sharing between clinicians and community providers in North Louisiana was announced Wednesday by officials. The Louisiana Rural Health Information Exchange, the Louisiana Rural Hospital Coalition, Inc. and the Louisiana State University Health Sciences Center in Shreveport are collaborating on an integrated platform for the eHealth initiative that will be supplied by four vendors.

Carefx Corp. specializing in patient data aggregation, CA, an IT management firm, and IBM and Initiate Systems are heading up the creation of the infrastructure that will provide a link between North Louisiana health providers and LSUHSC-S in rural and underserved areas. The integrated platform will provide clinicians with access to a portal-based view of patient-centric data housed in disparate applications across multiple hospitals.

2.7 $7.9M grant to help improve telemedicine in Tennessee

The state is getting a $7.9 million federal grant to help give rural communities better online access to health care delivered by specialists in large cities. "This will allow us to accelerate the adoption and deployment of telemedicine in our state," said Antoine Agassi, director and chairman of Gov. Phil Bredesen's eHealth Council, which oversees the state's electronic health records efforts.

The money is part of $417 million the Federal Communications Commission plans to award under a rural health care pilot program. In Tennessee, the money will be used to buy equipment - including imaging devices and high-resolution cameras - for training and for expanding the Tennessee Telehealth Network to an additional 400 sites across the state.

3.1 Polizeigewerkschaft will Linux statt Windows in Berlin

Der Berliner Landesverband der Deutschen Polizeigewerkschaft (DPolG) hat sich für die Umrüstung der Rechner im Polizeieinsatz auf Open-Source-Betriebssysteme wie Linux ausgesprochen. Die Berliner Polizei müsse ohne Komplikationen arbeiten können und dies funktioniere derzeit mit dem Microsoft-Betriebssystem Windows nicht, beklagte der stellvertretende Berliner DPolG-Chef Helmut Sarwas.

Stein des Anstoßes ist mal wieder das Computersystem Poliks (Polizeiliches Informations- und Kommunikationssystem), das 2005 nach jahrelangen Verzögerungen und unter einer Vielzahl von technischen Schwierigkeiten in Betrieb ging.

3.2 Berliner Parlament verwässert Beschluss zur Linux-Umrüstung

Der Hauptausschuss des Berliner Abgeordnetenhauses hat seine Forderung von 2005 nach einem konkreten Fahrplan zur Umstellung der IT-Infrastruktur in der Hauptstadtverwaltung nicht erneuert. Gemäß einem weiteren Beschluss des Gremiums zum Gesetz über den Haushaltsplan für die beiden kommenden Jahre soll bei der Beschaffung von Software für die Behörden vielmehr allein auf die Einhaltung "offener Standards" geachtet werden. Zudem ist demnach beim Kauf von neuer Hardware sicherzustellen, dass "die Verwendung von Open-Source-Betriebssystemen uneingeschränkt möglich ist".

Mit dem umstrittenen Votum folgte der Hauptausschuss im Großen und Ganzen einer Empfehlung aus dem Gremium für Kommunikations- und Informationstechnik des Berliner Parlaments von Anfang Oktober.

3.3 Brandenburgisches Datenschutzgesetz novelliert

15 Normen und Standards reduziert oder abgebaut - Hohnen: Gesetz macht Datenschutz übersichtlicher und trägt zu höherer Sicherheit von Daten bei.

Die vom Landtag beschlossene Novellierung des Brandenburgischen Datenschutzgesetzes und weiterer Bezugsgesetze trägt nach Auffassung von Innenstaatssekretär Hans-Jürgen Hohnen zur besseren Übersichtlichkeit des Datenschutzes im Land bei. "Dazu sind insgesamt mehr als 15 entbehrliche Normen und Standards konsequent reduziert oder gänzlich abgebaut worden", sagte der Staatssekretär im Parlament. Er verwies ausdrücklich auf das sensible Herangehen bei der Normenreduzierung. "Das war bereits bei der Arbeit am Gesetzentwurf für das Innenministerium ein wichtiger Maßstab." Mit den Gesetzesänderungen wird nach den Worten Hohnens gleichzeitig dem steigenden Anspruch an eine höhere Datensicherheit Rechnung getragen.

4.1 Deutschland: Bundestag verabschiedet Zentraldatei der Steuerzahler

Der Bundestag hat Mitte November den umstrittenen Regierungsentwurf für ein Jahressteuergesetz 2008 mit den Stimmen der großen Koalition verabschiedet. Die Oppositionsparteien votierten geschlossen gegen das Vorhaben, mit dem bis 2011 die elektronische Lohnsteuerkarte eingeführt werden soll. Gekoppelt ist der Abschied von der traditionellen Papiervariante mit der Einrichtung einer zentralen Datenbank für alle Lohnsteuerdaten beim Bundeszentralamt für Steuern (BZSt) in Verknüpfung mit der neuen einheitlichen Steueridentifikationsnummer. Erfasst werden somit Daten zum Ehepartner und zu den Kindern genauso wie zur Religionszughörigkeit sowie zu Steuerklassen und Freibeträgen.

4.2 In Hamburg wird wohl doch "manuell" gewählt - Elektronischer Wahlstift derzeit nicht durchsetzbar

Eigentlich sollte bei der Bürgerschaftswahl in Hamburg im Februar 2008 ein elektronischer Wahlstift zum Einsatz kommen, mit dem Bürger ihre Kreuze auf speziellem Papier machen, die Ergebnisse sollten ausschließlich elektronisch ausgewertet werden. Daraus wird nun vermutlich nichts und stattdessen wie gewohnt die Kreuze auf Papier gezählt.

Unter anderem der Chaos Computer Club (CCC) hatte die Idee kritisiert und gezeigt, dass sich Wahlergebnisse, die auf diesem Weg erhoben werden, leicht manipulieren lassen, auch im Rahmen einer Expertenanhörung im Verfassungsausschuss der Hamburger Bürgerschaft. Nun berichtet das Hamburger Abendblatt, die SPD-Verfassungsexpertin Barbara Duden habe ihre Fraktion davon überzeugt, dass der Stift "kein vollwertiges Wahlgerät" sei.

4.3 Deutschland: E-Government für Umweltschutz und Wirtschaftsförderung

Das Bundesministerium des Innern unterzeichnete gestern ein Abkommen zur Entwicklung des elektronischen Abfallnachweisverfahrens. Ziel des innovativen Projekts aus dem Kernbereich des Umweltschutzes ist die elektronische Nachweis- und Registerführung über die Entsorgung von Abfällen. Eine von den 16 Ländern gemeinsam getragene Zentrale Koordinierungsstelle wird ein Internet-Portal einrichten, das die Teilnahme am elektronischen Verfahren sowie die Steuerung und Verarbeitung aller Informationen ermöglicht.

Zurzeit werden jährlich ca. 16,65 Mio. Entsorgungsnachweise, Begleitscheine und Übernahmescheine für den Transport von Abfall als papiergebundene Nachweisdokumente geführt. Künftig werden alle Abfallerzeuger, -transporteure und -entsorger sowie die Behörden ihre Informationen auf der Internet-Plattform mit einheitlicher Datenschnittstelle austauschen.

Landesweite Versorgung mit Breitband-Internet wird weiter forciert / Staatsregierung legt Förderprogramm für Gemeinden in ländlichen Gebieten und Gewerbegebiete auf.

Die Staatsregierung treibt die flächendeckende Breitbandversorgung weiter voran: Um die Kommunen bei der Schließung vorhandener Lücken im Angebot schneller Internetzugänge noch besser zu unterstützen, wird der Freistaat Bayern zukünftig den Ausbau breitbandiger Infrastruktur auch finanziell fördern. "Als Flächenland hat Bayern ein besonderes Interesse daran, dass Unternehmen und Bürgern Breitband-Internet in allen Landesteilen zur Verfügung stehen. Wir werden daher die Erschließung des ländlichen Raums mit Datenautobahnen verstärkt fördern", erklärt Bayerns Wirtschaftsministerin Emilia Müller. Dazu werde das Wirtschaftsministerium ein Programm von 10 Mio. Euro auflegen.

4.5 Deutschland: Masterplan für flächendeckende Breitbandversorgung

VATM, Deutscher Städte- und Gemeindebund und Deutscher Landkreistag legen gemeinsamen Masterplan zur zeitnahen Schließung der weißen Flecken vor.

Rund fünf Millionen Bürger in Deutschland haben derzeit keine Möglichkeit, über einen schnellen Internetanschluss am modernen Leben teilzuhaben, über 2.200 Gemeinden leiden aufgrund dessen an Abwanderung ihrer Gewerbetreibenden und Wertverlust von Immobilien und Grundstücken. Da alle bisherigen Bemühungen von Politik und Wirtschaft die Situation nicht nachhaltig verbessern konnten, haben VATM, Deutscher Städte- und Gemeindebund (DSTGB)) und Deutscher Landkreistag (DLT) gemeinsam einen Masterplan entwickelt, um die weißen Flecken auf der deutschen Breitbandkarte zeitnah zu schließen.

5.1 Seamless European e-health web

Europeans are becoming more mobile and healthcare systems have to keep up. A research consortium is seeking to chart a road map for e-health interoperability that would eventually hook up the health information systems of Member States in a seamless web.

Europeans are more mobile than ever before, moving not only around their own countries, but also across a largely borderless EU, in pursuit of leisure, education, career advancement or cultural enrichment. In addition, healthcare has changed significantly, with fewer people sticking to the same doctor, more patients visiting different specialists, health workers moving around more, as well as the emergence of e-health technologies which allow remote treatment and consultations. This enhanced mobility has brought with it challenges. What happens if a person falls sick away from home or moves to another part of the country or another country altogether?

5.2 Malta: Government sets 182 targets in ICT strategy

The attraction of 200 new companies to Malta, the creation of 4,000 new ICT-related jobs and the introduction of electronic identity cards are just three of the 182 targets proposed by the government in its ICT strategy for 2008-2010. The government published a long list of targets in line with its vision to make Malta a centre of excellence in the area of information and communication technology by 2015.

Addressing a National Information Society Advisory Council meeting, Information Technology Minister Austin Gatt said the government's plans were ambitious and much more difficult to attain than the targets set out in the first ICT strategy because now the standards were much higher than they were three years ago. Malta had come a long way and has managed to achieve all the targets set in the first ICT strategy for 2006 and 2007. The My Potential scheme had been "very successful" in attracting all those who wanted to start a career in the ICT sector.

5.3 Denmark's Health Portal Reaches 5.3 Million Residents

In a first-of-its-kind project, health care data is made available to Denmark's 5.3 million residents.

Denmark, like most countries, faced a serious health-related quandary: how to deliver efficient, effective and affordable care at a time of escalating costs and increased demand for services. But unlike many others, Denmark harnessed IT to create a national health portal to help drive improvements in its health care system. This portal, called Sundhed.dk (sundhed means "health"), has increased communication among doctors and between doctors and patients, increased collaboration among health care providers, boosted efficiencies and even improved the quality of care. The Danish National e-Health Portal is attracting attention from around the globe, thanks to its innovation and success. It's also the 2007 winner in the health care category in Computerworld's annual Honors Program.

5.4 Schweiz: Regierung plant E-Government-Gesetz

In einem dem Schwyzer Kantonsrat vorgelegten Strategiepapier zeigt die Regierung, wie sie den elektronischen Datenverkehr zwischen Verwaltung, Bürgern und Unternehmen regeln will. Dazu soll ein E-Government-Gesetz erarbeitet werden. Der Kantonsrat lobte die Regierung für ihr Strategiepapier zum Internet-gestützten Kontakt zwischen Verwaltung und Öffentlichkeit (E-Government). Er hiess den Bericht gut, der den Ausbau des Internetportals des Kantons, den Aufbau einer Datenaustauschplattform sowie den Erlass eines E-Government-Gesetzes vorsieht.

Der letzte Punkt war im Rat nicht unbestritten. Finanzdirektor Georg Hess betonte aber, dass nur das Gesetz eine verbindliche Grundlage schaffen könne, um zusammen mit Gemeinden und Bezirken einheitliche Verfahren anbieten zu können. Bisher war die elektronische Verwaltungsführung Sache der Gemeinden. Das führte dazu, dass im Kanton unterschiedliche Netzwerke betrieben werden.

5.5 Bulgaria tests e-health card

Taking its cue from a German pilot project, the Bulgarian National Health Insurance Fund is kicking off a 1,000-patient trial that could lead to a national electronic health card, a report in Healthcare IT News has said. The Bulgarian pilot project will include one municipality, three GPs and five pharmacies. During this phase, the main objectives will be to establish insurance status, and issue electronic prescriptions.

While the cards will primarily be used for identification, they may also carry digitally signed electronic prescriptions (the prescription itself is stored on a separate prescription server) from the doctor to a participating pharmacy. Future functionality could include drug interaction and contraindication checks to reduce medical errors, the news report added.

6.1 Sri Lanka: ICT training for Government officers

Two thousand Government officials have been trained in basic information and communication technology skills under the project of Information and Communication Technology Agency of Sri Lanka (ICTA), Project Director Nalini Senasekera said. Officials who underwent the training in basic ICT were from Colombo District Secretariat, 13 Divisional Secretariats, Registrar General's Department, Pension Department and Ministry of Agricultural Development and Agrarian Services Ministry, she said further.

The training programme covered 3-phase ICT Skill training modules namely ICT Awareness, Foundation and Certification. Those completed modules ICT Awareness and Foundation will be given an opportunity for sitting internationally recognized ICT Certification module, namely, e-Citizen and the International Computer Driving Licence (ICDL), she added.

6.2 USA: Senators introduce E-Government Act extension

Sen. Joseph Lieberman (I-Conn.), author of the E-Government Act of 2002, introduced the bill's reauthorization act Nov. 7.

Along with co-sponsors Sens. Susan Collins (R-Maine) and Tom Carper (D-Del.), Lieberman wants to extend nine provisions in P.L. 107-347 from this year to 2012. The provisions Lieberman is focusing on include the authorization of the E-Government Fund, the Information Technology Exchange Program and the Computer Standards Program at the National Institute of Standards and Technology. He also would continue to authorize $15 million for the General Services Administration to run USA.gov and appropriations for geographic information systems protocols development. "I have long worked to make government information and services more readily accessible to the public while improving privacy and information security, and the passage of the E-Government Act in 2002 has resulted in important strides in all of these areas," Lieberman said. "This legislation will build on that progress."

6.3 Jordan: New E-service Sets Government Services at New Level

Optimiza, a regional technology solutions and management consulting services company, and the Ministry of Information & Communications Technology (MoICT) / the e-Government program recently announced the signing of an agreement that stipulates the development of an electronic service that facilitates the issuance and renewal of vocational licenses in the country. The development comes as part of the e-government initiative launched by the MoICT in line with HM King Abdullah II's directives.

This new service will enable the public to receive the necessary approvals to obtain the vocational license electronically from other related entities which include the Greater Amman Municipality, the Ministry of Trade & Industry, the Companies Control Department, Amman Chamber of Commerce and the Amman Chamber of Industry. The e-Service is promising to dramatically improve the service provided to the public by reducing the required time for licensing, simplifying processes and procedures and improving the overall quality of service provided by the government.

6.4 UAE: Dubai eGovernment outlines plans to enhance move towards knowledge-based digital economy

Dubai eGovernment has reiterated its commitment to contribute to the creation of a robust knowledge-based digital economy in Dubai through the provision of high quality e-services using innovative channels, at the 'The Middle East Next Generation Mobility Summit' being held at the Jumeirah Beach Hotel, Dubai under the auspices of HE Sheikh Nahayan Bin Mabarak Al Nahayan, Minister of Higher Education and Scientific Research.

Delivering the keynote address at the meeting, Salem Al Shair, eServices Director, Dubai eGovernment, said: "Dubai government was among the earliest regional governments to respond to the rapid developments taking place in the information and communication technologies domain, with a major emphasis on electronic governance. Today, citizens, residents and visitors in Dubai and the UAE are able to efficiently manage their business and conduct transactions while on the move, benefiting from the advanced ICT infrastructure that provides content and applications that can be accessed on the web, mobiles and PDAs."

6.5 E-services to boom in Russia

The works to convert the most massive public services into e-form have been deployed in Russia. In 2008 e-services are expected to be implemented both on the federal and regional levels. In addition to a corresponding technical infrastructure administrative regulations are being developed.

Vladimir Matyukhin, Head of the Federal Agency for Information Technologies (FAIT) states he believes 'next year will be characterized by the introduction of a sufficient number of e-services'. This will be possible due to establishing the infrastructure of public services, which is to be based on the State Information Center (SIC). According to Vladimir Matyukhin, all engineering works to establish a corresponding infrastructure have been finished. Following the results of the works held, a draft of the Government Ruling 'On the State Information Center...' was prepared, which is to be adopted in the near future, according to FAIT Head.

Several years after the acceptance of Electronic Government by governments worldwide as part of their reform initiatives, there is a growing recognition that over-reliance on technology, insufficient collaboration in government, lack of emphasis on building human capacity and inadequate public consultation all limit possible benefits of such initiatives. As a result, the focus has been shifting from technology-enabled improvements in government operations (Electronic Government) to improvements in interactions between government, non-government and civil society stakeholders (Electronic Governance). Under the new focus, it is no longer acceptable to let technical or organizational issues drive Electronic Governance initiatives alone. Instead, a multi-disciplinary, multi-stakeholder and community-oriented approach is required.

India is home to a robust IT and telecommunications industry as well as a huge agrarian economy which supports many of the world's poor. As such, it is an ideal setting for a conference focusing on information and communication technologies (ICT) and socio-economic development. The goal of the ICTD conference is to provide a forum for academic researchers working with ICT applied to development. The conference will be scientifically rigorous and multi-disciplinary - papers reporting high-quality original research are solicited. Submitted papers will be subjected to double-blind peer review, and a full proceedings will be published at the time of the conference. The conference will bring together researchers in both the social and technical sciences, with anticipated representation from anthropology, sociology, economics, political science, computer science, electrical engineering, industrial design, and so on. This is the second of an ongoing series of conferences to occur every one or two years, and moving from country to country.
