  • An insider’s thoughts on SOA

Just what the heck is a service-oriented architecture anyway? One of the biggest IT buzzwords today, SOA nonetheless suffers from a lack of formal definition. Advocates tend to extoll SOA’s benefits without actually explaining what it is, or how an agency could go about procuring one. To get some clarity, we consulted with Bob Schumm, di- rector of Federal Business Development for BEA Systems Inc. of San Jose, Calif.

Perhaps best known for its WebLogic application server software, BEA has been a strong champion for organizational use of SOA. Earlier this summer, the company released its AquaLogic suite of software products, which is specifically designed to help large organizations create an SOA framework. The suite includes an enterprise service bus, a data services platform, a services registry and an enterprise security toolkit.

  • Behind every good e-Gov program ...

Tools for managing Web content are as varied as the agency sites they support

The nature of government Web sites has changed dramatically over the past five years. The number of Web pages published by state, local and federal agencies has grown exponentially, and the expectations of citizens, businesses and other government agencies have grown just as much.

On top of that, the need for compliance with regulations for everything from record retention to accessibility highlights the need for more than just simple editing and posting tools.

  • Government Orchestration: How to achieve the holy grail of web services

True enterprise e-government requires communication among agencies, their internal operations, businesses and citizens. But the complexity and cost of "just making it all work together" is too often a paralyzing hurdle. The approach to attacking the next phase of e-government begins with the concept of interoperability. CIOs know this. But how do they get there? Interoperability means adhering to open standards, leveraging legacy systems and ensuring developers write applications using tools that are as easy to use as they are robust. Implemented properly, the result should eliminate the complexity of integration while addressing important cost justifications.

  • UAE: Dubai looks to SOA for e-services

Dubai Municipality is to bring in 27 next-generation e-government services in the next six months, as part of a project it is working on with IBM. For the vendor, it represents its first regional win for its service-oriented architecture (SOA), the company’s new application framework.

IBM will work with Dubai Municipality to implement the online framework to ensure the Municipality’s e-government infrastructure keeps pace with the city’s spectacular rate of growth.

  • UAE: Dubai Municipality implements a Services Oriented Architecture (SOA)

  • USA: Rhode Island Launches Govtracker Web Services

On Thursday the Rhode Island (RI) Office of the Secretary of the State released a set of Web services available over the Internet.

A Web service is a mechanism that allows separate software applications to share data over a network. The Internet is such a network. Web services can enable a high degree of interoperability. With Web services, different software applications can share data despite being on different operating systems, platform environments, and written in different programming languages.
