To realize this, an information communication technology (ICT) approach in gender reporting has been recommended to speed up justice for victims of sexual violence.

A study by American Tower Corporation (ATC) shows that high rise buildings are causing poor network signals, and therefore more towers are needed to deliver satisfactorily.

The towers to be deployed will take different designs and forms such as roof tops, pine trees, and smart poles.

Ms Dorothy Ssemanda, the ATC chief executive officer, while presenting the findings of the study, said the 400 network towers will be supported by more than 444,000 points of service stationed at different city buildings.

Kampala City Lord Mayor Mr. Erias Lukwago has tasked local and international technocrats to assure the public whether it is possible to turn Kampala into a modern city.

He made the remarks at the Kampala Capital City Authority politicians’ consultative meeting aimed at discussing the integrated urban development master plan for Greater Kampala Metropolitan Area held on Friday.

The top-level management engagement was aimed at bringing together the technocrats and politicians to discuss the bottlenecks limiting Kampala from becoming a better city.

The Minister for Kampala and Metropolitan Affairs, Hajjati Minsa Kabanda, has called upon Kampala Capital City Authority (KCCA) political leaders and administrators to work together to transform Kampala into a "smart City."

The digital Hub is part of the ‘Connecting Classrooms’ project being implemented by the British Council across Sub Saharan Africa. In Uganda the project will see 14 hubs set up in 10 districts.

In his remarks, Peter Brown, British Council Country Director noted that the hubs will have high speed internet connection freely provided for the next three years in partnership with Airtel Uganda.

President Yoweri Museveni has been sucked into an on-going internet deal war between his cabinet ministers and some government agencies.

In a January 8, 2018 letter, Museveni ordered all government ministries and agencies to henceforth procure all their internet services from the highly indebted Uganda Telecom (UTL).

President Yoweri Museveni has said that Kampala will be a safe city within nine months as government moves to implement the elements of a smart and safe city solution for Uganda.

This was part of President Museveni's national address on the state of security from state house Entebbe Saturday evening. He said that Kampala will be a different city, will be safe, cleaner and smarter.

The approved policies pending enactment into laws are the National Information Technology Policy, e-government Policy Framework, Postal Policy, and Analogue to Digital Migration Policy.

The National Information technology Policy's purpose is to ensure that Uganda is strategically positioned to attract international IT companies through developing suitable IT infrastructure. Postal policy will ensure effective and efficient order in the postal sector while E-governance will see that there is a political will to embrace IT services throughout Uganda.

Dr. James Saaka, the head of the National Information Technology Authority (NITA), told MPs on the parliamentary committee on ICT that the initiative would decrease government operational costs and increase Internet access in remote areas.

It will also check absenteeism in government departments and agencies, connect all districts to the Internet and provide low-cost bandwidth throughout the country.

The SMS and online service – all of which can be got over the mobile phone – will help members get information from anywhere, limiting the long journeys to the Fund’s office to seek clarification. To access balances through the sms platform, customers are required to type their NSSF number and send to 6773. Each SMS will cost Shs 220.

A new payroll for all government workers linked to the National Identification Registration Authority and other government agencies is in the pipeline.

Speaking at the 7th Africa Conference on Open Source Software at the Commonwealth Resort in Munyonyo on Monday, Mr James Saaka, the executive director of National Information and Technology Authority Uganda, said there is a lot of registered software being used but is very costly.

Stella Alibateesa, the acting executive director at NITA-U said on the sidelines of the e-government regulations conference in Kampala on June 19 that they were holding the last stakeholders workshop to pave way for the implementation of these regulations.
