  • Bangladesh: Basic Concept of e-Government

    E-Government has been employed by developed as well as developing countries to be an enabler toward accelerating processes, delivering a higher level of service to citizens and businesses, increasing transparency and accountability while lowering costs. Additionally, in developing countries it has been recognised as an enabler toward catapulting governments in to the 21st century while leapfrogging multiple generations of technology.
  • Bangladesh: Better skilled manpower holds the key

    The ICT roadmap in Bangladesh has been a much talked-about issue in recent times. Although the country has been using these technologies since the 1960s, broader use started in 1986 with the formation of Bangladesh Computer Council (BCC). Afterwards, the 1997 recommendations on ICT development and the 2002 ICT policy were formulated. More recently, the government formed an e-government cell at the chief advisor's office, and completed an e-government horizon scan report last December.

    Although a national policy on ICT was adopted in 2002, the Ministry of Science and Information and Communication Technology had not been able to achieve the goals set out for e-governance in the policy. This led the present government to appoint Spinnovation and DNet (together with an international partner, Gov3 Limited) to develop a short, medium and long-term national ICT action plan or roadmap for Bangladesh on the basis of the National ICT Policy 2002.

  • Bangladesh: Call to use e-Health for masses

    Speakers at a discussion on Sunday said E-Health schemes should focus on providing healthcare to common people avoiding the use of the technology that would not be of any help for them.

    When evolving the technology emphasis should be given on ideas that would make healthcare more accessible to the general people above everything else, they added.

    The discussion on Strategic Priorities of Digital Bangladesh (SPDB) 2010 on Health was held in the NEC Conference Room of the Planning Commission.

  • Bangladesh: CG initiative to deliver services to people in short time thru' e-Governance

    The caretaker government has taken effective initiative to deliver its services to the people in short time at less cost and efficiently through e-Governance, a modern tool of information communication technology, reports UNB.

    An `Inception Workshop of Access to Information (A2I) Programme', supported by UNDP was held Tuesday, to bring all scattered e-Governance initiatives of different ministries and divisions under a common umbrella for coordination and quick positive outcome of the efforts.

    China has offered assistance in modernizing Bangladesh's information technology of different sectors, including e-governance and e-commerce, under comprehensive cooperation.

    They also assured providing assistance for constructing water-treatment plants, as the country faces acute shortages of safe drinking water.

  • Bangladesh: Citizen engagement in procurement

    In a culture of looking at all government activities from a critical point of view, good initiatives are seldom appreciated. But the fact is that the government, irrespective of its political party-wise composition, deserves and, therefore, needs support from relevant stakeholders for translating those initiatives into action.

    The Public-Private Stakeholders Committee (PPSC) formed under the auspices of the Public Procurement Reform Project-II by the government happens to be such an initiative aimed at devising a third-party monitoring mechanism in the process of public procurement in the country.

  • Bangladesh: City IT Fair begins: 'Computerisation needed to curb corruption’

    Finance Minister AMA Muhith on Thursday said that computerization of the government activities is very much needed to establish good governance and also to curb corruption in the country.

    He noted that to fulfill the dream of Digital Bangladesh, digitization process should be ensured in every sphere of life, which would lead to the establishment of e-commerce and e-governance.

    "The ultimate outcome will be good policy and good governance," Muhith said while speaking as chief guest at the inaugural ceremony of City IT 2010 Computer Fair at the BCS Computer City in city's IDB Bhaban.

  • Bangladesh: Customers of DESA now can Avail Online Services in Collecting, Paying Bills

    Customers of Dhaka Electric Supply Authority (DESA) now can avail of the ''CitiConnect'' online services of Citibank in collecting and paying their bills.

    Citibank, N.A. Bangladesh and DESA Wednesday signed a Memorandum of Understanding (MoU) to this effect.

    With the signing of this MoU, the DESA customers will be able to receive their bills at CitiConnect website and make online payments via Citi''s innovative payment gateway, according to a press release of the US-based banking group.

  • Bangladesh: Dhaka Custom House automation project

    We hope this is start of concerted e-government initiative

    We are gratified to note the government's announcement that it is moving ahead with a plan to automate the operations of the Dhaka Custom House (DCH) and that this is merely the first step in an ambitious plan to computerise the entire governmental apparatus during this government's five-year tenure.

    There can be no doubt that automating the customs systems is long overdue and will have myriad benefits to importers and exporters, which one hopes will ultimately be passed on to the consumer in the form of lower prices.

  • Bangladesh: Digital maps to be used for 5th census: Minister

    Planning Minister Air Vice Marshal (retd) AK Khandaker yesterday said the government will use digital maps in the upcoming fifth population census in identifying the census enumeration areas.

    Latest technology will be used in data processing so that data could be released within the shortest time, he said.

    The minister was addressing a seminar titled “Celebrating Many Achievements of Official Statistics and the Core of Values of Service, Professionalism and Integrity.”

  • Bangladesh: Digital topographic map to save Tk 3.74b per annum

    Digital topographic map, which is now under preparation, can save at least Tk 3.74 billion (374 crore) in a year, according to a recent study of Survey of Bangladesh (SoB), the national surveying and mapping agency, reports BSS.

    The study said the digital topography maps can be used in field of communication, agriculture, infrastructure development, enforcement of law and order, disaster warning, defence, engineering and establishing e-governance for expediting work as well as reducing activation cost in a large scale.

  • Bangladesh: Digitisation to curb corruption in land registration offices: Muhith

    Branding the country's land registration offices at the 'core of corruption,' Finance Minister AMA Muhith Saturday said digitalisation of major sectors will curb corruption, reports UNB.

    "Our land registration system is at the core of corruption. Bribes are exchanged openly. Digitalising such organisations is urgent because massive use of information technology can curb corruption and expedite development," he said.

    The finance minister said the government has taken up the challenge to digitalise the land registration system, though the progress so far has not been remarkable.

  • Bangladesh: E-Content and ICT for Development Award 2010 An initiative to promote innovations

    For the first time in Bnagladesh, e-Content and ICT for Development contest took place with objective of promoting innovations through integration of ICTs in the daily life of common people, business operation and functioning of the government.

    Ministry of Science and ICT and Development Research Network D.Net, jointly oirganised the first National e-Content and ICT for Development Award 2010 at the National Museum on August 9.

    Thirty-two organisations were awarded for developing information and communication technology, in the first national competition of its kind in the country. The organisers also honoured some noted personalities for their lifetime contribution to their respective fields by dedicating the awards.

    Speakers at a workshop yesterday put emphasis on expansion of e-governance in the national administrative process for providing better services to people.

    The daylong inception workshop of the UNDP-supported programme "Access to Information (A21) programme" was held in the press briefing room of the chief adviser's office.

  • Bangladesh: E-governance at telephone exchange in capital

    The Sher-e-Bangla Nagar telephone exchange under the Bangladesh Telegraph and Telephone Board has been brought under e-governance.

    The minister for posts and telecommunications, Aminul Haque, on Monday launched the e-governance application software developed by the Business Automation Limited.

    The Business Automation also provided necessary hardware and network and trained concerned personnel for the project implemented with the technical and financial assistance of Support to ICT Task Force Programme, a government project to implement e-government in government offices.

  • Bangladesh: E-governance can act as major deterrent against corruption: Muhith

    Bangladesh will seek resource flow equivalent to 0.2 per cent of the GDP of the developed world into the poor countries at the LDC (least developed country) meeting in Turkey next year, said finance minister Abul Maal Abdul Muhith Wednesday.

    "We will start preparing the working paper for UN LDC IV conference and take advice from all quarters," he said at a three-day international dialogue on Exploring a New Global Partnership for the LDCs in the context of the UN LDC IV.

    The programme was organised by the Centre for Policy Dialogue (CPD) and the OECD Development Centre, Paris. It was chaired by professor Rehman Sobhan.

  • Bangladesh: e-governance can enhance efficiency, productivity and transparency

    There has been an explosion of information, offering opportunities for acquiring knowledge and doing research in all disciplines. People have access to libraries, books and journals through internet. Distance education and virtual teachers are made possible widely by using ICT. In Bangladesh, education and research can get a strong boost by exploiting all these opportunities, but the basic barrier is education and lack of knowledge in English language, which is essential for internet.

  • Bangladesh: E-governance can improve govt function

    Experts at a seminar yesterday suggested introducing electronic governance in Bangladesh as they said it would not only improve the process of government work but also ensure transparency and check corruption.

    Addressing the seminar, Chief Advisor's Special Assistant Dr Tamim emphasized computer-based skill development of government officials, saying that e-Governance could ease and accelerate the country's development process.

    Even a poor and developing country like Bangladesh can start making good use of the computers to achieve efficacy and transparency in its governmental functions. There are many areas in Bangladesh where the use of the computer can revolutionise the government administration.

    How computerisation can speed up administration is evident from only the working of the Bangladesh Road Transport Authority (BRTA). Even in the eighties, the BRTA did its work manually.

    Computerisation would enable the government function in an efficient and transparent manner. The use of computer can revolutionise the administration in many areas. An FE report not very long ago, showed how computerisation can benefit the government administration. At a workshop on the issue last year in Dhaka the participants pointed out how computerisation can revolutionise the functioning of the administration by facilitating transparency, accountability and speedy work.
