  • E-Government Introduction In Armenia To Be Started From Foreign Ministry

    A pilot project of e-government is being carried out in Armenia's Foreign Ministry under the EU IT. Am program, says the program director Antony Jagus.

    The project will be finished in a year. If successful this model will be applied to the whole Armenian Government. The project envisions creating a modern computer network, installing necessary equipment, retraining FM employees. The best example of e-government in FM is the issuance of e-visas. The next step is e-certificate of no previous conviction for those seeking jobs abroad. This phase is to be carried out together with Justice Ministry. For this purpose the computer networks of the two ministries will be united. The FM's experience will be applied to the whole government structure. Officials from different ministries are now being trained in England under the program.

  • E-Government system to be introduced in the notary chamber of Armenia before this year’s autumn

    E-government system will be introduced in the Notary Chamber of Armenia before this year’s autumn, the chamber’s press office reported today.

    It means notary officers will have necessary documents and data online.

    The introduction of the new system will also reduce red tape and will provide notary officers with full contacts with the Justice Ministry’s State Registry of Legal Entities, the State Real Estate Cadastre and law enforcement agencies and offices of civil registrations.

  • E-novation: Armenian prime minister introduces e-government

    On Tuesday (March 2) Prime Minister of Armenia Tigran Sargsyan presented the electronic management system introduced in RA governmental entities, according to which henceforth all documents, circulating at the government and the adjacent bodies, will be in an online version, accessible and transparent.

    “The electronic management program is a tool in the hands of the public to monitor us,” the prime minister says.

    In the framework of constitutional reforms in Armenia, the new electoral code addresses the introduction of electronic voting among other things. PanARMENIAN.Net spoke to Katrin Nyman-Metcalf, the Head of Research at the Estonian e-Governance Academy and the Head of the Chair of Law and Technology at Tallinn Law School about the peculiarities of e-voting in Estonia and the challenges the system faces worldwide.

  • Every citizen of the Republic of Armenia will have free e-mail

    Every citizen of the Republic of Armenia (RA) will have a special individual e-mail address to contact with the Government, stated Davit Sargsyan, the Head of Government Staff, at the presentation of the “Development of Armenia – e-government system” project.

    The RA citizens will receive notifications by the e-mail addresses from the governmental bodies. They may as well send messages.

  • IDs, biometric passports to be issued to citizens of Armenia beginning June 1

    In accordance with legislation passed last year, beginning June 1, 2012 citizens of Armenia will be enabled to get identification cards as documents certifying their identity and nationality within the territory of the republic.

    Those who intend to leave the country will be able to also obtain a passport with biometric data as a travel document.

    The identification card contains an electronic database, individual cryptographic keys, electronic digital signature and certificates for identity.

  • India: C-DAC to set-up India–Armenia Centre of Excellence in ICT at Yerevan

    Shri. Divyabh Manchanda, Additional Secretary (Eurasia), Ministry of External Affairs (MEA), Government of India and Shri. Rajan T Joseph, Director General, Centre for Development of Advanced Computing (C-DAC) signed an agreement for setting up of India – Armenia Centre of Excellence in IT (IACoEICT) in Yerevan.

    The IACoEICT to be created by C-DAC with assistance from the Government of India includes the deployment of the indigenously developed PARAM Supercomputer of C-DAC in the High Performance Computing Centre and the training of nearly 1000 IT professionals per year.

  • New e-tools introduction to help bring broadband inet users up to 400000 in Armenia

    Introduction of new e-governance is a priority for the Armenian government, according to head of the government administration.

    “Presently, there are about 200 000 users in Armenia, against 70 000 in 2010 and 30 000 in 2009. New tools will help bring broadband internet users up to 400000 as well as lower the tariffs and improve the quality of on-line services,” David Sargsyan told journalists on March 14.

  • Police: transition to biometric passports to start in 2014 all over Armenia

    The process of replacement of usual passport with biometric ones will start on January 1, 2014, in all the provinces of Armenia, Vardan Bichakhyan, chief of the police department’s passport and visa unit, says in a video statement posted on the police’s official website.

    Starting from 1 June, 2012, residents of Yerevan, Gyumri and Vanadzor who want have such passports may do it. According to the police’s decision, the process of elimination of old passports will start on January 1, 2014.

  • Towards a Digitized Citizen-oriented Armenian Cadastre

    Armenia is moving towards a more transparent, secure, unified and citizen-oriented cadastral system. To achieve this, digitizing cadastral archives is essential. Digital availability of cadastral information will enable better management of lands, documented rights and tenure security for all Armenians. The Cadastre Committee has requested Kadaster, The Netherlands' Land Registry and Mapping Agency, for support.

    In Armenia there is currently no unified approach to archive cadastral and land registry records. The integrated cadastre on real estate has little ability to support management and assessment of lands and real estate, and the registration of the natural, economic and legal status of those lands. The Cadastre Committee (CC) plans to reform by introducing an advanced self-service and paperless system, based on electronic registration and information processes. This digital system will be one of the pillars of the new real estate cadastre.

  • Transactional e-governance development project to launch in Armenia

    A new project on transactional e-governance development will be launched in Armenia December 3 with support from the European Union.

    The new e-Armenia initiative aims to create transactional electronic services, assist the digitalisation of the Armenian civil registry and provide Armenian citizens with a new way to communicate with their Government.

    The project will also digitize the national archives, create an electronic statistics system and an email system for government contacts. The overall efforts are expected to strengthen public sector reform in Armenia and introduce new systems for e-Governance, leading to a positive impact on democratic development and good governance, as well as transparency and anticorruption measures.

  • World Bank will Assist Armenia To Implement E-Government

    Armenian Prime Minister Andranik Margaryan today met with head of the World Bank (WB) Yerevan Office Roger Robinson, reported the Press Service of the Government of Armenia. In the course of the meeting the parties discussed matters of further cooperation between the WB and the Armenian Government, as well as the need to integrate programs being implemented in diverse fields into a common program.
