  • India: Uttarakhand website to be upgraded

    All the government websites would be connected to the State Service Delivery Gateway (SSDG) portal

    All the websites of the state government would now be linked to the State Service Delivery Gateway (SSDG) portal. It would be an upgraded form of the website being presently used by the state government.

    The SSDG aims to provide convenient services to the people by the medium of remote access through Common Service Centres (CSCs) and providing facilities of e-Forms, applications and computing infrastructure. Around 2804 CSCs would be set up in Uttarakhand as part of the project.

    SMS GPF services will help state government employees track status of their General Provident Fund (GPF) accounts at the click of a mouse

    In a fresh e-Governance initiative, the Uttarakhand government has launched SMS GPF services to help state government employees track status of their General Provident Fund (GPF) accounts at the click of a mouse.

    With this, Uttarakhand has become the second state to offer these services after Tamil Nadu. This facility has been jointly launched by the Office of the Comptroller and Auditor General and National Informatics Centre (NIC).

  • India: Vayalar outlines plan to protect students abroad

    The government on Wednesday announced that it would put in place a mechanism to regulate the activities of agents of foreign educational institutions operating in India in a bid to protect students from unscrupulous middlemen.

    Minister of Overseas Indian Affairs Vayalar Ravi said that even as the government was contemplating such steps in India, the Australian government had already agreed to put in place a regulatory mechanism to keep an eye on the agents of its educational institutions.

  • India: Video-conferencing to replace bureaucrats’ hotline

    The use of RAX phones by top bureaucrats may soon be a thing of the past. All the secretaries at the centre and state chief secretaries can soon have virtual meetings every day as the centre has begun implementing a programme worth Rs 1.5 crore, introducing desktop video conferencing to enable them take quick decisions and expedite the response time. The project is expected to be completed within two months.

  • India: Videoconferencing lends farmers a helping hand

    Farmers are now using video conferencing to procure good-quality seeds, fertiliser and other inputs. They are also using the technology to access market-related information, and market their products in some cases.

    Examples of using thousands of internet kiosks with companies like ITC (the e-choupals) and Microsoft (which has also used video conferencing for telemedicine) are well documented. Videoconferencing furthers these initiatives to empower farmers.

    Tech-savvy state governments have taken the e-governance route to deliver government-to-citizen (G2C) services using a Web-centric approach. But the penetration of Internet is still very low in India, especially in the smaller towns, and although it is improving it is yet to catch up with the growth of the telephone network, both mobile as well as landline. We wanted to leverage the growth of the telephone network and provide solutions to municipal corporations so that they could serve their citizens better and increase revenues. We were in search of a city / municipal corporation where we could do our preliminary study. A chance meeting with the mayor and the municipal commissioner of Visakhapatnam solved the problem for us. Both of them are tech-savvy, and were very excited at the proposal and helped us a great deal in doing the study.

  • India: Way to go about e-governance

    Now is a unique opportunity in the history of India to leave behind the British Raj and re-engineer and modernise government processes to build a new India of the 21st century. Hence it is essential that we first redesign the government processes keeping the citizen at the centre, providing hassle-free enablement of citizens, businesses, producers and consumers, replacing the old mistrust and control regime from the British Raj, says the knowledge commission in its report to the prime minister dated January 26, 2006.

  • India: We Should Give NUIDCP At Least 5 Years

    An identity card or a smart card is necessary for every citizen of a country as it addresses national security, management of citizen identity and facilitates e-governance. To provide every Indian citizen with a unique identity card, the Indian government has deployed the National Unique Identification Card Project (NUIDCP). Until now, no other country in the world has attempted to undertake a project of such a massive scale, which in due course of time will deliver over 1 billion smart cards to Indian citizens.

    The accomplishment of a project of this magnitude would require a time frame of at least three to five years. It is sure to face a large number of issues no matter who leads it. Therefore it is necessary that the Indian government, Nandan Nilekani and his team are given at least three to 5 years before they are criticized for any failures.

  • India: Web portals for panchayats

    Grama panchayats in the State will soon have their own custom-made web portals with all the information relating to the panchayats in Malayalam.

    Akshaya, Kerala Government's e-governance initiative, is all set to implement a pilot project to establish panchayat-level web portals with people's participation in select panchayats in Kannur in North Kerala with financial and technical assistance from UNESCO.

  • India: West Bengal among bottom three states in e-governance: IDC survey

    Chief Minister Buddhadeb Bhattacharjee has for long been trying to hardsell West Bengal as IT-friendly, but a national survey on e-governance has found the state among the bottom three, ahead of just Jharkhand and Bihar.

    West Bengal was ranked 19th among 21 states surveyed and was ahead of only Jharkhand and Bihar.

  • India: West Bengal CM inaugurates e-District Project

    Chief Minister of West Bengal Shri Buddhadeb Bhattacharjee inaugurated the e-district project through video conferencing from Writers' Building with Jalpaiguri and Bankura districts. Present on the occasion was Dr. Debesh Das, Minister-in-Charge, Department of Information Technology and Biotechnology and Shrimati Jaya Dasgupta, Additional Chief Secretary. The project is one of the State Category Mission Mode Projects taken up under National e-Governance Plan.

    The main feature of e-district project is that it is totally driven by software and computer network. Any citizen can walk into a Tathyamitra / Citizens' Kiosk and apply online for necessary service with relevant documents. He/she will not have to fill up any form on paper. The assistant in Tathyamitra / Citizens' Kiosk will help the citizen to apply for online service.

  • India: West Bengal completes rural e-governance project

    The West Bengal government, in association with microprocessor manufacturing major Advanced Micro Devices (AMD), Monday announced successful completion of rural e-governance programme in the state.

    To bridge the digital divide, the programme was targeted at providing effective governance through computer penetration within the Panchayati Raj institutions, covering 210 rural local bodies across 19 districts.

  • India: West Bengal e-district project inaugurated

    The West Bengal e-district project through video conferencing was inaugurated by chief minister Buddhadeb Bhattacharjee at Writers’ Building today.

    In phase-I, the project will be implemented on pilot basis in Bankura and Jalpaiguri. The salient feature of the project is that its focus on enabling software and computer-based network connectivity between districts and Writers’ Building. The service will also enable the removal of paper-based formalities for sending applications.

    The Government of West Bengal has initiated the process for launching the Crime and Criminal Tracking Network and Systems (CCTNS) forward.

    CCTNS is a Mission Mode Project conceptualised and sponsored by the Ministry of Home Affairs (MHA) aimed at enhancing the efficiency and effectiveness of police departments across the country.

  • India: West Bengal Government rejects proposal for division of districts

    The West Bengal government on Tuesday rejected a proposal for division of districts by the Administrative Reforms Committee.

    The committee headed by then chief secretary Amit Kiran Deb, comprising representatives from IITs, IIMs and ISI gave 69 proposals, had suggested the division.

    This was, however, rejected by the present committee headed by current Chief Secretary Ashok Mohan Chakraborty, it member secretary said.

  • India: West Bengal government to make e-governance platform interactive

    The West Bengal government plans to make the e-governance platform more interactive by incorporating retail banking and agriculture advisory services through a network of kiosks till the gram panchayat level.

    The state IT and rural development departments are in talks with three banks -- United Bank of India, State Bank of India and ICICI -- to provide retail banking services through the state e-governance network. The proposed basket of services is yet to be finalised, state IT secretary Siddharth said.

  • India: West Bengal govt plans Rs 60 crore in e-governance project

    The West Bengal government plans to invest Rs 60 crore in its e-governance project down to the block level by December 2007. Thereafter, the state intends to implement the project to the panchayat level by calender 2009, said West Bengal IT minister Debesh Das.

    Talking to reporters here on Wednesday after the first meeting of the e-governance steering committee, Mr Das said the government has identified 14 departments to activate the e-governance project. “This kind of e-governance project, which is aimed at providing better administration and improved services, requires an integrated approach between various departments,” he said.

    West Bengal, the latest state joining the IT bandwagon, has showcased its strengths and offerings in the knowledge sector at India's premier tech event Bangalore IT.in here.

    Highlighting the state government's initiatives and pro-active policies for the IT sector, West Bengal IT minister Debesh Das said Saturday that world-class infrastructure facilities were being created across the state, especially in Kolkata, for IT and IT-enabled services (ITES).

  • India: West Bengal to Set Up CSCs

    In accordance with the National e-Governance Plan (NeGP) of government of India, 100,000 Information and Communications Technology (ICT) enabled e-Kiosks will be set up across the country. Interestingly, West Bengal emerged as the first state in India to finalize the Request for Proposal (RFP) and to sign the Master Service Agreement (MSA).

    Under the NeGP - announced by Prime Minister Manmohan Singh - implementation of Common Service Centers (CSCs) is the most important of the 4 pillars of the NeGP.
