The Ministry of Lands and Housing is working on a project to develop efficient land administration based on simplified procedures.

Under the proposed Land Administration Procedures Capacity and Systems (LAPCAS), the ministry will move from manual to digital information storage system.

The Minister of Lands and Housing, Lebonaamang Mokalake, said over the weekend that digitalisation will make their systems efficient and effective and reduce the waiting period.

He said the project will help them respond to some of the issues usually raised by customers. The project will focus on national systems for unique referencing of land parcels and location addresses with the intention to have all plots surveyed. It will introduce a standard referencing system and a unique number. This will make it easy to identify locations and service providers such as police or fire fighters to respond timeously in emergencies. The minister said at the ministry's open day the system will facilitate the delivery of mail at residences and other facilities.

The minister stated that during interactions with customers, many issues are normally raised. They range from procedures and processes particularly the time it takes for the ministry to deliver; unavailability of plots especially in cities, towns and major villages; shortage of land and serviced land in general; and delays in accessing the necessary information. He stated that the theme of this year's open day: "Timely Service Delivery, A Key to Customer Satisfaction" is necessary to encourage the ministry to fast track its service delivery. "We have since set targets to attain service excellence. Out of a target of 100 percent, we are at 65 percent performance on the core processes which include state land allocation, common law grants and adjudication of disputes," he added.

He urged the people to appreciate the challenges that the ministry faces in the delivery of land and provision of housing. He encouraged individuals to always give feedback to the ministry on the quality of service. He said management of land has evolved over the years and the ministry has experienced successes and challenges in the process. "Among the successes, the institutions that are responsible for administration of land have been refined and improved in terms of the processes and the capacity of such institutions to manage land. There have also been improvements in legislative and policy frameworks," he explained.

To improve communication, the ministry will launch e-services before the end of the current financial year. This will be used to apply for land, planning permission, pool housing and to lodge appeals. These services will be automated and customers will be able to follow their applications through sms and email. "With these improvements, the ministry will be better placed to facilitate economic diversification because our ministry is one of the first port of call for local and international investors," Mokalake said. He assured customers that the ministry will continue to improve on land administration in order to make services accessible. He appealed to stakeholders to develop the land allocated to them and comply with the development covenants and standards.
