The government of Vietnam is poised to provide 5.2 million rural workers including public civil servants in the country with ICT training starting this year up to 2015.

Prime Minister Nguyen Tan Dung has approved a project dubbed ‘Training for rural workers by 2020’ aimed at training one million rural workers, including training and retraining 100,000 public servants officials annually.

To implement the programme, Ministry of Home Affairs will train 204,167 civil servants in the country under its project called ‘Training and retraining of civil servants of communes by 2020.

The Ministry of Interior (MoI) is tasked to develop a curriculum for the training programme for the public servants in 9,121 communes in the country, MoI Deputy Director Nguyen Thanh Binh told FutureGov Asia Pacific Magazine.

“The training programme for rural workers aims to deliver quality and effective training, to create jobs, increase income of rural workers serving the industrialization and modernization of agriculture in rural areas,” he said.

“The application of IT in the civil servants’ job will contribute to building a strong and transparent government,” he added.

The total funding for the programme is expected to be 25,980 billion VND (US$1.24 billion). Bihn said the training and retraining of civil servants will cost VND 1286 billion (US$61 million).

He said the project may face some risk including lack of funds and human resources.

Bihn said Ministry’s will use simple, easy to remember and understand training approach. “We will take advantage of the power of images and multimedia e-learning technology,” he added.

The computer training programme for public officials in rural areas includes lessons on basic computer applications and discussions on information security.

“The officials and public servants can use the office computer and internet access through the training. They can search information online and use email and practical applications to improve the quality, efficiency of their services.

This will contribute to social and economic development of their province, he added.

“With these measures, I firmly believe that the development and application of IT in Vietnam will reach a new level, contributing to the administrative reform, and eventually to the improvement of e-government services in Vietnam in 2020,” Bihn said.
