According to the amendments made in summer 2007 to Federal Law No 94 ‘On Placement of Orders for Delivery of Goods, Execution of Works and Provision of Services for Public and Municipal Needs’, since January 1st 2010 information about every state order should be collected on one portal. According to experts, in addition to www.zakupki.gov.ru there are about 580 resources in Russia (more than 500 municipal and at least 85 at the federal subjects of Russia), where the information about tenders is published.
The tender winner will have to analyze the already existing systems and submit financial, economic and technical requirements for the new portal. The initial (maximum) contract price equals 18 mln rubles ($732,684). When assessing the tender participants the price range is considered with a 0.55 coefficient, while the quality of the projects submitted and their qualification go with a 0.45 coefficient.
According to the bid opening report of February 18th, six organizations have applied for the tender: Sistematika, Ltd., RBC Centre, Ltd., CJSC Lanit, CJSC KCK Technologies, the Institute for System Analysis, RAS, and Internet Project, Ltd. The experts questioned by CNews say that regarding the time framework (the project is to be carried out within 45 days) only performers experienced in working with systems for placing information about state orders might cope with the task, as there is no time for a new thorough ‘examination of automation objects’.

Most pretenders possess the necessary expertise. Sistematika is engaged in developing e-government for the regions and maintains the internet portal of the State Automated System ‘Vybory’ (Elections). Lanit (to be exact, the Norbit company affiliated with the Group of Companies Lanit) has been developing and implementing the specialized program solution ‘State Order’. RBC Centre as a representative of the Group of Companies Armada is experienced in developing ETS e-commerce systems. About 30% of state and municipal e-purchases were made using the mentioned system last year. KCK Technologies have implemented several projects for Rostehregulirovanie (the Russian Federal Agency for Technical Regulation and Metrology). Specialists of the Institute for System Analysis, RAS, together with Cognitive Technologies were developing the Interstate marketing information center for CIS member states.
The sixth participants – Internet Project – is a little bit out of the way. CNews was unable to find out any information about the given project, but according to unofficial information, Mikhail Arlazarov, Cognitive Technologies’ CFO, heads the mentioned company. Like Cognitive Technologies, the Internet Project is also located in the same building with the Institute for System Analysis, RAS.
Speaking to a CNews correspondent about the differences between the future all-Russian portal, where the information about the state and municipal orders is to be published, and the current www.zakupki.gov.ru (through which procurement for the federal authority is carried out), Natalia Zubkova, Norbit’s CVO on commercial procurement systems, says the existing site is directed at state federal customers, while state regional and municipal customers do not use it. According to Ms Zubkova, further details about the difference between the portals will be available after the Ministry for Economic Development and Trade approves of the project concept. The project performer is determined on March 5th, when the Ministry for Economic Development and Trade plans to announce the tender results.
It should be noted that the portal currently operating was developed by the Compulink company, which in 2006 won the tender to develop the first line for the automated system State Procurement. In 2007 the tender for the system modernization was won by Lanit. According to Norbit representatives, the modernized system is currently used in test mode and available only to customers. The other visitors of www.zakupki.gov.ru deal with the old version of the site.
