According to an article by Biometric Update, program beneficiaries have been using their ATM cards for the program as collateral for loan sharks, who use the account holder's ID to obtain payments. The biometric program will ensure that they withdraw the cash personally.
The biometric program will "improve the modes of releasing cash aid and the recording of data of the project’s beneficiaries,” Department of Social Welfare and Development Regional Director Leticia Diokno told the publication.
The system has already undergone testing and will be introduced in a limited program during the last half of August. If the program works as planned, it will be further expanded from there.
