Oman is accelerating its transition towards smart, sustainable urban development through a series of major national projects aligned with Oman Vision 2040. Led by the Ministry of Housing and Urban Planning, strategic initiatives such as Sultan Haitham City, Al Jabal Al Aali City and A'Thuraya City are reshaping the country’s future urban landscape.
Sultan Haitham City has achieved full completion of land preparation and levelling works, while progress continues on main roads, underpasses, utility networks and bridges. Power station construction has reached 30 per cent and the city’s Experiment and Control Centre — the core of its smart management system — is more than 85 per cent complete. Investment opportunities have been announced for district cooling plants and additional infrastructure works. More than RO 1.9 billion worth of partnership agreements were signed for residential neighbourhoods, with sales already exceeding 67 per cent of available units.
A'Thuraya City in the Wilayat of Bausher, Muscat Governorate, is progressing through its first phase, covering over 3 million square metres. The project will ultimately house more than 8,000 residents across eight integrated neighbourhoods. Site preparation works are 20 per cent complete, supported by RO 38.2 million in infrastructure investments. Key development agreements include RO 25 million for Neighbourhood 8 and over RO 240 million for Neighbourhood 6, alongside consultancy contracts worth RO 6 million.
Al Jabal Al Aali in Al Dakhiliyah Governorate has also attracted strong investment interest, with agreements exceeding RO 600 million. These include the development of a 600,000-square-metre health district featuring residential units, hospitality facilities and a five-star hotel. The Al Alalan Hills project will offer 2,100 residences, two luxury hotels and a world-class golf course, backed by RO 400 million in investment.
These projects reflect a unified national planning approach that positions Omani cities as centres of innovation, integrating environmental, economic and social priorities. With expanding infrastructure, new investment partnerships and advanced smart-city solutions, Oman is establishing modern urban environments designed to boost competitiveness and quality of life.
