The study is being undertaken to explore governance in Wairarapa, including a possible amalgamation of the three councils, and to consider other ways the councils can work together.
The working party discussed the vision and objectives for the region among elected councillors on Monday, and these have been put to key stakeholders - such as Federated Farmers, Chamber of Commerce, and trusts and iwi.
Once this has been consulted on, each council will look at the proposed plan in April.
The second phase of the study will then focus on operational issues, and how these can be implemented.
Masterton mayor Garry Daniell said it is still too early to discuss what these visions were.
"There is a real willingness from the three councils to explore those, without any pre-conceived considerations," he said.
South Wairarapa mayor Adrienne Staples agreed, and said the study will provide a concrete base to start a discussion. Carterton mayor Ron Mark said he was confident the councils would be able to take a "well worked thorough proposal" to the public.
"It's nice to be working with people who have a like-minded genuine interest," he said.
The working party will report back in May, and then the councils will start discussions with the public.
