To ensure better management of the night shelters in the national capital, the city administration on Saturday approved the proposal to give the management of a cluster of these homes to Shelter Management Agency (SMA) on “standard service conditions.” The concept will be implemented on a pilot basis at Yamuna Pushta and adjoining areas of Central District in three clusters.

Delhi Urban Shelter Improvement Board (DUSIB) CEO Amar Nath informed that the functions of SMAs would be the management of night shelter, motivating homeless persons to move to these night shelters in their defined catchment area and interacting with different government and non-governmental organisations to converge the services at single window.

At present, there are 55 SMAs manning around 181 night shelters across Delhi and each one of them is being managed by one or more NGOs which leads to different level of services being provided at different shelters. “The proposal has been made an open tender and agencies have been invited to bid. The issue of night shelters has often been raised by activists and NGOs,” Mr Nath said.

The DUSIB has approved the proposal for procurement of 10-seater trailor mounted mobile toilet vans with DRDO developed bio-digester technology on PPP at 67 identified locations. This technology is eco-friendly and does not emit any bad odour, consumes less water and only discharge is water which can be used for gardening and other purposes.

The board has also decided to give land to DJB for installation of water ATMs at other places on the pattern of successful installation of water kiosk at Sawda Ghevra resettlement colonies to meet water requirement of the people in the area. “The board adopted the proposal to adopt Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011 to provide e-governance of services to the citizens in a fixed time bound manner,” Mr Nath informed.

The CEO also said that the Board appreciated receival of ISO 9001:2008 certification by C-2 Civil Division and requested other wings of DUSIB to achieve similar quality certification. Civil Division- C2 has been awarded the honour after undergoing intense evaluation for its adherence to delivery schedules of residential EWS projects, customer satisfaction and quality of construction. “With the implementation of the Quality Management system (QMS), DUSIB ensures the highest level of process and quality control in developing the complexes. QMS has very elaborately documented procedures addressing highest level of specifications to be achieved during various stages of development,” the official added.

The proposals was approved CEO DUSIB during its 10th board meeting, which was chaired by Secretary Urban Develpoment Rajendra Kumar and attended by Gopal K Saxena, Board of Directors BSES; Sunil Kr Jha, Councillor EDMC; Devender Solanki, Councillor NDMC, and other officials from different departments.
