Pilot, who was delivering the opening address at the 15th National e-Governance Conference at the KIIT campus, described e-governance as all about access to information, availability of information and affordability of the facility for the common man. He also termed e-governance as a tool that can bridge regional divides and bring in transparencies in programme implementation. He praised Odisha’s achievements in this field and assured all help from the Central Government in more such e-governance initiatives.
Minister of State in the Prime Minister’s Office V Narayanasamy, who looks after Personal, Public Grievances and Pension Affairs, pointed out that every State Government has been mandated to allocate at
least 3 per cent of its annual Budget for e-governance initiative. He informed that in the next 10 years, the Central Government has planned to spend Rs 60,000 crore to improve skills of 60 crore persons in the country through its Skill Development Mission. The e-governance initiatives can help achieve this objective, he added.
State Chief Minister Naveen Patnaik said transparency and accountability are major requirements of good governance and e- governance helps achieve it. Describing it as a major game-changer in empowering the common man’s access to information and services, he appreciated the role of the Odisha Computer Application Centre (OCAC) for the State’s success on this front.
State Chief Secretary BK Patnaik delivered the welcome address listing out the successful implementation of the e-governance initiatives, which include e-Dharani, Bhulekh, e-Municipality, Integrated Odisha Treasury Management System and Student Academics Management System.
State IT Secretary PK Jena delivered the vote of thanks. The meeting also saw the felicitation of Successful Village Level Entrepreneurs from all over the country in implementing e-governance projects and the release of the theme song of the National e-Governance Programme.
