E-governance initiated by the Municipal Corporation of Delhi has not only brought administrative reform but it is also facilitating the agency in saving funds which are being utilised for other development projects. As per an estimate, following an e-tendering process, the agency is managing to save at least Rs 7-8 crore per project. A senior MCD official said with the introduction of e-tendering, the MCD gets better deals for projects as many reputed companies from all over India participate in open bidding otherwise a few contractor would dominate the whole process.

“In previous situation, contractors would apparently have the upper hand and MCD faced monetary losses. They would jointly participate in the bidding after forming a consortium consequently the bidding prices were usually higher,” he said. The MCD official said e-tendering has widened the scope and now, the MCD receives participation from various reputed contractors from other part of the country.

Works Committee chairman Jagdish Mamgain said now after bidding, the corporation invites companies which quote lesser amount and the MCD negotiates with them. “We negotiate and zero in on a company which offers minimum bid. It has open avenues for the civic body earlier we would run after contractors to get any project complete but now almost every project is finished on time,” he said. Mamgain said in this way, the Corporation has benefited as it manages to secure crores of rupees which are used later for other projects.

“Similar process was followed when we invited companies for Kushak Nalla project. The MCD only could meet the deadline but it also saved Rs 12 crore. Initially, Rs 320 crore were reserved for the project which was to be completed before the Commonwealth Games. But after involving in negotiation with the company, the work was awarded for Rs 308 crore in the end,” he said.

The Chairman of the Works Committee further said recently when the MCD was awarded tender for complete redevelopment of roads and drains in Naraina Industrial Area, the body again had talks with lowest bidders. “The total estimated cost of the project was fixed at Rs 25 crore but it was given for Rs 17 crore and we saved Rs eight crore. Now this Rs eight crore will be used for development work in Lohamandi area,” he added.
