University of Kashmir going digital - Newer methods can really make the concept of E-Governance

Technology has changed the course of life effecting everything and anything including education. Our whole system of academics will be incomplete without the use of gadgets and machines.

E-Government (short for Electronic Government, also known as e-gov, digital government, online government, connected government or Transformational Government) is creating a comfortable, transparent, and cheap interaction between government and citizens, government and business enterprises and relationship between governments.

E-Governance is actually the use of modern Information and Communication Technologies such as Internet, Local Area Networks, mobiles etc. by Government to improve the effectiveness, efficiency, service delivery and to promote democracy.

In 2008 University of Kashmir started E-Governance Programme will full swing, in a short span of period it has achieved good results, like University Registration System, University Examination System and University Common Entrance Test are the areas while it has shown its presence, enough has been done and enough need be done to make the system fully automated.

While establishing the E-Governance in the University Campus, the focus should be to improve service delivery mechanism. It is important to explain to people particularly the non-Technical staff that the introduction of IT will not take away existing jobs but will make them easier, and if less manpower is required for operations, the staff can be re-deployed elsewhere with no threat to their career growth. It's important to educate people at all levels about the benefits of technology. Various benefits and advantages of enabling the system should be communicated clearly right at the beginning to ensure popular support which will lead to greater chances of success.

While going through the implementation of the E-governance in the campus, the University need to redefine the rules and procedures. They will have to make efforts to tackle the legal issues, commitment to information Transparency, Access to right information and how different Teaching and non-Teaching departments of the campus will collaborate with each other to make the E-governance a success. These are the areas which should be taken as challenge and timely solutions to these queries will definitely help the organisation not only to make the project vibrant but also as a tool to ensure good governance.

The next important issue which needs attention is from the technology side. The Technology gets obsolete fast and university will not be in a position to buy new servers and other machines every other year. So it is prudent to make use of the tried and tested technologies for longer periods of time than the latest ones which get outmoded the moment they hit the market. The second issue which also pertains from the Technology side is that it should clearly define its scope first. All else follows. In addition to that softwares made for the purpose should be flexible enough to accommodate the things which University will face atleast thirty years from now. While going for designing and developing, the software’s proper vision and mission should be in mind, because if softwares made today will not face the challenge in times to come, then again we have to start from zero and that will lead us no where. This way we will be wasting huge money, efforts, time and energy. Certainly not healthy for a concept like E-Governance.

The final issue is that care should be taken to ensure that the data in the systems are having a good security mechanism, and made available without errors. For that University need to have good and efficient Data Backup system, antivirus applications to preserve the valuable data and identify the key persons who will works as Database Administrators (DBA). The Job of DBAs should be wholly to maintain the University Database system which will include the Data of Students of all courses, Data pertains to University Employees, different departments, different results and notifications issued from time to time. Once the responsibility has been assigned to some one, it will help to a great extent in the preservation of data, which is of utmost importance in an E-governance project.

All these steps are very important to be taken to accomplish the mission of E-governance. But the last and not the least is to retain the Human Resource. For any organisation to achieve heights the preservation of good Human Resource is of prime importance. These issues mostly pertain to the Technical staff working in a governmental organisation. The Technical staff of the Campus once recruited at some position should not remain stagnant, but should have some carrier growth plan, as we have in our non-Technical staff. Any stagnation is going to kill the initiative which ultimately will tell upon the overall functioning of the system.

Time is not far away when our University will be ranked number one amongst all in the competition. But for that we have to devise newer methods, adopt newer techniques. We will have to be innovative and therein lies the key to progress. That will truly change the face of our university.
