A contract on e-Government Procurement (e-GP) System Development and Implementation was signed between the Central Procurement Technical Unit (CPTU) of Implementation Monitoring Evaluation Division (IMED) under the Planning Ministry and GSS America Infotech Ltd, India at the Planning Ministry in the city yesterday.

Amulya Kumar Debnath, Director General of CPTU and Abdul Qadeer, Vice President of GSS Infotech Ltd, India signed the contract on behalf of their respective sides. Air Vice Marshal (retd) AK Khandaker, Minister for Planning, Md Abdul Malek, Secretary of IMED and other officials of the CPTU, IMED and the Ministry of Planning were present on the occasion.

Initially, e-GP would be introduced in four target agencies under Public Procurement Reform Project (PPRP-II). These are LGED (Local Government Engineering Department), RHD (Roads and Highways Division), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB). Under the 15- month contract with the consultant, software will be developed in three months, and e-tendering will be launched in 20 offices of the four target agencies in six months on a pilot basis. In 15 months of the contract, e-tendering will be rolled out to four target agencies and e-GP system will be installed.

Officials said once implemented, e-GP will reduce time required in completing the tender procedures electronically. More bidders will be able to participate in the tender process without facing any physical barriers. This will increase competition leading to improvement in the quality of government purchase.

Implementation of e-GP will supplement the present government's vision for building a Digital Bangladesh by 2021. South Korea and the Indian state of Andhra Pradesh have implemented e-GP very successfully.

To implement e-GP by June 2011, CPTU of IMED has taken necessary steps under the PPRP-II project supported by the World Bank. At present, public procurement in the country is done under the Public Procurement Act and the Public Procurement Rules. To make the public procurement process more dynamic and modern, e-GP will be introduced under the PPRP-II.

The cabinet committee on government procurement in its meeting on March 1, 2010 recommended the appointment of GSS America Infotech Ltd, India as consultant along with sub consultant C1 India and Aviation Support Ltd, Bangladesh and nominated Dohatec New Media, Bangladesh as a sub-contractor to develop and implement the e-GP system.

The Prime Minister approved the recommendation on March 09, 2010 and the Notification of Award was issued to the consultant on March 15, 2010.
