A high-powered government committee has recommended that police verification required for issuance of passports should be made time bound to make the system speedy.

"The entire passport issue process needs to be put on an e-Governance mode in phases," the second Administrative Reforms Commission (ARC) said in its 11th report released today by M Veerappa Moily, who heads the panel.

The 186-page report said since the processes which precede and follow the police verification have already been re-engineered and put in e-Governance mode, "this may be integrated with online police and citizen identification data base".

The report said, the process of police verification should be streamlined and made time bound.

The recommendation assumes significance as issuance of passports gets delayed because of indefinite time taken for police verification, defeating government's aim to deliver the document to an applicant speedily.

The report pointed out that the "complicated" process of passport application and the time required to pursue the application process may be responsible for dissuading applicants from personally submitting their applications.

It noted that most passport applicants, irrespective of the mode of application, prefer to engage an intermediary or agent to help in getting their application processed.
