Digital rights in 2021: Perspectives from Kenya
In the coming years, many will be watching to see whether mobile network operators will manage to retain the 2.8 million new mobile money subscribers with affordable fees.
Kenya has among Africa’s highest levels of mobile penetration. It is lauded for adopting technology in both private and public uses, from mobile money to e-government services. It was, therefore, not unexpected that when the COVID-19 pandemic struck, the country turned to digital technologies to help people ease into new forms of working and learning. A raft of policy and legal measures for contactless transactions were put in place. These included directives for cost-free mobile money person-to-person transactions for transactions below Ksh. 1,000, and cost-free bank-to-mobile wallet transfers. Amendments to various laws also legitimised electronic signatures and the Judiciary developed rules on e-service, e-filing, e-payment and e-proceedings. Many of these measures were introduced shortly after Kenya confirmed its first case of the novel coronavirus, when a lockdown was imminent. They were, therefore, aimed at not only supporting a digital society with cashless transactions, but also cushioning low-income earners whose livelihoods were affected by reduced movement.

The City of Philadelphia has issued a request for proposal (RFP) to rapidly quantify the number of households that are without internet connectivity or relying on unstable, low-bandwidth options.
The RFP, issued with non-profit the Mayor’s Fund for Philadelphia, seeks to enable the city to benchmark its progress on closing the digital divide and inform the next phase of policy, programme and budget decisions.

COVID-19 expected to drive adoption of city digital twins
The need to increase resilience and optimise asset and resource management in light of COVID-19 will be among the key drivers for the growth of city digital twins over the next five years, according to ABI Research. The global tech market advisory firm anticipates that the number of urban digital twins will exceed 500 by 2025, and that implementation will expand beyond limited pilots to widespread multi-purpose deployments.
Dominique Bonte, Vice President, End Markets at ABI Research, said: “Real-time 3D models of cities’ built environment allow scenario analysis through the simulation of the potential impact of natural disasters like flooding, [adoption of] generative design principles for new city developments [which optimise] energy savings and solar capacity, and saving costs by operating cities more efficiently and effectively.”

China Builds the World’s First Integrated Quantum Communication Network
Chinese scientists have established the world’s first integrated quantum communication network, combining over 700 optical fibers on the ground with two ground-to-satellite links to achieve quantum key distribution over a total distance of 4,600 kilometers for users across the country. The team, led by Jianwei Pan, Yuao Chen, Chengzhi Peng from the University of Science and Technology of China in Hefei, reported in Nature their latest advances towards the global, practical application of such a network for future communications.
Unlike conventional encryption, quantum communication is considered unhackable and therefore the future of secure information transfer for banks, power grids and other sectors. The core of quantum communication is quantum key distribution (QKD), which uses the quantum states of particles — e.g. photons — to form a string of zeros and ones, while any eavesdropping between the sender and the receiver will change this string or key and be noticed immediately. So far, the most common QKD technology uses optical fibers for transmissions over several hundred kilometers, with high stability but considerable channel loss. Another major QKD technology uses the free space between satellites and ground stations for thousand-kilometer-level transmissions. In 2016, China launched the world’s first quantum communication satellite (QUESS, or Mozi/Micius) and achieved QKD with two ground stations which are 2,600 km apart. In 2017, an over 2,000-km-long optical fiber network was completed for QKD between Beijing and Shanghai.

MO: About 100,000 local residents already registered in new e-government platform
Some 100,000 local residents have already joined the new joint single account platform launched by the Public Administration and Civil Service Bureau (SAFP) on January 1 of this year.

PK: PMRU collects data of issues put on KP Citizens Portal
Since 2018 the Khyber Pakhtunkhwa Performance, Management and Reforms Unit (PMRU) has been able to accumulate a vast and organized data base of the most recurring and acute problem in issues faced by the citizens in the province through the portal and other E-Governance initiatives.
The KP Citizen portal App currently connects more than 1700 offices in Khyber Pakhtunkhwa. Since last 19 months, more than 237,000 complaints have been lodged through this app predominantly against four departments which include Local Government/ Municipal Services, Education, Health, Law & Order / Police. he city bus service, which was launched under the central government''s smart city scheme, is sustaining loss due to lack of commuters. Currently, there are only 30 buses plying in the city. The cost per kilometre goes up to around Rs 65. The daily income is Rs 20 per km and the loss is Rs 45. Although various projects have been implemented for the last few days to increase revenue, they are not meeting the expectation.
On January 23, 2019, 100 new buses were purchased from the Smart City Scheme in the city. Ninety buses started plying in the city. But in March 2020, the city bus service was closed due to Covid-19. However, two months later, the buses are still running empty as they are getting very little response from passengers. The per kilometre loss of buses running at present has reached Rs 45 per km. Hence smart city management has not started the remaining buses. It is planned to start 20 more buses from January 1. After seeing the response of these buses in the new year, it is planned to start 40 buses in the next phase. Buses will be started depending on the route on which the response of the passengers will be received.

Senegalese-born American singer Akon is planning to build a smart city in Senegal. The project, which is estimated to cost about $6 billion, will be built on a 2,000-acre futuristic metropolis. Serbia officially opened a 30 million euro ($37 million) data centre in Kragujevac to back the development of e-government and ensure safe storage of data, the government said on Friday.

On Dec. 15, GPU inventor NVIDIA announced at its GPU Technology Conference (GTC) that it will work with Chinese retail giant JD.com to build the first smart city with the world’s first level-4 smart delivery vehicle application.

It has led to completion of 97.86 % sites out of 2992 sites conceived to be connected with high speed WAN under the project. Department of Justice (DoJ) along with BSNL is working relentlessly on connecting the remaining sites. Under e-Courts Project, one of the largest digital networks of the world was conceived by Department of Justice along with the e-Committee of the Supreme Court of India to connect the 2992 court complexes located all over India by a high-speed Wide Area Network (WAN) via different modes of connectivity such as Optical Fiber Cable (OFC), Radio Frequency (RF), Very Small Aperture Terminal (VSAT) etc. In May 2018 the mandate of providing Managed MPLS VPN services to all these sites was entrusted to the BSNL, which has pan India presence with latest state-of-the-art technology and high-end telecom infrastructure and transmission equipment. The BSNL also has presence at all corners of India, including NE region, J&K, Uttarakhand, A&N Islands, etc.

Union Minister Kishan Reddy said that the state government has not released a single penny under smart city project to Warangal. "The state government should grant Rs 83 crore for Warangal smart city project and not even a single penny has been sanctioned," he said.

PK: PMRU collects data base of problem in citizens’ issues in Khyber Pakhtunkhwa
Since 2018 the Khyber Pakhtunkhwa Performance, Management and Reforms Unit (PMRU) has been able to accumulate a vast and organised data base of the most recurring and acute problem in issues faced by the citizens in Khyber Pakhtunkhwa through the portal and other E-governance initiatives.
The KP Citizen Portal App currently connects more than 1700 offices in Khyber Pakhtunkhwa. Since last 19 months, more than 23,7000 complaints have been lodged through this App predominantly against four departments including Local Government/Municipal Services, Education, Health, Law & Order/Police. PMRU also maintains a complete log of the process/actions taken by various offices on each complaint/task assigned to the departments in district administration.

Am 23.01. wurden in einem Expertenworkshop im Ministerium des Innern des Landes Brandenburg die Ergebnisse des Stein-Hardenberg-2.0-Arbeitspapiers „Die Vereinbarkeit von vernetztem E-Government mit staatsorganisatorischen (Kern-)Prinzipien“ vorgestellt und diskutiert. Am Workshop haben Vertreter der Verwaltungspraxis aus Hamburg, Berlin und dem Land Brandenburg sowie Wissenschaftler aus den Bereichen Public Management und E-Government teilgenommen.
Ein wesentliches Ziel des Forschungsprojektes Stein-Hardenberg 2.0 besteht darin, E-Government als zentralen Ansatz verwaltungspolitischer Innovation zu entwickeln. Dafür sind nicht nur die technischen Anteile von E-Government zu betrachten, sondern auch Zusammenhänge, die sich im Rahmen der Staatsorganisation ergeben. Im Kern geht es in dem Arbeitspapier um die Vereinbarkeit von E-Government mit den Grundprinzipien der Staatsorganisation, welche staatliches Handeln und insbesondere die deutsche Mehrebenenverwaltung maßgeblich prägen. Dazu zählen Föderalismus, Selbstverwaltung und Ressorthoheit. Eng mit diesen Prinzipien verknüpft ist eine tradierte, in der „Papierwelt“ gewachsene Vorstellung über die Art der Aufgabenwahrnehmung. Mit IT und vernetztem E-Government ergeben sich jedoch neue Gestaltungspotenziale, insbesondere durch mehr Arbeitsteilung zwischen Organisationen, die eine andere Art der Aufgabenwahrnehmung nach sich ziehen.
Die Frage nach der Vereinbarkeit verdeutlicht, dass es nicht um die Abschaffung dieser verfassungsrechtlich festgeschriebenen Prinzipien geht, sondern um ihre Weiterentwicklung und Neuinterpretation angesichts neuer Möglichkeiten der Arbeitsteilung mit E-Government. Denn die „herkömmliche“ Interpretation der Prinzipien ist nicht für ewig festgeschrieben. Die Vereinbarkeit kann jedoch nicht pauschal geprüft werden, sondern erfordert eine tiefergehende Analyse unterschiedlicher Vernetzungstypen (u.a. Aufteilung in Front- und Back- Office, Shared Services, vorgefertigte Prozessbausteine; siehe Infobriefbeitrag zum Arbeitspapier „Vernetzte Verwaltung mit E-Government“ im Juni 2013), die in dem Arbeitspapier geleistet wurde. Zentral war die Frage, ob E-Government so gestaltet werden kann, dass es die Prinzipien nicht verletzt oder sie unter Umständen sogar besser erfüllt als die derzeitige Verwaltungsorganisation.
Die Analyse machte deutlich, dass es eine Frage der Gestaltung ist, inwiefern die Prinzipien durch Vernetzung tangiert sind. Dabei hängt es beispielsweise davon ab, ob die Nutzung bestimmter Infrastrukturen bzw. konkrete Formen der Leistungserstellung verpflichtend vorgegeben werden, welche Ebene der Verwaltung diese Verpflichtung ausspricht, welche Art von Teilprozessen konkret verlagert werden (in Hinblick auf Entscheidungsgehalt und Ortsbezug) und inwiefern Verantwortung mittels vorhandener Koordinations- und Steuerungsmechanismen gesichert werden kann. Ein zentrales Ergebnis der Untersuchung ist: Durch eine bewusst an verfassungsmäßigen Werten orientierte Gestaltung neuer vernetzter Arbeitsformen kann die mit dem Rechtsstaats- und Demokratieprinzip verbundene Legitimationsnotwendigkeit besser als bisher gedacht in Balance mit Effektivität- und Effizienzanforderungen gehalten werden.
Projekthintergrund:
Ziel des Forschungsprojektes "Zukunft der Verwaltung/Stein-Hardenberg 2.0“ ist es, vor dem Hintergrund der informationstechnischen Möglichkeiten zukunftsorientierte Verwaltungsmodelle zu entwickeln. Kernfragen im Forschungsprojekt sind, welche Organisationsformen für die öffentliche Leistungserbringung noch angemessen und was die neuen Bauprinzipien der Verwaltung mit E-Government sind. Das IfG.CC wurde mit dem Projekt vom Innenministerium des Landes Brandenburg beauftragt, das wiederum als Konsortialführer für folgende weitere Auftraggeber handelt: das Bundesministerium des Innern, die Senatsverwaltung für Inneres und Sport des Landes Berlin, die Freie und Hansestadt Hamburg – vertreten durch die Finanzbehörde, die AöR Dataport der Länder Schleswig-Holstein, Mecklenburg-Vorpommern und der Freien und Hansestadt Hamburg.

A.2 Potsdam, Deutschland: F+E-Projekt "PROKETTA – Erhebung von Prozessketten zwischen Wirtschaft und Verwaltung" – Beginn der Prozessoptimierung
Im Projekt PROKETTA wird seit Anfang Januar an einem weiteren wichtigen Meilenstein gearbeitet – der Optimierung der erhobenen Prozessketten zu verschiedenen Informations- und Meldepflichten (IMP). Ziel ist es, jeweils ein standardisiertes Modell einer Prozesskette zu den IMP zu entwickeln, das von Behörden und/oder Unternehmen genutzt werden kann, um die eigenen Prozesse unter E-Government-Perspektive zu verbessern. Dabei steht die Ablauforganisation im Fokus der Optimierung. Ob und in welchem Ausmaß die Aufbauorganisation optimiert werden kann und soll, bedarf einer Entscheidung der Akteure in den Behörden und Unternehmen.
Wichtigste Grundlage für die Prozessoptimierung bilden die Ist-Prozesse, welche in den vergangenen Monaten in Interviews und Workshops von Mitarbeitern des IfG.CC zusammen mit Beschäftigten der öffentlichen Verwaltung und von Unternehmen erhoben und analysiert wurden. Die Ergebnisse der Ist-Analyse werden mit Informationen aus Spezial- und Verwaltungsverfahrensgesetzen zusammengeführt. Gleichzeitig wird geprüft, welche E-Government-Potenziale es gibt, die Prozessketten zu optimieren. Dazu werden auch Good-Practice-Beispiele aus den befragten Behörden und Unternehmen selbst oder aus anderen Verwaltungsbereichen in Deutschland oder anderen Staaten weltweit herangezogen.
Bei der Optimierung von Prozessketten geht es nicht vordergründig darum, Verfahrensschritte 1:1 in eine Software zu übertragen. Im Fokus steht die Betrachtung der Arbeitsorganisation, d.h. die Ausführung von Prozessen/Prozessschritten auf der Arbeitsebene. So können z.B. Prozessteile, die bisher von mehreren Mitarbeitern in mehreren Organisationseinheiten (Back Office) verteilt ausgeführt werden, durch einen Mitarbeiter in einem Front Office (z.B. Fallmanager) erbracht werden. Das hat den Vorteil, dass die Kunden (Unternehmer und Bürger) nur einen Ansprechpartner haben, der das komplette (Antrags-)Verfahren für sie organisiert und koordiniert. Optimierungsmöglichkeiten ergeben sich auch durch ein Vorgangsbearbeitungssystem: Aktivitäten, die bisher durch verschiedene Mitarbeiter nacheinander bearbeitet wurden, können gleichzeitig bearbeitet werden, auch dann, wenn die Sachbearbeiter in verschiedenen Fachbereichen/Behörden arbeiten. Dadurch ist es möglich, Durchlauf- und Wartezeiten, z.B. bei Genehmigungsverfahren, zu reduzieren. Weitere Möglichkeiten sind, Prozessteile zu standardisieren, ggf. zu automatisieren, Medienbrüche durch die Nutzung von digitalen Dokumenten und die entsprechenden Managementsysteme zu reduzieren. Während der Prozesserhebung wurde deutlich, dass Arbeitsabläufe auch dadurch unterstützt und ggf. beschleunigt werden können, dass die Beteiligten rechtzeitig auf die jeweils relevanten Informationen zugreifen können. Das betrifft die Phase der Antragstellung (welche Unterlagen müssen in welcher Form bei wem eingereicht werden) sowie die Antragsbearbeitung in den Behörden selbst. Auf Wissen und Expertise genau dann zugreifen zu können, wenn es gebraucht wird, ist besonders bei wissensintensiven Prozessen relevant.
Das dreijährige F+E-Projekt PROKETTA (proketta.ifg.cc), gefördert vom Bundesministerium für Wirtschaft und Technologie, startete am 01.04.2012. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

Ein aktueller Beitrag aus dem Projekt „Stein-Hardenberg 2.0“ ist in der Juni-Ausgabe des Behördenspiegel erschienen. In dem Artikel werden ausgewählte Erkenntnisse, die innerhalb des Forschungsverlaufs gewonnen wurden, dargestellt.
Obwohl das Projekt noch nicht abgeschlossen ist, können erste Ergebnisse und konkretisierende Thesen formuliert werden:
- „Staatlichkeit verändert sich durch IT bereits heute mehr als gedacht, manchmal auch unbemerkt, weil die Wirkungen der gegenwärtigen Praxis von Informationstechnik-Einführung nicht immer offensichtlich sind.
- „Gestaltung kann gelingen, wenn zwischen Bewirkung, Produktion und Infrastruktur unterschieden wird und alle drei Bereiche eng aufeinander bezogen werden.“
- „Die Potenziale von vernetztem eGovernment können föderalismusfreundlich genutzt werden; eine Veränderung oder gar Abschaffung von Zuständigkeiten ist nicht erforderlich.“
Das Projekt hat nicht nur wissenschaftlichen Nutzen, sondern auch unmittelbare praktische Bedeutung, weil es Themen berührt, die heute schon in der Praxis relevant sind. P.2 „Stein-Hardenberg 2.0“ – Artikel in der eGov Präsenz 02/2013: Reduktion von Verwaltungslasten für Eltern eines Kindes mit Behinderung
In der aktuellen Ausgabe (02/2013) der praxisnahen Fachzeitschrift „eGov Präsenz“ wurden ausgewählte Ergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ veröffentlicht.
In dem Artikel wird die Problemlage von Eltern eines Kindes mit Behinderung beim Zugang zu öffentlichen Leistungen skizziert. Diese Zielgruppe ist in hohem Maße mit Bürokratieaufwand belastet, da sie wiederholt und dauerhaft mit verschiedenen Verwaltungen in Kontakt treten (müssen). Ursachen der hohen Verwaltungslasten sind unter anderem ein komplexes Leistungs- und Trägerspektrum sowie unklare Zuständigkeiten. In dem Artikel wird beispielhaft aufgezeigt, wie vernetztes eGovernment dazu beitragen kann, den Interaktionsaufwand mit der Verwaltung zu reduzieren. Die entwickelten Gestaltungsansätze orientieren sich dabei konsequent an den spezifischen Bedarfen der Zielgruppe. Dabei wurde besonderen Wert auf eine Bündelung des Zugangs zu Informationen und Leistungen sowie eine Reduktion der Häufigkeit der Interaktion mit Behörden/Trägern gelegt. In Fokusgruppenworkshops wurden die Gestaltungsansätze von Adressaten sowie Vertretern der öffentlichen Verwaltung kritisch diskutiert und evaluiert.

V.1 Big Island, Hawaii, 06.-09.01.: 47th HICSS (Hawaii International Conference on Systems Sciences)
Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, hat auf der 47. HICSS (Hawaii International Conference on System Sciences) sein eingereichtes Paper mit dem Titel „E-Government at Work Level: Skilling or De-skilling? “ im Minitrack „E-Government Education, Training and Professionalization“ präsentiert.
In dem Beitrag wird anhand von zwei Fallstudien untersucht, wie sich vor dem Hintergrund der IT-Nutzung die Kompetenzen auf der Arbeitsebene verändern bzw. verändern müssen. So zeigt sich, dass auch in einer IT-basierten Organisation (wie z.B. Shared Service Center, Service Center für die Einheitliche Behördenrufnummer „115“) weiterhin viele Tätigkeiten manuell ausgeführt werden. Ein Ergebnis ist, dass weder ein Skilling (Aufwerten von Kompetenzen) noch ein De-skilling (Abwerten von Kompetenzen) stattfindet, sondern eher von einem Re-skilling auszugehen ist. Das bedeutet, dass die Anforderungen an die Mitarbeiter gleichzeitig steigen und abnehmen. Deutlich wurde auch, dass ein „Mehr“ an fachlichem Wissen und IT-Fähigkeiten bei Weitem nicht mehr ausreichend sind, um den neuen Kompetenzanforderungen gerecht zu werden. Hervorzuheben ist, dass zunehmend soziale Kompetenzen wichtiger werden, da das Arbeiten in sozio-technischen Netzwerken zunimmt. Denn die IT unterstützt nur die Zusammenarbeit an den Schnittstellen zu einer anderen Organisation.
Des Weiteren hat Prof. Schuppan den Minitrack „Digital Government Mirrors and Anticipates Many Developments, which Later Become Major Trends“ gemeinsam mit Theresa A. Pardo (University at Albany/SUNY) und Samuel Fosso Wamba (University of Wollongong, Australia) geleitet. In den Vorträgen wurden neue Themen und Trends der E-Government-Forschung präsentiert.
Die Hawaii International Conference on System Sciences (HICSS) ist eine jährliche Konferenz für Wirtschaftsinformatik und Informationstechnologie für Akademiker und Fachleute. HICSS gilt als eine der weltweit renommiertesten internationalen Konferenzen für IS/IT. Das grundlegende Ziel dieser Konferenz ist es, ein Forum für den Austausch von Ideen, Forschungsergebnissen, Entwicklung und Anwendungen bereitzustellen. HICSS vereint hochqualifizierte interdisziplinäre Profis in einer interaktiven Umgebung.
V.2 Berlin, Deutschland: 23.01.: Vortrag zum Thema „Sicherheit und Rettung in Natur- und Erholungsräumen“
Dr. Manfred J. Suhr, Vorstand und Geschäftsführer des IfG.CC, hat bei der Begleitveranstaltung „Unfall-Rettung im Ländlichen Raum - neue Chance durch die neuen Medien?“ zur Grünen Woche 2014 einen Vortrag zur Optimierung von Rettungs-Prozessketten im ländlichen Raum gehalten. Die Begleitveranstaltung wurde im Rahmen des 7. Zukunftsforums „Ländliche Entwicklung“ vom Kuratorium für Waldarbeit und Forsttechnik e.V. (KWF) organisiert.
Der Vortrag beschäftigte sich mit der Frage, wie die Versorgung von Unfall- und Notfallpatienten in ländlichen Regionen sichergestellt werden kann. Dabei spielen Rettungs-Prozessketten eine besondere Rolle. Diese spezifischen Rettungsketten umfassen den Ablauf aller Hilfeleistungen, die notwendig sind, um verletzte Personen zu bergen und zu versorgen. Optimal verläuft eine Rettung, wenn die Arbeitsabläufe aller an der Rettung beteiligten Akteure ineinander greifen und das Unfallopfer so schnell wie möglich geborgen und klinisch versorgt werden kann. Diese Abläufe werden jedoch durch fehlende Standardisierungen, Abstimmungsprobleme und Kompetenzüberschneidungen zwischen den Akteuren behindert. Hinzu kommt, dass fehlende Ortsangaben, wie Straßen und Hausnummern, es Unfallopfern und/oder deren Begleitern erschweren, die genaue Position und Ortsbeschreibung der Unfallstelle an Rettungsdienste zu übermitteln. Auch wenn dann eine genaue Positionsbeschreibung der Notfallstelle vorliegt, ist das Auffinden der Notfallstelle im z.T. unwegsamen Gelände durch die alarmierten Rettungsdienste oft schwierig und zeitraubend. Hinzu kommt, dass der Zustand der Straßen oder Wege, die zur Notfallstelle führen, oft nicht bekannt sind. Kenntnisse darüber sind aber essentiell, um den Fahrern der Einsatzfahrzeuge den schnellsten Weg zur Notfallstelle bereitstellen und übermitteln zu können.
Diese Schwerpunkte – Auffinden der Unfallopfer und Optimierung der Rettungsketten – werden derzeit zu einem Projektvorschlag konsolidiert und weiterentwickelt. Ziel der Projektidee „SiReNE – Sicherheit und Rettung in Natur- und Erholungsräumen“ ist die Optimierung der gesamten Prozesskette der Notfallrettung. Auf dieser Grundlage soll ein koordiniertes und standardisiertes Katastrophen- und Rettungsmanagement bei Unfällen und Schadenslagen in Natur- und Erholungsräumen aufgebaut werden. Um dieses Ziel zu erreichen, ist es notwendig, die Rettungsprozesse bzw. -prozessketten bei verschiedenen Organisationen sektor- und akteursübergreifend zu modellieren (visualisieren), zu analysieren und zu standardisieren.

Panel Session: e-Government and its Role in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?
In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.
Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.
This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings.

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.
Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?
Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

E.1 Das IfG.CC öffnet sein Projekt zur Entwicklung eines Prozessketten-Registers für staatliche Informations- und Meldepflichten für weitere Kooperationspartner
Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.
Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.
Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

E-Services in verschiedenen Ländern/eServices in different countries

E-Services sind elektronische, unternehmens- oder bürgerbezogene Dienstleistungen in öffentlichen Verwaltungen, wie beispielsweise E-Payment, Adressverifikation, Bonitätsprüfung oder elektronische Datenübermittlung in Verbindung mit Online-Antragstellungen. Öffentliche Verwaltungen stehen vor der Herausforderung, kunden- und serviceorientierter zu handeln, gleichzeitig müssen sie Kosten senken. E-Service-Angebote sind eine Möglichkeit, beides miteinander zu verbinden. Bei einem geeigneten E-Service-Angebot können Anwendungen schnell an geänderte Bedürfnisse (z.B. neue Antragsformulare) angepasst werden. Die Betriebskosten können teils massiv gesenkt werden, weil z.B. die aufwändige Pflege der Daten vom Service-Anbieter erledigt wird.
In dieser Ausgabe des Infobriefs möchten wir Ihnen Beispiele für E-Services aus verschiedenen Ländern vorstellen.
Großbritannien und die Vereinigten Arabische Emirate befassen sich intensiv mit dem Thema „E-Services“. Teil der Digital Strategy Großbritanniens ist es, im Jahr 2015 die 25 wichtigsten öffentlichen Dienstleistungen online für Bürger und Unternehmen anzubieten und damit führend unter den G8-Ländern sein. Mit Online-Services will die Regierung jedoch nicht nur Einsparpotenziale generieren, sondern auch die Qualität der Dienstleistungen für die Nutzer verbessern. Mehrere Länder (u.a. Neuseeland) nutzen die Digital Strategy Großbritanniens als Vorlage für eigene Vorgehensweisen und Strategien.
Das Innenministerium der Vereinigten Arabische Emirate stellt aktuell 169 E-Services und 30 Services speziell für Mobiltelefone für Nutzer bereit. Nach einer einmaligen Registrierung auf der Website (Single Sign-On) oder über Smartphone erhalten die Nutzer Zugang zu allen Dienstleistungen des Ministeriums. Zu den Services gehören bspw. „Kfz zulassen“, „Geldbußen bezahlen“, „Pass beantragen/verlängern“ oder „Einreiserlaubnis beantragen“. Bei der Bereitstellung dieser E-Services verfolgt das Innenministerium eine Multikanal-Strategie, d.h. die E-Services werden den Nutzern über mehrere Zugangskanäle angeboten, z.B. über interaktive Kioske in Einkaufszentren, über Mobiltelefone, über die Website oder über Sprachdialogsysteme (Interactive Voice Response).
In Indien startete das Ministerium für Handel und Industrie die eBiz-Plattform als Teil des eBiz-Projektes, welches im Nationalen E-Governance-Plan verankert ist. Auf der e-Biz-Plattform können sich Anleger und Unternehmen über Verfahren, Lizenzen, Genehmigungen und Zulassungen zu verschiedenen Unternehmenslagen (z.B. Gründung, Er-weiterung eines Unternehmens) informieren. Darüber hinaus können Unternehmen Formulare online ausfüllen, Bezahlvorgänge online erledigen sowie Zertifikate und Genehmigungen herunterladen.
Ein weiteres Anwendungsfeld für E-Services ist die Landwirtschaft. So können Farmbesitzer in Katar elektronisch Darlehensanträge beim Umweltministerium einreichen, Fragen zur Wasserversorgung stellen und Genehmigungen für den Import von Baumsetzlingen beantragen. Darüber hinaus stellt das Umweltministerium auch E-Services für Tierärzte, Importeure von Tieren/von Tierfutter und für Fischer bereit.
Um eine gleichbleibende Qualität zu gewährleisten und Standards zu schaffen, führt die Regierung Bangladeschs Regeln für E-Services ein. Sowohl öffentliche wie auch private Institutionen sollen sich bei der Bereitstellung von E-Services nach den Regeln und (Qualitäts-)Standards richten. Geplant ist es, über 250 E-Services in den nächsten Jahren bereitzustellen.
Mit dem Thema E-Services befasst sich auch der "eRegional Governance"-Ansatz, den das IfG.CC vor einigen Jahren entwickelte und seitdem kontinuierlich weiterentwickelt hat. Untersucht wird, welche E-Services unter welchen institutionellen Rahmenbedingungen und auf welche Weise miteinander kombiniert werden können, um die Lebensqualität und wirtschaftliche Entwicklung in Regionen/ländlichen Räumen positiv zu beeinflussen. Beispiele für solche E-Services sind telemedizinische Anwendungen, verteiltes Lernen über Videokonferenzsystemen (Telepräsenzlernen) oder auch Teleworking.
2.1 India: Government Of India Launches eBiz Platform With Integrated Payment Gateway
The Department of Industrial Policy and Promotion, under the Ministry of Commerce and Industry, has launched an eBiz platform along with two Department of Industrial Policy and Promotion (DIPP) services and an integrated payment gateway.
The eBiz project is part of the National eGovernance Plan of the Government of India. The project will provide an integrated electronic services to investors, industries and businesses in the areas of information on forms & procedures, licenses, permits, registrations, approvals, clearances, permissions, reporting, filing, payments and compliances throughout the life-cycle of an industry or business entity.

2.2 Great Britain: UK to be most digital government in G8 by 2015
UK’s Minister for the Cabinet Office, Francis Maude, has committed to making UK the “most digital government” in the G8 by 2015 with the government’s digital-by-default agenda moving public services online.
The government is also on track to save a cumulative GBP 1.2 billion (US$ 2 billion) by 2015, the Minister said. “Our digital-by-default agenda is part of our long-term economic plan to tackle the deficit we inherited. I’m pleased to announce today that we expect to save at least GBP 500 million (US$ 820 million) from IT spend this year, on top of the GBP 500 million (US$ 820 million) we saved from government’s IT spend last year and GBP 250 million (US$ 410 million) the year before,” he added.
Part of this plan is to digitise 25 major public services by 2015. On average, an online service is 20 times cheaper than a phone transaction, 30 times cheaper than by post and 50 times cheaper than face-to-face.

2.3 China: Hong Kong introduces one-stop payment platform
The Hong Kong Monetary Authority worked closely with 23 banks to jointly develop the first ever one-stop payment platform that allows citizens to receive, pay and schedule bill payments online.
The Electronic Bill Presentment and Payment (EBPP) platform is a consolidated platform for the straight-through processing of electronic bill presentments and payments. According to an official statement, users only need to log onto their internet banking account – to receive, view, manage and schedule payments for various e-bills issued by merchants.
Through this multi-currency platform, e-payments can be made in Hong Kong dollar, renminbi and US dollar. By connecting users to billing merchants in Mainland China and overseas countries, the service offers cross-border e-billing and e-payment services.

2.4 Qatar: E-service at malls
The Ministry of Economy and Commerce is installing electronic services machines at a number of shopping complexes across the country so consumers can key in complaints and comments.
A screen in the machine will display guidelines for consumers, understandably in English and Arabic, to make them aware of their rights. The machine might also display warnings, a list of banned items and possibly price lists of some items of daily use.
The ministry said the idea was to cut down on paperwork and establish direct communication with consumers, Qatar News Agency (QNA) reported.
The e-services machines would replace complaint boxes at various malls, hypermarkets and other outlets, installed by the Consumer Protection Department (CPD), which operates under the ministry.

2.5 Bangladesh: Govt to formulate e-service regulations
The government is going to introduce e-service regulations soon keeping a provision to set up an e-service authority to create disciplined environment in electronic service (e-service) delivery and ensure quality service to the people, said a top official of the Ministry of Information and Communications Technology.
He said the draft regulations titled “e-Service Regulations 2013” which is now under process to launch anytime, has been prepared as per article 88 of Information and Communications Technology (ICT) Act 2006.
“We are going to introduce e-service regulations to ensure quality and standard electronic services in a disciplined way to the people against the backdrop of delivering of over 250 e-services in the public sector,” said ICT Secretary Md Nazrul Islam Khan (NI Khan).
He said there was no regulatory body to oversee the quality of e-services at the moment although hundreds of e-services were being created both in public and private sectors.

2.6 United Arab Emirates: Abu Dhabi: MoI Launches 169 E-Services and 30 Smartphone Services
The Ministry of Interior has launched 169 electronic services through its website, and 30 smart services via mobile phones. This initiative is in pursuance of the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai, and is implemented under the constant supervision of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior.
The Ministry of Interior's Smartphone platform was launched for all types of smart phone operating systems: Apple, Android, Blackberry and Windows. It provides many direct services to link users electronically to a number of service providers in the country, such as vehicle inspection and insurance companies. The platform also provides an integrated comprehensive link to the ministry's website through the Unified Login mechanism (username and password) to obtain services from any channel of electronic communication. Users can register once using the Single Sign-On property directly on the website or through smart phones, and gain access to all the available ministry's services.

2.7 Qatar: Environment Ministry begins e-services
The Ministry of Environment (MoE) has launched a number of e-services, which include applications for agricultural support and services. For instance, farm owners can submit electronically their requests for agricultural equipment and loans, besides requests for water supply for their farms as well as permits for importing palm and tree saplings.
In addition, the website has forms for a variety of farming-related services and facilities, such as insecticides.

4.1 Great Britain: Privacy group reveals more than one million pupils are fingerprinted
More than one million children in England have been fingerprinted by their schools - thousands without their parent's consent, a report has revealed.
The report, compiled by civil liberties campaign group Big Brother Watch, revealed that 866,000 children had their fingerprints taken in the academic year 2012-13. The report points out that this figure is expected to rise to 1.28 million, or 40 percent of England's total school population, in 2013-14, as an increasing number of schools adopt biometric technology.

4.2 Great Britain: Telehealth won't improve care, say GPs
Almost two-thirds of GPs do not believe the government's telehealth roll-out will improve care for patients, a GP magazine poll suggests.
In the survey of 316 GPs, 61% said telehealth did not have the potential to improve the care they gave to patients, with a further 17% unsure. Only 22% said they believed the technologies can enhance patient care.
GPs responding to the survey complained that the devices threaten to raise workload rather than reduce it, while others branded the drive a 'gimmick'.

4.3 Great Britain: South Hams District and West Devon Borough Councils tender for £6m shared services project
South Hams District Council and West Devon Borough Council (collectively, SHWD) are seeking IT partners to help underpin a new shared services initiative that could grow to cover a number of councils in the South West.
The councils have been working together since 2007 when they merged their management structures. They followed this with a shared services agreement and the development of integrated strategies.
In the Official Journal of the European Union tender notice, SHWD said that it then recognised that with the increasing challenges it was facing it needed a more "transformational" approach, with a sustainable customer-facing model to meet the changing needs of its population.

Notts County Council is to create a new IT system.
The council's ICT team manages a network of more than 10,000 devices used by over 100,000 users every day at the county's schools, libraries and council offices. The new plans are part of a package of changes to deliver savings worth £650,000.

Major health insurance and wellness provider Humana Inc. and aging services technology company Healthsense have teamed up to enroll 100 Medicare-aged patients in a new remote monitoring pilot program. Sharjah Tourism launches interactive map of the Emirate. Al Midfa said the new Sharjah Interactive Map is part of the Authority’s policy and efforts to enforce and boost smart, e-governance solutions in all areas and activities of the tourism sector in the Emirate.

Bahrain’s Crown Prince Salman Bin Hamad Al Khalifa has requested all government bodies to make use of the new e-complaints and suggestions system (Tawasul) to increase government performance and maintain transparency.
The system, introduced by the e-Government Authority (EGA) in close coordination with the Bahrain Centre for Excellence and other government entities, aims to allow the public to readily share their feedback on the quality of government services by submitting complaints about shortcomings and failures to address issues.
