The government has completed the first batch of broadband network construction for around 3,000 villages on schedule.

TOT will implement the network for 24,700 villages throughout the country with an investment of 15 billion baht, with the remaining 21,700 to be done by year-end, said TOT president Monchai Noosong.

The government's plan for low-cost broadband infrastructure construction is to cover 40,432 villages nationwide in locations where broadband internet is not available yet. Among the government's digital economy schemes, the broadband network project is seen as the most progressive one as it will provide an infrastructure backbone for the digital road map.

TOT started rolling out the fibre-optic network last December, Mr Monchai said. The first lot of villages includes 587 in the northern provinces, 1,835 in the Northeast, 449 in the South, 292 in the central region and 211 in eastern provinces.

The project offers a chance for the private sector and a state telecom enterprise to invest in last-mile connection by providing low-cost broadband packages to the public.

Villages will also provide a free WiFi hotspot for the public with a minimum download speed of 30 megabits per second.

"TOT is confident we can stay on the schedule provided by the prime minister, equipping 24,700 villages under our responsibility by the end of this year," he said. TOT plans to speed up network construction for the remainder of the villages.

Based on the schedule, another 2,800 villages will be completed in June, but the TOT is predicting the number will be higher, closer to 3,500 to 4,000 villages.

The TOT has some 500 subcontractors working on a variety of job functions.

Pichet Durongkaveroj, the digital economy and society minister, said the national broadband project will determine whether the digital economy road map is a success or failure.

If the network implementation is not completed on time, it will negatively affect whether the government can provide digital platforms to the public, he said.

Previously the ministry assigned the Electronic Transactions Development Agency to coordinate related state authorities and the private sector in joint development of an all-in-one e-commerce platform.

By offering a full range of online marketplaces, logistics channels, packaging and payment systems via the digital network, the platform would encourage Thais to engage in e-commerce transactions.

The ministry also assigned the Electronic Government Agency to work with the Public Health Ministry to co-develop a fully integrated electronic health record (EHR) system that will connect all 800 existing state hospitals and 7,000 tambon health-promoting hospitals with smart ID cards. Projected to be completed in 2021, the EHR system will enable the public to access e-government medical services by using their ID cards.
