Mr. Ming has held a number of stakeholder sessions to sensitise public officers about e-Government requirements and to provide a framework for offering government services on-line.
Today, Mr. Ming is meeting with ICT staff from the Premier´s Office, Ministry of Finance, Department of Information Technology, Telecommunications Regulatory Commission (TRC) and the H. Lavity Stoutt Community College to discuss the infrastructure, applications and legacy systems, which may form part of e-Government implementation.
He will later today hold meetings with the Chief Executive Officer of the TRC Mr. Tomas Lamanauskas and the three telecommunications providers.
Mr. Ming, on Monday, facilitated an "ICT Strategic Planning, Business Process Re-engineering and e-Government Framework" Workshop at the Department of Information and Public Relations´ Conference Room in the RTJ Edifice Building.
About 30 public officers representing a wide cross-section of government services attended the one-day workshop, which outlined the pre-requisites for e-Government and the components which must be in place for it to be executed effectively and rationally.
Ms. Sandra Ward, Deputy Secretary in the Premier´s Office said, "We realise that some ministries and departments have already implemented e-Government initiatives to improve the delivery of our services to the public and this is commendable, but the co-ordinating ministry, the Premier´s Office, sees this readiness assessment as one step to ensuring that we all operate within a comprehensive and legal framework."
Ms. Ward continued, "The success of the delivery of e-Government services to the public is dependent on a cohesive and comprehensive approach, which will inevitably minimise the duplication of efforts across the public service."
Commenting after Monday´s meeting, Mr. Ming said the discussions went "extremely well" and were "quite enlightening and heartening as most attendees now realise what is required to implement e-Government."
The consultant added, "Essentially what is necessary is a coordinated roadmap to ensure the ministries are working in sync and the setting of an enterprise wide or government standard of how e-Government will be implemented."
As part of the readiness assessment, Mr. Ming on Tuesday, paid a courtesy call on Premier and Minister of Finance Honourable Ralph T. O´Neal, OBE and discussed the overall objectives and key priorities for e-Government. He also met with the Deputy Governor Mrs. V. Inez Archibald.
The consultant also spoke with the Permanent Secretary in the Premier´s Office Mrs. Rosalie Adams to discuss drivers for implementing e-Government, funding models, and private sector and citizens´ engagement. They also discussed the potential areas of assistance that the Commonwealth Secretariat could provide.
Mr. Ming departs for London on Thursday, following which he will develop an overall strategy to move e-Government forward in the Territory.
The Premier´s Office is the focal point for the Commonwealth Secretariat in the Territory and is mandated by the 2008 Speech from the Throne to create the legislative framework for e-Government in the Virgin Islands. The Premier´s Office also serves as the focal point for coordinating cross-sectoral policies and programme and promoting the sustainable development of the Territory.
