The Ministry of Transport and Communications has released a draft of its e-government master plan for 2020 on its website.

The master plan was drafted in 2014 with the assistance of the Asian Development Bank. Last year, the Department of Information Technology and Cyber Security at the ministry redrafted that master plan in cooperation with foreign experts.

The master plan’s short-term aims cover strategy and policies, which help support the government’s work, ensure more engagement with the public and greater transparency and encourage a massive inflow of foreign investment into businesses.

The mid-term plans include the processes which will connect the government, the people and entrepreneurs online. The long-term plans comprise the processes which will help connectivity.

“Since 2014, the ministry drafted the master plan. Currently, the draft has been sent to the President's Office. I don’t know whether it will be amended. The ministry has uploaded the draft on its website for public viewing,” said an anonymous source from the e-government department.

Analysis pointed to poor connectivity between departments, poor infrastructure, the lack of an IT service management framework, weak information security, limited network connections to remote areas, the lack of a reserve system for natural disasters and measures related to ICT processes such as development, testing and production of ICT applications.
