Malawi’s Electoral Commission says it is to adopt an electronic biometric voter registration system.

The move follows what the Electoral Commission describes as ‘enormous challenges in maintaining a credible voters’ roll’. The main challenge was data capture in the field, which the new system will resolve.

The biometric voter registration system will use fingerprint scanners and digital cameras to capture the biometric data of applicants.

According to the Electoral Commission, the old method of registering voters did not accurately capture fingerprints to assist in the detection of multiple registrations meaning that people could register more than once. It says biometric technology will enable the detection and removal of multiple registrations from the system resulting in the production of a more accurate and reliable register for all elections.

It adds: “Following this development, the upcoming registration exercise will result in the compilation of an entirely new voters’ register that will replace the existing one and all voters ID cards. Every registered voter and those who will have turned 18 must therefore be registered. All applicants will be expected to physically present themselves at the registration centre in their wards to provide the required biometric data and for electronic capture of fingerprints.”

In addition to capturing fingerprints, a voter’s photograph will also be taken on the spot. This photograph will be printed on the new securer voter ID card issued to the voter at the point of registration as well as in the voters’ register.
